Presently all our counters at the HDB Hub are open to customers with prior appointments only. Walk-in customers with no appointments are not allowed entry into the HDB Hub. Salespersons are also not allowed to accompany their clients for their resale appointments. Only the flat sellers and buyers need to attend the completion appointment, to sign the necessary documents. These measures are put in place to ensure the safety of our customers and staff.

Today, MND and MOM announced the updated rules on CPF usage and HDB housing loan to give buyers more flexibility when buying a home for life, while safeguarding their retirement adequacy. Under the updated rules, the total amount of CPF that can be used for a property purchase will depend on the extent the remaining lease of the property can cover the youngest buyer to the age of 95.

Sellers and buyers of resale flats must use the HDB prescribed Option to Purchase (OTP) as the form of contract in resale transactions. In completing the OTP form, it is essential that all the information provided is accurate. Of particular importance are the names of the sellers and buyers.

The HDB Resale Portal was launched on 1 Jan 2018, and all resale applications are processed via the portal. For resale transactions where the sellers have granted the Option to Purchase on or before 31 Dec 2017, the resale applications must be submitted by 31 Mar 2018. We will not accept any of such resale applications after this date.

With effect from 1 January 2018, HDB implemented the streamlined resale transaction process with the new HDB Resale Portal. The HDB Resale Portal is available via the HDB InfoWEB. Flat buyers and sellers have to login using their SingPass to access the portal.

As announced today, to help ease HDB flat sellers’ transition to their next home, flat sellers will now be able to arrange with their flat buyers, to extend their stay temporarily in the flat, for a period of up to three months after legal completion.

Starting from 16 Jan 2014, HDB will introduce a quota on the subletting of whole HDB flats to non-citizen (NC) subtenants. This is to prevent the formation of foreigner enclaves in HDB estates, and maintain the Singaporean character of our HDB heartlands.

The Government has announced on 11 January 2013 a comprehensive set of measures that aims to cool the private and public housing markets. These measures are calibrated to be tighter on property ownership for investment, as well as on foreign buyers. To discourage over-borrowing, financing conditions for housing have also been tightened. In addition, structural measures have been implemented to strengthen the policy intent of public housing and executive condominiums.
