Soft Launch of HDB Resale Flat Listing Service on 13 May 2024

We would like to share with you the latest initiative on the HDB Flat Portal.
2 On 12 May 2024, HDB announced a new Resale Flat Listing (RFL) service which seeks to create a transparent, reliable and trusted marketplace for the listing and transactions of HDB resale flats. With the RFL service, HDB flat owners and their appointed salespersons will have the additional option to list and market their flats for sale. The RFL service will be rolled out in two phases: (a) Soft launch on 13 May 2024 (Monday), to provide early access to eligible flat sellers and their appointed salespersons to familiarise themselves with the features; and (b) Official launch later this month when prospective flat buyers and their appointed salespersons will also be able to use the RFL service. 3 The RFL service is the latest enhancement to the HDB Flat Portal and will be free of charge for the time being. It was developed in collaboration with members of the public and industry stakeholders, including real estate agencies and property portals who provided valuable inputs on ways to improve the user experience and enhance features to benefit flat sellers, buyers and salespersons. 4 The RFL service’s list of HDB flats on the open market for sale will be integrated with existing information on the HDB Flat Portal, including new BTO flats, a one-stop loan listing service, customisable financial calculators, as well as information on the HDB Flat Eligibility (HFE) letter. HDB flat sellers and their salespersons will be able to carry out resale transactions on a single platform, while flat buyers can consider new and resale flat options holistically and make more informed decisions on their flat purchase. 5 The RFL service will provide an additional tool for salespersons to better serve their clients. In addition to marketing their seller-clients’ flats via the RFL service, salespersons can use the personalised dashboard on the HDB Flat Portal to manage their clients' activities. The dashboard gives them an overview of their clients and their role for each client. This will help them focus on providing value-added services for their clients, such as budgeting and advising them on the next steps. 6 With the soft launch of the RFL service on 13 May 2024, HDB will progressively send email invitations to eligible flat sellers with a valid Intent to Sell, providing them early access to list their flat on the soft launch platform. Sellers may also appoint salespersons to do so on their behalf and the salespersons may then take the opportunity to familiarise themselves with the RFL service interface and features to better guide their clients. While no transactions will be carried out on the RFL service during the soft launch period, the flats listed during this period will be among the first on the HDB Flat Portal when the RFL service is officially launched later this month. Flat buyers and their appointed salespersons will have to wait for the official launch of the RFL service to access the resale flat listings on the HDB Flat Portal. 7 If your salespersons have seller-clients who are invited to participate in the soft launch and would like your salespersons to help them list their flats, your salespersons can access the soft launch platform (the link is given in our email invitations to their clients) to accept the appointment and create a listing accordingly. We have also published a user guide for salespersons to assist your salespersons in navigating the RFL service. Please feel free to let us know if more support is needed. 8 As the RFL service seeks to create a transparent, reliable and trusted marketplace for the listing and transactions of HDB resale flats, we seek your estate agent’s and salespersons’ understanding and co-operation to use the HDB Flat Portal and the features of the RFL service (both soft and official launches), including the listing and contact features, for the sole purpose of their clients’ sale or purchase of flat. Estate agents and salespersons have a duty to uphold the integrity and professionalism of the real estate industry, and to act responsibly and ethically in conducting estate agency work in a regulated sector. We will take firm actions against errant estate agent and/or salesperson, including banning them from using the HDB Flat Portal and/or reporting to CEA for further investigations if they violate the Terms & Conditions on the use of the RFL service.
