Buying a resale flat - May 2023

Get your buyer-clients to apply for an HDB Flat Eligibility (HFE) letter via the HDB Flat Portal for a holistic understanding and assessment of their housing and financing options before they embark on their home buying journey.

The HFE letter will inform buyers upfront of their eligibility to purchase a new or resale flat, as well as the amounts of CPF housing grants and HDB housing loan that they are eligible for.

Buyers should use the HFE letter to work out a flat budget before sourcing for a suitable flat. You may use the Resale Flat Listing service on the HDB Flat Portal to help your buyer-clients in their search for a resale flat. 

Resale flat buyers must have a valid HFE letter when they obtain an Option to Purchase (OTP) from a flat seller, as well as when they submit a resale application to HDB.

Buyers must apply for the HFE letter personally using their Singpass. Nonetheless, as a salesperson, you can help guide them through the process.

  • Use the HDB Flat Portal to help your buyer-clients search for a suitable flat. The listings are verified, accurate and non-duplicative. Make use of the filters, such as location, flat type, flat price, and remaining lease to find flats that fit your buyer-clients' budget and needs. You can also filter resale flats based on buyers' ethnicity and citizenship. In addition, you may favourite flats* and compare their attributes and preliminary payment plans on the HDB Flat portal to guide buyers.
    * To favourite flats on your buyer-clients’ behalf, you must be appointed as a Managing Salesperson. Refer to our HDB Flat Portal FAQs and user guide for salespersons to find out more. 
    The HDB Flat Portal should only be used to manage your client's sale or purchase of flat. You may be banned from using the HDB Flat Portal and/or reported to CEA for further investigations if you violate the Terms & Conditions. 
  • Use our HDB Map Services to obtain details such as lease dates, resale prices, and more. Information such as the remaining lease and recent transacted prices of similar flats nearby can also be found on each resale flat listing on the HDB Flat Portal.
  • Check the resale statistics to get a better idea of the HDB resale market conditions and make a more informed decision.
