Suspension of HFE Letter Application e-Service During the Application Period of Build-To-Order and Sale of Balance Flats Exercises

           As part of our efforts to keep you updated on HDB’s regulations, policies and processes, we would like to share with you the information below that will be relevant to your salespersons' work.

2         As you may already be aware, HDB will offer about 5,400 Build-To-Order (BTO) flats in Bukit Merah, Bukit Panjang, Clementi, Sembawang, Tampines, Toa Payoh, and Woodlands in July 2025. About 3,000 flats across various towns/estates will also be offered through a concurrent Sale of Balance Flats (SBF) exercise. The details of the BTO and SBF exercises, including the start and end dates of the application period, will be announced when ready.

3         During the 8-day application period of the sales exercises, the HDB Flat Eligibility (HFE) letter application e-Service will not be available to accept new HFE letter applications. This is to prioritise HDB’s resources to support the sales exercises. This will not affect flat buyers with valid HFE letters, or those who submitted HFE letter applications prior to the July 2025 BTO and SBF exercises. Resale flat buyers with valid HFE letters may continue to obtain an Option to Purchase (OTP) from flat sellers, and both resale flat buyers (with a valid HFE letter) and sellers (seven days after registering an Intent to Sell) may also continue to submit the respective portions of their resale application to HDB.

4         Please inform your salespersons to encourage prospective resale flat buyers without valid HFE letters to apply for one early. The HFE letter is valid for 9 months. Alternatively, buyers may apply for an HFE letter after the close of the sales exercises when we resume the HFE letter application e-Service.
