New Generation Neighbourhood Centres (NGNCs)

NGNCs offer a wide array of commercial facilities and services, such as supermarkets, food courts, restaurants, enrichment schools, and retail shops. They are also designed with community spaces, such as sheltered community plazas, where events can be held.

Residents will be able to enjoy the convenience of having shops and facilities located under one roof, when they move into their new homes.

NGNCs will also be directly connected to transport nodes, such as an MRT/ LRT station or bus stops and linked to the surrounding residential blocks via covered walkways and pedestrian thoroughfares.

Eating house Price-Quality Method (PQM) tender

HDB tenders eating houses by Price-Quality Mehtod (PQM).

Under the PQM tender, we consider both the tendered price and the quality of the proposal when awarding the tender.  We will evaluate quality by looking at factors such as business concept, operations/productivity, track record, community-centric initiatives.  By according greater weightage on quality when awarding tenders, residents will continue to have affordable cooked food options in their neighbourhood to meet their essential needs.

Supermarket Price-Quality Method (PQM) tender

HDB evaluates tenders for supermarkets using the Price-Quality Method (PQM).

Under the PQM tender, we will consider both the tender price and the quality of the proposals when awarding tenders.

We will take into account quality factors in the tenderer’s proposal, such as their productivity initiatives, mode of operations (including pricing and offering of healthier options), and community-centric programmes or activities that give back to society. By including quality measures, we hope to encourage better business productivity and management, as well as ensure that availability of affordable essential grocery items.
