Q1      What is the HFE letter and when do I need to obtain one?

A1      The HFE letter provides flat buyers with a holistic understanding and assessment of their housing and financing options before they commence their home buying journey. It informs them upfront of their eligibility to purchase a new or resale flat, as well as the amounts of CPF housing grants and HDB housing loan they are eligible for. Second-timers will also be advised on the resale levy/premium payable for the purchase of a subsidised flat from HDB, if they are eligible for one. You must have a valid HFE letter before you obtain an Option to Purchase (OTP) from a flat seller, and when you submit your resale application to HDB.

Q2      Where can I look for a resale flat for purchase?

A2      Browse resale flat listings using our Resale Flat Listing (RFL) on the HDB Flat Portal or on other reputable platforms.

Q3      How can I use the HDB Flat Portal to look for a resale flat?

A3      After obtaining an HFE letter, look for a suitable flat that meets your budget and needs. Browse the resale flat listings on the HDB Flat Portal, and use filters such as location, flat type, flat price, remaining lease and your ethnicity and citizenship to shortlist suitable flats.

Favourite shortlisted flats and compare their attributes and preliminary payment plans on the Buyer Overview page. With a valid HFE letter, you may also contact flat sellers or their appointed salespersons and arrange flat viewing appointments.

You may manage the purchase on your own, or if you have engaged a salesperson, you may appoint them on the Portal to do so on your behalf.
