Q1 What is the likely timing for the completion appointment?
A1 For buyers who take an HDB housing loan, the completion appointment is either in the morning (between 10:00am and 12:00pm) or in the afternoon (between 3:00pm and 5:00pm).
For buyers who is taking a housing loan from financial institutions, the completion appointment is in the afternoon (between 3:00pm and 5:00pm).
Flat sellers and buyers will be notified of the completion timing nearer the completion date via an SMS. They can also log in to HDB Flat Portal to check the details.
Q2 I need to make some payments on the completion day. How do I do it?
A2 Please use an e-payment mode (AXS website or mobile app) to pay in advance before the completion appointment. Alternatively, please buy a Cashier’s Order and bring it along for the appointment.
Q3 Who needs to attend the completion appointment?
A3 Flat sellers and buyers must attend the completion appointment. However, if they have engaged the services of a private solicitor to act for them in the transaction or appointed a Power of Attorney to represent them, a representative from the solicitor’s firm or the attorney will attend the appointment on their behalf. Family members, who are not able to endorse documents online, must also attend the completion appointment to personally sign them.
Q4 For buyers who are buying the resale flat under the Fiancé/ Fiancée Scheme, when must they submit their marriage certificate to HDB?
A4 Flat buyers under the Fiancé/Fiancée Scheme must solemnise their marriage within 3 months after the resale completion. If they register their marriage in Singapore, they do not have to submit a copy of their marriage certificate to HDB. Otherwise, please submit a copy of the marriage certificate to the HDB Branch which manages the resale flat.
Q5 What must buyers prepare before attending the completion appointment?
A5 Buyers must do the following before the completion appointment:
a) Inspect the flat to make sure that the sellers have moved out before the completion appointment
b) Buy a fire insurance if they are taking an HDB housing loan. Please do so online at https://www.fwd.com.sg/fire-insurance.
c) Pay in full the balance purchase price of the flat and outstanding fees, if any. Please use an e-payment mode (AXS website or mobile app) to pay in advance before the completion appointment. Alternatively, please buy a Cashier’s Order and bring it along for the appointment.
Q6 Do flat buyers need to buy fire insurance if the flat sellers already have a valid one?
A6 No. The buyers can take over the flat sellers’ fire insurance policy.
Q7 What should flat buyers bring for the completion appointment?
A7 Flat buyers must bring the following when they attend the resale completion:
a) Identity card of all buyers
b) Spouse’s passport and long-term social visit pass/ work permit if the spouse is a non-resident
c) The fire insurance policy certificate if the buyers are taking an HDB housing loan
Q8 What should I do if I am unable to attend the completion appointment?
A8 Please discuss with the flat sellers to defer the completion to a later date and notify us immediately with a written confirmation on the new completion date (to be signed by both you and the flat sellers) via our e-Feedback form.
