Endorse Resale Documents

Q1      How will sellers or buyers be notified to endorse the resale documents?
A1      HDB will notify the sellers and buyers via SMS to endorse the documents on the HDB Flat Portal within 6 calendar days, about 4 weeks after HDB has accepted a resale application.
 

Q2      What is the basis of the financial plan for the flat purchase?
A2      We have drafted the financial plan based on the financial information you have provided in the resale application. Please log in to the HDB Flat Portal to endorse it, as well as other resale documents.  For any changes to the financial plan, please confirm the change via a reply on the HDB Flat Portal.  Our Customer Relations Manager will revise the financial plan in 2 weeks’ time and notify you to endorse it.  

Q3      What should I do after I have been notified to endorse the documents?
A3      Please log in to the HDB Flat Portal and read the draft financial plan and resale documents carefully, before clicking each accompanying checkbox to endorse them. You must also fill up the Health Declaration Forms (HPS) to declare your health status and share of insurance coverage, to apply for the CPF Board’s Home Protection Insurance Scheme. You may save a copy of the documents, which are in pdf format, for reference. After endorsing the documents, the HDB Flat Portal will direct you to pay online the conveyancing, title search and caveat fees. Thereafter, we will give in-principle approval for the resale application. Buyers and sellers will subsequently be notified via SMS and the HDB Flat Portal on the specific time of their resale completion.

Q4      Do I have to sign on the documents which I have endorsed online on the HDB Flat Portal?
A4      No.  

Q5      If there are more than one seller/ buyer to a flat, must all the sellers/ buyers endorse the documents?
A5      Yes.  The documents must be endorsed individually by all the sellers/ buyers. When you log in to the HDB Flat Portal, all parties who need to endorse the relevant documents will be stated, together with their status of the endorsement. This helps you track that all of them have endorsed the documents within 6 calendar days after HDB’s notification.  

Q6      Why must my spouse, who is merely an occupier of the flat, endorse the documents?
A6      Under the public housing policy, the husband and wife are treated as one entity.  Hence, your spouse must also endorse the documents.    

Q7      My family member who needs to endorse the documents on the HDB Flat Portal does not have a Singpass account. What should he/ she do?
A7      If your family member is a Singapore citizen or Singapore permanent resident, he/ she can apply for a Singpass account at the Singpass service link on the login page of the HDB Flat Portal or at the Singpass website at www.singpass.gov.sg. If your family member is a non-resident, he/ she may sign the documents in person at our office. Please send us an e-Feedback for our assistance.  

Q8      What happens if I have overlooked and missed the 6 calendar days' deadline?
A8      As this may cause delays to the resale completion, we will send a reminder SMS and extend the deadline by 2 calendar days at most. Thereafter, if the documents are still not endorsed, HDB will proceed to cancel the resale application and notify both sellers and buyers accordingly.
