Attend Resale Completion

Q1      What is the likely timing for the completion appointment?

A1     For buyers who take an HDB housing loan, the completion appointment is either in the morning (between 10:00am and 12:00pm) or in the afternoon (between 3:00pm and 5:00pm).

For buyers who is taking a housing loan from financial institutions, the completion appointment is in the afternoon (between 3:00pm and 5:00pm).

Flat sellers and buyers will be notified of the completion timing nearer the completion date via an SMS. They can also log in to HDB Flat Portal to check the details.

 

Q2      I need to make some payments on the completion day. How do I do it?

A2      Please use an e-payment mode (AXS website or mobile app) to pay in advance before the completion appointment. Alternatively, please buy a Cashier’s Order and bring it along for the appointment.

 

Q3      Who needs to attend the completion appointment?

A3      Flat sellers and buyers must attend the completion appointment.

However, if they have engaged the services of a private solicitor to act for them in the transaction or appointed a Power of Attorney to represent them, a representative from the solicitor’s firm or the attorney will attend the appointment on their behalf. Family members, who are not able to endorse documents online, must attend the completion appointment to personally sign them.

 

Q4      What must sellers prepare before attending the completion appointment?

A4      Sellers have to do the following before the resale completion:

a) Rectify any unauthorised renovation works in the flat and, if required, arrange for another inspection with the Branch before the resale completion.

b) Complete the BCA windows declaration form.

c) Terminate all GIRO arrangements for payments relating to the flat e.g. service and conservancy charges, property tax, Singapore Power etc.

d) Pay the service and conservancy (S&CC) charges up to the day of completion and get a confirmation from the Town Council.

e) Pay the Property tax up to the end of the year.

f) Vacate the flat and arrange for the buyers to inspect it before the resale completion.

 

Q5     What should sellers bring for the completion appointment?

A5      Sellers must bring the followings when they attend the resale completion:

a) Identity cards of all the sellers.

b) Original Option to Purchase (Pages 1 to 10).

c) BCA windows declaration form.

d) Confirmation for payment of the service and conservancy charges and property tax.

e) Original duplicate lease of the flat if it has been issued to the sellers.

f) Full set of the keys to the flat, including the duplicates, if any.

 

Q6      Where can sellers get a copy of the town council payment and the BCA windows retrofitting form?

A6      Sellers can print the Town Council payment letter and the BCA windows retrofitting form from the HDB Flat Portal under the “Approval” and “Completion” sections (steps 5 and 6).

 

Q7      How are sellers notified after the Town Council payment letter and the BCA windows retrofitting form, etc. are made available in the HDB Flat Portal? Do they have to log into the HDB Flat Portal periodically to check if the documents are available?

A7      The sellers do not need to log into the portal periodically to check if the documents are available. The Town Council payment letter and BCA windows retrofitting form are posted on the HDB Flat Portal when the resale application and completion is approved and scheduled respectively.

When the resale application is approved, sellers are notified via email and SMS to log into the HDB Flat Portal to download the approval letter. We will inform them of the tasks to follow-up and documents to bring on completion, including the Notification to Town Council on payment of service and conservancy charges (S&CC) and BCA windows retrofitting form.

When the completion is scheduled, we will notify the flat sellers via SMS to download the completion letter and remind them of the tasks to follow-up and the documents to bring on completion.

 

Q8      What do I do if I am unable to attend the resale completion appointment?

A8      Please discuss with the flat sellers to defer the completion to a later date and notify us immediately with a written confirmation on the new completion date (to be signed by both you and the flat sellers) via our e-Feedback form.
