You need to obtain the landowner’s endorsement (if required by the Urban Redevelopment Authority) from our Properties & Land Group (Land Information Department).
The QP engaged by the Town Council must submit the Declaration for submission by Qualified Person (Town Council covered linkway/ ramp) to us before submitting the approval for the building plan to the Building and Construction Authority.

You need to obtain in-principle approval from our Properties & Land Group Commercial Properties Management Department/ Commercial Complexes Department.
The QP engaged by the tenant must submit the Declaration for submission by Qualified Person (Outdoor Refreshment Area) to us before submitting the approval for the building plan to the Building and Construction Authority.
You need to obtain in-principle approval from us through the ‘Application for Renovation Permit via Electronic Transaction’ (APEX) system.
The QP has to liaise with HDB-registered renovation contractors/ tenants for the submission of the Building and Construction Authority’s permit to start work and approved drawings. These documents must be sent to us via the APEX system before we can issue the HDB renovation permit.
