* When work involves additional loading or hacking of structural elements, you have to submit the structural building plan to HDB (C&S).

Works that require building plan submission

You will need to submit a building plan to us for the following types of works:

  • New developments

    • Residential

    • Commercial

    • Industrial

  • Upgrading

    • Lift Upgrading Programme

    • Rental Upgrading Programme

  • Addition & Alteration Works to commercial and industrial properties involving:

    • Structural works

    • Hacking

    • Additional floor area

Works that do not require building plan submission

Although you are not required to submit plans for the following works, Qualified Persons/ tenants still have to obtain in-principle approval/ landowner endorsement from the respective departments before submitting building plans to the Building and Construction Authority or other technical authorities.

These are the Addition & Alteration (A&A) Works that do not require building plan submission to HDB (ARCH):

  • Town Council improvement linkways

  • Void deck conversion

  • A&A to commercial or industrial units


These are the A&A Works that do not require structural plan submission to HDB (C&S):

  • Independently supported Town Council improvement works such as linkways and ramps

  • Independently supported Outdoor Refreshment Area

  • Installation/ replacement of safety barriers/ railings, full-height windows, or ¾-height windows at residential flats

  • Demolition works at independent structures

  • Approved lift cladding on specialist works

  • Standalone electrical substation
