Other Business Activities

If you wish to conduct business activities in HDB car parks, you must submit a business proposal for HDB's review. Please note the eligibility criteria, licence details, fees payable, and when you can begin your business activities. 

Business proposal

You may write to us on your business proposal for the accepted business activities. Your business proposal should include, but not be limited to, the following information:

• Proposed services and method of conducting or operating the business
• Operating days and/ or hours for the proposed services
• Proposed car park – you may refer to HDB Map Services for the car park address
• Car park area and/or deck number, if it is a Multi-Storey Car Park (MCSP)
• Number of parking lots required and their designated numbers

Eligibility criteria

The applicant must be a company incorporated in Singapore and preferably in the business of providing the related service.

Licence and fees payable

The licence issued will be valid for up to 3 years, with renewal subject to terms and conditions at the time of renewal, including any fee adjustments.

You will be informed of the full terms, conditions, and charges payable upon the approval of your proposal.

Commencement of services

You may start your business activities only after obtaining all required approvals, including those from relevant authorities. These include planning permission from the Urban Redevelopment Authority and the Land Transport Authority for providing the services. You must also make the necessary payment for the first month's licence fees, deposit, and any other related charges.
