Courier Hub Scheme (CHS)

The rise of e-Commerce in recent years has significantly increased the volume of online purchases and deliveries. To enhance the efficiency of last-mile Business-to-Consumer (B2C) deliveries in residential estates, the Urban Redevelopment Authority (URA) and Housing & Development Board (HDB) are formalising the Courier Hub Scheme (CHS), with support from Enterprise Singapore.


The courier hubs provide designated parking lots at HDB Multi-Storey Car Parks (MSCPs) where delivery personnel can safely sort and handle parcels. This setup enables more parcel deliveries to be completed by parcel walkers and reduce the number of delivery vehicles within a neighbourhood, improving efficiency and lowering the overall carbon footprint. Interested companies may apply to use parking lots at MSCPs located across Singapore to support their delivery activities. Please refer to URA’s website for more information on the launch.


Eligibility criteria

You may apply for the CHS if you are:

  • A sole proprietor/ owner of a company incorporated in Singapore, registered with the Accounting and Corporate Regulatory Authority (ACRA); and
  • A Singapore Citizen or Permanent Resident who is at least 18 years old.

Application

Applications for CHS are now open. You may view the locations of the MSCPs and their available lots (list may be updated based on availability of car park lots) and submit your CHS application

As part of your application:

  • You may select your preferred location from the list of MSCPs available.
  • You can only apply for 1 car park per application. To apply for multiple car parks, please submit separate applications for each.
  • You are required to apply for 4 to 12 lots per car park. No changes can be made once the application has been submitted.
  • You will be informed if your application for CHS is successful, including the lots assigned.
  • Depending on the availability of lots at each MSCP, more than one company may be assigned to the same car park.
  • If the number of applications exceeds the number of available lots, the lots will be assigned on a first-come, first-served basis, according to the date and time that each application is received.

The application timeline is as follows:

1. Applications for CHS

  • Applicants should submit their applications and make payment within the application window.
  • Each applicant may submit multiple applications for different locations if more than 1 location is required.

2. Evaluation of applications (3 months)

  • HDB will confirm the availability of the selected car parks and inform applicants of the outcome.
  • Refunds will be processed for non-successful applications.

3. Commencement of CHS operations

  • Successful applicants will sign a Temporary Occupation License (TOL) and will be informed of the TOL start date.
  • Applicants may start to use the car parks for courier hub activities upon commencement of the TOL.

Permissible activities

You may carry out the following activities at the designated area for the CHS:

  • Loading, unloading, sorting, and dispatching of parcels may only be conducted by the employer or employees of the applicant at the selected MSCPs.
  • Overnight storage of parcels and other equipment or items is not allowed.

You are required to comply with safety requirements as indicated by all relevant authorities, and ensure steps are taken to minimise any disamenities to residents and other users of the car park. For more details on the terms and conditions, please refer to the application form.


Period of use

You will be granted a TOL for the use of the car park under the CHS for a period of 1 year, upon approval of the application. The designated spaces will be available for courier hub activities from 9:00am to 6:00pm daily, during the period of TOL validity.

Payment of fees

You will need to pay a 1-year TOL fee of $70 per lot per month (inclusive of GST) and a 3-month security deposit (excluding GST), based on the number of lots taken up upon application.

Parking charges will continue to apply for vehicles using the car park for courier hub activities.

Withdrawal and refunds

You will receive a full refund of your application fees (without interest) if your application is unsuccessful due to reasons such as unavailability of the selected car park.

If you choose to withdraw your application before signing the TOL agreement, the application fees paid will be refunded, minus a non-refundable valuation fee (estimated at $1,635.00, inclusive of GST). The valuation fee covers the cost of assessing the impact on land value due to the courier hub. This fee is waived for applicants that proceed with the courier hub activities after the assessment has been made.

 

If you withdraw after signing the TOL agreement, or if the TOL is terminated before its expiry date for any reason, there will be no refund of TOL fees for the unused period.

The security deposit will be refunded at the end of the TOL period or upon termination, provided that the car park is restored to its original condition and meets HDB’s satisfaction.

 

Additional notes

Only the MSCPs listed in the application form will be considered for CHS. If you have other locations in mind, you may write to us with your suggestions for our consideration.

All vehicles using HDB car parks, including vehicles used for courier hub activities, must adhere to HDB’s prevailing height and weight restrictions for the car park. The vehicle’s maximum unladen/ laden weight must not exceed 2,000kg.

Storage units, such as cages, are not allowed for this round of applications. We will review the demand and feedback for such facilities in future CHS applications.
