Application Procedure

Follow the steps to apply for a flat under the Parenthood Provisional Housing Scheme (PPHS) and take a look at the PPHS flats available for application.

Step 1: Submit application

  • If you are a first-timer, you can submit your application via My HDBPage. PPHS is open for application once every 2 months, in even months (Feb, Apr, Jun, Aug, Oct, Dec). From the Oct 2021 PPHS exercise onwards, the application window will be from the 1st to the 14th of the month.

Please contact our Branch Service Line at 1800-225-5432 if:

  • You are a couple comprising a first-timer and second-timer (with or without children)
  • You are a divorced or widowed parent who is a second-timer with children;
  • You would like to share a PPHS flat.

If your household income was more than $7,000 in your sales application, but is now at $7,000 or below, please contact us via our e-feedback form. We will contact you to understand more about your circumstances.

If you are an applicant under the Fiancé/Fiancée Scheme, you will need to submit your marriage certificate to us within 3 months upon collecting the keys for your PPHS flat.

Fees

A non-refundable administrative fee of $10 is payable via credit card (MasterCard / Visa) for each application. Payment in cash should be made within 3 days of your application date. Your application will not be accepted if the administrative fee has not been received.

Step 2: Receive application outcome

If your application is successful, we will invite you for flat selection in the month following your application. Your queue position is determined by computer ballot.

  • Married couples with at least one child aged 18 and below will enjoy priority in the allocation of a PPHS flat.
  • Applicants intending to share a PPHS flat will also enjoy priority allocation if at least one applicant is of the profile above.

Step 3: Selection of PPHS flat

Successful applicants can check the flats available during the selection exercise. As you cannot change flat after selection, please check the PPHS site expiry before you come for selection.

If any of your PPHS household members are owners of an existing HDB flat, they must be present at the selection. Everyone needs to give up ownership of their existing flat within 6 months upon collecting the keys for your PPHS flat.

If you do not select a flat after having 2 chances to do so, you will need to wait one year before you can next apply for a PPHS flat. This includes those who selected a flat but did not proceed with payment.

Step 4: Signing of tenancy agreement

You must be present at the signing of the tenancy agreement. You will need to make the following payments when you sign the tenancy agreement:

  • First month rental
  • 1-month rental deposit
  • Stamp fees

The maximum length of tenancy is 3 years. If your flat is not ready when the tenancy expires, we can consider renewing the tenancy on a yearly basis, subject to the PPHS site expiry.

Your tenancy should end around 4 months after the Estimated Completion Date of your flat, or 4 months before the PPHS site expiry date, whichever is sooner.
