Deferred Income Assessment

From May 2018 sales exercise onwards, young couples may apply for a flat first, and defer the income assessment for the CPF housing grant(s) and HDB housing loan. Couples who fulfil the eligibility conditions may have their income assessed nearer to their key collection appointment.

Overview of Eligibility Conditions
Student/ NSF status

Both parties of a couple must:

  1. Be full-time students or National Servicemen (NSF); and/or
  2. Have completed full-time studies or National Service (NS) within the last 12 months prior to the flat application.

You will need to provide the following documents to verify your status when booking a flat:

Full-time Student Document from Education Institution confirming enrolment in a full-time programme
Completed studies within past 12 months from date of application Graduation Certificate
Full-time National Serviceman National Service ID card or letter from the relevant ministry
ORD within past 12 months from date of application ORD Certificate of Service
Age limit At the point of the flat application, at least one party must be aged 30 years old or below. 
Marital status The couple must be married or are applying for a flat under the Fiancé/Fiancée Scheme.
Household status At least one party must be a first-timer.
Income assessment

The income assessment for housing grants and loan will be carried out at the following points:

Completed Flat During the flat booking
Uncompleted Flat Approximately 3 months before flat completion

Uncompleted Flat You can make use of the Staggered Downpayment Scheme and pay the required downpayment in two instalments:
  • First instalment of downpayment (5% or 10% of purchase price, depending on the housing loan taken) at signing of Agreement for Lease
  • Balance at key collection
