HDB Launches 4,089 Flats in September 2019 BTO and ROF Exercises

             HDB launches 4,089 flats for sale today, comprising 3,373 Build-To-Order (BTO) flats and 716 re-offered balance flats, across various towns/estates. This will be the first sales exercise where buyers can benefit from the higher income ceilings and Enhanced CPF Housing Grant (EHG), announced by Minister Lawrence Wong yesterday.

     

    Wide Range of Flats for Different Budgets and Needs

     

    September 2019 BTO Exercise

     

    2          The 3,373 BTO flats on offer are spread across three projects.  Two projects, Punggol Point Cove and Punggol Point Crown, are in the non-mature town of Punggol, whilst Tampines GreenGlen project is in the mature town of Tampines. 

     

    3          A wide selection of flats, ranging from 2-room Flexi to 5-room flats, is offered to meet the diverse housing needs of first-timers, second-timer families, elderly and singles. Further details can be found in Annex A1.

     

    Higher Income Ceilings and Enhanced CPF Housing Grant

     

    4          With effect from 11 September 2019, the monthly household income ceiling for eligible families buying flats from HDB has been raised from $12,000 to $14,000.  For eligible singles, the income ceiling has been raised from $6,000 to $7,000.  See Annex A2 for details. 

     

    5          To further support Singaporeans in buying a flat, HDB has also introduced a new Enhanced CPF Housing Grant (EHG) to replace the Additional CPF Housing Grant and Special CPF Housing Grant. The EHG is available to eligible first-timers buying new or resale flats, regardless of flat type and location.   

     

    6          Eligible first-timer families with a monthly household income of up to $9,000 will be able to enjoy the EHG of up to $80,000, when they buy a flat that can cover them and their spouses to the age of 95. For those who do not meet this condition, the amount of EHG that they can enjoy will be pro-rated.

     

    7          With the enhancements, those buying a 5-room flat in non-mature towns or a flat in the mature towns can now receive more housing grants. The flat prices in this sales launch, and the indicative prices after factoring in the EHG, are shown in Table 1.

         ~   Prices include the costs of floor finishes, internal doors and sanitary fittings.  
        #    Details on the comparable resale flats can be found on the HDB e-Sales website. In making comparison, please take into account the differences in attributes between the comparable resale flats and the BTO flats.
        @   Singles who apply for a 2-room Flexi flat under the Single Singapore Citizen (SSC) Scheme will pay $15,000 more than couples. Eligible singles can also apply for the EHG of up to $40,000. The actual grant amounts will vary according to income.

    Flats Priced with Generous Subsidy

     

    8          New HDB flats are priced with a generous subsidy, taking into account factors such as location, flat attributes and prevailing market conditions. HDB’s prices are considerably lower than the transacted prices of comparable resale flats in the vicinity. In addition, 2-room Flexi flats on short leases are priced taking into account the different leases, as shown in Annex A3.

     

    9          First-timer families will continue to enjoy priority in flat allocation1. Applicants who wish to live close to their parents or married children in the same BTO project(s) in Punggol can submit a joint application under the Multi-Generation Priority Scheme (MGPS)2.

     

    September 2019 Re-Offer of Balance Flats (ROF) Exercise

     

    10        In addition to the BTO flats, HDB will re-offer 716 flats which have remained unselected from the November 2018 Sale of Balance Flats exercise.  They comprise 268 units of 2-room Flexi, 202 units of 3-room, 90 units of 4-room, 49 units of 5-room, 104 units of 3Gen and 3 units of Executive flats across various towns/estates. HDB will set aside at least 95% of the flat supply for first-timer families and up to 5% for second-timer families. The elderly may apply if they meet the eligibility conditions to buy a 2-room Flexi flat on short lease.  They will be shortlisted after families for the booking of flats.

     

    11        ROF flats come in a wide range of flat types, locations and selling prices (see Table 2). About 12% are completed and the rest are under construction.  The pricing details and applicable ethnic quotas are in Annex B.  Eligible families with more urgent housing needs and/or who are less particular about flat attributes may wish to apply for these flats.

    Application for September 2019 BTO and ROF Exercises

     

    12        Application for the flats offered in the September 2019 BTO and ROF exercises can be made online on HDB InfoWEB from today, 11 September 2019 (Wednesday) to 17 September 2019 (Tuesday). Applicants can apply for a flat under either the BTO or ROF exercise, but not both. If they apply for a BTO flat, they must select only one flat type in one town/estate. If they apply for a ROF flat, they do not have to indicate flat type and town/estate as ROF applicants book a flat from the available units according to their balloted queue position, subject to eligibility and ethnic quota.

     

    13        Applicants who wish to take up an HDB housing loan for their flat purchase need to produce a valid HDB Loan Eligibility (HLE) letter when they book a flat, except for young couples who are eligible for deferment of income assessment. All applicants are encouraged to apply for an HLE letter early, at www.hdb.gov.sg/hleapply, so that they will know their budget and book a flat within their budget. The HLE letter will indicate the loan amount based on applicants’ individual financial situation.

     

    Advice for Flat Buyers

     

    14     Applicants are encouraged to apply for a BTO flat in the non-mature towns to enjoy a higher chance of success in securing a flat. Those with more urgent housing needs and who are less particular about flat attributes may wish to consider applying for an ROF flat.

     

    15     All the information on the BTO and ROF flats on offer is available at HDB InfoWEB. Members of the public do not have to visit HDB Hub to get the information.  The number of applications received will also be updated regularly at HDB InfoWEB. Applicants are advised to apply for flats with lower application rates for better chances of success.

     

    16        Members of the public have 7 days to make an online application at HDB InfoWEB.  HDB will shortlist applicants using a computer ballot, and not on a first-come-first-served basis.  More details on the application procedures can be found in Annex C.

     

    Upcoming BTO Launch in November 2019 and February 2020

     

    17        In November 2019, HDB will offer about 4,500 BTO flats in Ang Mo Kio, Tampines and Tengah. In February 2020, HDB will offer about 3,000 BTO flats in Sembawang and Toa Payoh. More information on the BTO flats is available on the HDB InfoWEB.

     

    1At least 85% (for 4-room and 5-room flats) and 70% (for 3-room flats) of the public flat supply in the non-mature towns are set aside for first-timer families. For flats in the mature towns, at least 95% (for 3-room and bigger flats) of the public flat supply are set aside for first-timer families.

     

    2 Up to 15% of the 2-room Flexi and 3-room flats in a BTO project (subject to a minimum of 20 units each) are set aside for parents applying under MGPS. The same number of 2-room Flexi and bigger flats are set aside in the same BTO project for their married children.
