Phased Resumption of HDB Services after Circuit Breaker Period

To safeguard public health and minimise the risk of community transmission of COVID-19, we will gradually resume selected customer-facing services at HDB Hub and Branches, and calibrate the restart of construction activities allowed by the Multi-Ministry Taskforce, from 2 June 2020.

From 2 June 2020 until further notice, services at the HDB Hub and Branches will strictly be by appointment only. To avoid crowding at our premises, no walk-ins will be allowed. We will be contacting customers directly to schedule their appointments. Our e-appointment system will continue to be suspended, and customers will not be able to book their own appointments.

As the safety and well-being of our staff and customers continue to be of utmost importance, customers visiting HDB Hub and branches will have to abide by the following safe distancing and safe management measures:

  1. Only persons directly involved in the transactions can be present during the appointments. For example, for resale transactions, only the flat sellers and buyers will be allowed to attend the completion appointment to sign the necessary documents. Salespersons cannot attend the appointment.
  2. To keep transaction times as short as possible, customers should read the details in their appointment letter and My HDBPage, and prepare the documents/required payments, prior to their scheduled appointment.
  3. All visitors to HDB’s premises are required to wear a mask at all times.
  4. All visitors will need to submit their health declarations and have their temperature checked. Customers with fever and who are feeling unwell will be denied entry.
  5. Visitors must maintain a safe distance of at least 1 metre in queues, waiting areas, and during transactions.

Our digital and call centre services remain accessible. We seek your understanding to not visit HDB Hub or Branches unless you have an appointment.

General enquiries and appointments at HDB Hub and Branches

Appointments for general enquiries at HDB Hub and Branches are currently not available. You can send your enquiries to HDB via email, or contact our hotlines (available from 8:00am to 5:00pm on weekdays). 

Appointments for transactions relating to new flats at HDB Hub

From 2 June 2020, the following services will resume for customers with scheduled appointments only:

  • Booking a flat
  • Signing the Agreement for Lease
  • Collection of keys

Online applications for Open Booking of Flats will resume from 2 June 2020. New flat applicants will be given an appointment to book a flat from 8 June 2020.

Appointments for transactions relating to resale flats at HDB Hub

Resale flat buyers and sellers can continue to make new applications online via the HDB Resale Portal. We will gradually resume the registration of resale applications and schedule their completion appointments over the next few months. Once the completion date is available, we will notify flat sellers and buyers via SMS and email.

Rental flat appointments at HDB Hub

From 2 June 2020, key collection for rental flats will resume for customers with scheduled appointments only.

Enquiries and appointments for Commercial Properties at HDB Hub

From 8 June 2020, signing of commercial tenancy agreements/ issuance of keys and sale/ submission of commercial tender documents will resume for customers with scheduled appointments only.

Appointments at HDB Branches and housing maintenance services

From 2 June 2020, HDB Branch staff will contact customers directly to schedule appointments for services such as:

  • Transfer of flat ownership
  • Lease Buyback Scheme
  • Financial counselling on Financial Assistance Measures application

Housing inspections for ongoing resale transactions and critical maintenance works will resume.
