HFE Letter Application Process

Q1: I have saved my HFE letter application. When must I complete the application? What will happen if I do not complete my application by then?
A1: The 2 steps to an HFE letter application must be completed within 30 calendar days of each other, including having co-applicant(s) and occupier(s), if any, to sign electronically via their Singpass and uploading all the required documents.

The last day to complete Step 2 of your HFE letter application is stated in the HDB Flat Portal. If you are unable to do so, please start afresh from Step 1.

Q2: What income and employment information do I need to provide in my HFE letter application?
A2: You may refer to our Employment Status Guide to determine your employment status. If you have 2 or more jobs, refer to our Income Declaration Guide for information on declaring your employment and income details in your HFE letter application.

Q3: I am a single Singapore Citizen aged 35 and above. I am deciding between applying for an HFE letter alone or with my parents. How do I get outcomes as a Single and as a Family for the same household?
A3: You can complete Step 1 – Check Preliminary HDB Flat Eligibility (HFE) twice to obtain the respective preliminary outcomes for a Single and Family. After comparing these 2 sets of preliminary outcomes and deciding whether to apply as a Single or as a Family, please complete Step 1 – Check Preliminary HDB Flat Eligibility (HFE) and Step 2 – Apply for HDB Flat Eligibility (HFE) Letter to apply for an HFE letter accordingly.

Q4: How do I apply for Deferred Income Assessment?
A4: There is no need to opt for the Deferred Income Assessment in your HFE letter application. If you are eligible, you will be informed when you book a flat from HDB.

Q5: After I have applied for an HFE letter, will I receive an acknowledgement from HDB?
A5: Yes. We will display an acknowledgement page with the details of your HFE letter application.

Subsequently, if you need to provide additional documents for our review, or when your HFE letter is ready, you will be notified via SMS and email. Log in to the HDB Flat Portal to:

  • Upload the required documents: Select My Flat Dashboard > Applying an HDB Flat Eligibility (HFE) letter > Step 2 – Apply for HDB Flat Eligibility (HFE) Letter > Upload Documents
  • Check status of your application or view your HFE letter: Select My Flat Dashboard > Applying an HDB Flat Eligibility (HFE) letter > Step 2 – Apply for HDB Flat Eligibility (HFE) Letter > View Letter

Documents Submission

Q6: I have authorised HDB to retrieve my details from Myinfo. Why am I still required to submit additional documents?
A6: Depending on individual circumstances, Myinfo may not have all the required information or details for our assessment.

Q7: What type of documents can be uploaded?
A7: For a smoother application process, do ensure that your documents meet the following requirements:

      a) Your files are in PDF, JPG or PNG format, and are not encrypted.
      b) Each file size is up to 5MB, and the total size of all the files is up to 40MB.
      c) The file names have only alphabets, numbers, spaces, dashes (‘_’), hyphens (‘-‘) or full stops (‘.’).

Q8: Do I have to translate my documents into English?
A8: We accept documents in English, Chinese, Malay, and Tamil. If the documents are not in these languages, please provide a copy of the document and its official English translation.

Q9: If I have more than 1 payslips in a month or have payslips for more than 1 job, how do I upload them?
A9: If you are requested to provide payslips, please provide all the payslips for each month and each job. The application e-Service can support the uploading of multiple documents. Alternatively, you may also consolidate them into 1 file before uploading.

Q10: I do not have the required documents for my HFE letter application. What should I do?
A10: Please approach your employer or relevant agencies to obtain the required documents or a letter from them if they are unable to provide the required information. We may not be able to process your HFE letter application without the complete set of documents.

Making Changes to HFE Letter Application

Q11: How do I make changes to my HFE letter application?
A11: It depends on where you are in your HFE letter application, as follows:

You are at Step 1 – Check Preliminary HDB Flat Eligibility (HFE) [Step 1 in draft] Use the “Back” button at the bottom of the page to navigate to earlier pages to make changes. 
You have completed Step 1 and received the preliminary outcome
Select the “Return to Step 1” button under the “Next Steps” section in your Preliminary HFE outcome to start from Step 1 – Check Preliminary HDB Flat Eligibility (HFE) again to make changes. 
You are at Step 2 – HDB Flat Eligibility (HFE) Letter
Select the “Return to Step 1” button at the top of the page to go back to Step 1 – Check Preliminary HDB Flat Eligibility (HFE) to make changes.
You have completed Step 2 or have received an HFE letter
If you wish to update your contact details, please submit a request via our e-Service.

If you need to make other changes, please refer to the changes in household details for more information.
You have applied for a flat with your HFE letter
Please write to us via MyRequest@HDB with your HFE reference number and sales registration number (new flat) or resale case number (resale flat).

 

Q12: How do I update the contact details, e.g., mobile number, email address, and correspondence address?
A12: To update your contact details, please submit a request via our e-Service

Q13: How do I change my household details, e.g., addition/ removal of household member(s), change in status from an applicant to an occupier or vice versa, marital status, citizenship, ownership of private properties, etc.?
A13: The applicant(s) and occupier(s) listed in your new or resale flat application must remain the same as those in your HFE letter application.

If there are changes to your household details, this may affect your eligibility to buy an HDB flat, obtain CPF housing grants and/ or take up an HDB housing loan and hence, invalidate your HFE letter. Accordingly, HDB reserves the right to cancel your new or resale flat application(s).

For new flat application, the usual financial forfeitures and consequences for the cancellation will apply, depending on the stage of the application at the time of the cancellation.

For resale flat application, you will remain liable to the flat seller under the Option to Purchase which you have exercised.

If you need to make changes, please follow the steps below, depending on the stage of your HFE letter application:

Pending approval Cancel your HFE letter. After cancellation, apply for a fresh HFE letter (i.e. complete Step 1 and Step 2 of the buying process again) by logging in to the HDB Flat Portal.
 Approved

There is no action required if there is a change in your household income.

If you need to make the following changes, please follow the steps:

  • Addition/ removal of household member(s)
  • Change in status from an applicant to an occupier or vice versa
  • Marital status
  • Citizenship
  • Ownership of private properties
Before submission of new or resale flat application Cancel and apply for a fresh HFE letter (i.e. complete Step 1 and Step 2 of the buying process again) by logging in to the HDB Flat Portal
After submission of new or resale flat application
