    More housing options for Singaporeans
    Greater support for families with three or more children under the Third Child Priority Scheme

    At MND’s Committee of Supply debate today, Minister for National Development, Mr Chee Hong Tat, announced plans to develop public housing projects in Pearl’s Hill and Toa Payoh West to provide more housing options for Singaporeans. Senior Minister of State (SMS) for National Development, Ms Sun Xueling announced the enhancements to the Third Child Priority Scheme (TCPS) to support the housing needs of families with three or more children.

    New public housing projects to be developed in Pearl’s Hill and Toa Payoh West


    Pearl’s Hill: first public housing project in over 40 years

    2 A new BTO project at Pearl’s Hill will be launched within the next few years, on the site of the former Outram Park Complex. This will be the first time in more than four decades that public housing is being developed in Pearl’s Hill. The development is part of the Government's efforts to renew and rejuvenate older towns.

    3 Located next to Outram Park MRT station, at the base of Pearl’s Hill City Park, the new BTO project will comprise approximately 1,700 2-room Flexi, 3-room and 4-room BTO flats, as well as over 140 public rental flats. At over 60 storeys, the development will be Singapore’s tallest public housing project.

    4 The new BTO development will draw inspiration from the nearby Chinatown heritage. Its design concept references Shan Shui Hua (山水画, or "mountain-water painting"), a traditional Chinese landscape style that depicts mountains and flowing water in harmony. The development seeks to provide residents with a tranquil living environment, by incorporating green and landscaped spaces in its design, while remaining connected to the city’s dynamic energy. For example, Active, Beautiful, and Clean cascading water features and a canopy of trees within the development will provide respite from the bustle of city living. Residents will also benefit from enhanced connectivity to existing green spaces, as the development will connect Pearl’s Hill City Park to Outram Park MRT seamlessly.

    5 As part of our rejuvenation efforts for Toa Payoh, HDB will launch a BTO project next to Caldecott MRT station in October 2026, providing more housing options for those looking to live closer to family in Toa Payoh and other nearby towns.

    6 Drawing inspiration from the area’s topography, the project will feature a distinctive terracing skyline that reflects its hillside character. It will comprise approximately 1,600 units across 5 blocks, including 590 2-room Flexi flats and 580 4-room flats, as well as about 230 public rental flats. There will also be 240 units of Community Care Apartments (CCA) – a first for Toa Payoh – for seniors who wish to age independently in their community. 

     

    7 Home buyers can look forward to amenities such as a food court, fast food restaurant, a supermarket, a childcare centre and shops. More details, including the project classification, will be announced during the October 2026 sales exercise.

    New neighbourhood park and mixed-use development in Toa Payoh West

    8 Beyond the development, residents can also look forward to a new 1.1-hectare neighbourhood park fronting the project, with green spaces designed for exercise, play, rest and therapeutic activities. Plans are also underway for a new mixed-use development in Toa Payoh West. The mixed-use development will incorporate residential units and a shopping centre, as well as provide residents with new community spaces and contemporary retail options.

     

    9 Over the next decade, the government will launch more than 10,000 new public and private housing units across Toa Payoh West and Mount Pleasant. As we rejuvenate existing towns with new homes, we will continue to work with agencies to ensure that there are sufficient amenities, such as transport options, to support residents’ needs. 

     

    Supporting the housing needs of families with three or more children

     

    10 The TCPS provides priority flat allocation to eligible families with three or more children, helping them to secure a flat more quickly. Under the TCPS, up to 5% of the flats offered in the BTO and SBF exercises are currently set aside for eligible first-timer and second-timer families. From 2020 to 2024, over 2,800 BTO applicants benefitted from the TCPS. 

     

    Enhancements to TCPS

    11 From the June 2026 BTO exercise onwards, HDB will enhance the TCPS to provide greater support to eligible families: 

    1. The TCPS allocation quota will be increased from up to 5% to up to 10% for flats offered in BTO and SBF sales exercises.  
    2. We will expand the eligibility criteria to allow families to apply for a flat under TCPS when the family is expecting their third child.
