    HDB launched its Sample Household Survey (SHS) 2023/24 to gather residents’ feedback on their public housing experience and understand their changing needs and expectations. From October 2023 to April 2024, a total of 8,600 households and single occupiers in HDB towns and estates across the island will be participating in the survey.

    2 Conducted every five years since 1968, SHS 2023/24 is the 12th in the series. Aside from topics such as satisfaction with the physical living environment which are consistent across the different SHSs, this year’s survey also includes new focus areas, such as the housing needs and aspirations of single occupiers in HDB flats (i.e. singles who are currently not HDB homeowners), as well as the impact of residents’ lifestyles on their well-being.     3 The latest survey covers three main areas:

    1. HDB Population and Households
      SHS 2023/24 seeks to gather views from a wide range of HDB residents, including families and singles who are HDB homeowners, as well as elderly and rental households. The survey will also be an opportunity for HDB to better understand the needs of singles who do not own their own homes. Singles (Occupiers), i.e. singles aged between 21 and 54 years, listed as occupiers in HDB flats and who do not own an HDB flat, will be invited to share their views on marriage, as well as their housing needs and aspirations, sense of belonging, and outlook on life.

    2. Social Well-Being of Residents
      The well-being of HDB residents on three levels – personal, family and the community – will also be studied, with an emphasis on both residents’ physical and mental well-being.

      Against the backdrop of the COVID-19 pandemic, the SHS 2023/24 is a timely opportunity to uncover insights into the concept of community resilience. Therefore, the section will also examine how physical and social infrastructure could support communities in bouncing back from shocks and stresses.

    3. Physical Living Environment
      As a fundamental component of HDB living, the physical living environment influences housing aspirations and determines how residents move within their town and beyond for leisure, work, and school. This section will assess residents’ satisfaction with the various facilities available within their HDB estates, in addition to their housing preferences and aspirations.

    Letters to Residents

    4 Notification letters will be sent to HDB residents in batches, to invite them to take part in the survey, which can be conducted either face-to-face, or through online means.

    5 HDB has commissioned a vendor, Media Research Consultants (MRC) Pte Ltd, to conduct the surveys. They will carry their company’s identity pass and HDB’s Authorisation Letter with them when they make their rounds. 

    6 Residents who are invited to participate in the survey are encouraged to share their views actively and play a part in shaping their home and community. The results for SHS 2023/24 are estimated to be ready in 2025.
