    The Ministry of National Development (MND) and Housing & Development Board (HDB) have selected 23 projects for upgrading in the latest 15th batch of the Neighbourhood Renewal Programme (NRP). These projects are located island-wide including Hougang, Choa Chu Kang and Pasir Ris. More information on the projects can be found in Annex A. A total of more than $95 million will be allocated for these projects, which are expected to benefit more than 15,600 households. 


    Update on the NRP

     

    2 Introduced in August 2007, the NRP focuses on improvements at the block and precinct levels, for blocks built up to 1995. The improvement items for each project are tailored based on residents’ feedback on the features they hope to see in their neighbourhood. The works are fully funded by the Government, and implemented by the respective town councils who will engage their own design consultants and building contractors as well as monitor the progress of the project.      


    3 Since 2007, over $1.5 billion has been set aside to fund a total of 203 NRP projects spread across the past 14 batches. As of April 2024, 120 projects (comprising about 172,000 flats) have been completed, while the remaining 83 projects (comprising about 97,000 flats) are at different stages of public engagement, tender, or construction. 

     

    Additional Funding Support

     

    4 The current NRP budget is $4,700 per flat, comprising $3,400 per flat for NRP block-level and precinct-level works and $1,300 per flat for Repair & Redecoration (R&R) works. 

    5 With town councils facing a continued increase in the cost of materials and manpower, HDB will provide a budget increase for the 15th batch of NRP projects, as well as eligible ongoing projects. This increases the budget to a total of $6,100 per flat for these NRP projects.


    Engaging Residents on Improvements to their Neighbourhood

     

    6 To ensure that the improvements meet the needs of residents and further foster their sense of belonging to their neighbourhood, residents will be engaged on the improvements that they hope to see. Some examples of block-level improvements that could be carried out under NRP include Residents’ Corners and seating areas in the common spaces within the block. Precinct-level improvements could include sheltered drop-off porches, covered linkways, fitness corners with nearby jogging tracks, as well as community spaces such as playgrounds and community gardens. Refer to Annex B for examples of recent NRP projects. 


    7 Further details of the upcoming engagements on the latest batch of 23 projects under NRP will be shared by the respective local Advisers, Grassroots Leaders and Town Councils over the next few months. Residents are encouraged to participate actively and provide feedback and suggestions of the improvements that they would like to see in their neighbourhoods.


    Senior-friendly Amenities to be a Cornerstone of Upcoming NRP Projects 

     

    8 With this latest batch of NRP projects, all eligible blocks built up to 1995, have been selected. Moving forward, NRP will be extended to blocks built up to 1999. This will benefit more than 100,000 additional flats. The next batch of NRP projects is targeted to be selected by the end of this year. More details will be shared at a later date. 



    9 In line with Age Well SG1, future projects under the NRP will include more senior-friendly amenities such as therapeutic gardens with wheelchair-friendly planter boxes, fitness trails connecting senior-centric amenities, and wayfinding features along routes frequently used by seniors. These amenities will enhance the safety and connectivity of our neighbourhoods while helping seniors to stay active, independent and to age in place within their community.
