Lock Hong Quan Senior Assistant Director (Town Councils) Housing Division On Secondment to the Ministry of National Development (MND)
Master of Philosophy in Economics, University of Cambridge Philosophy, Politics & Economics, University of Oxford
I am currently on secondment at the Ministry of National Development and I help to regulate Town Councils and the use of common spaces in HDB estates. This portfolio is wide-ranging and diverse. As a regulator, I set standards and assess the Town Councils’ performance in municipal services and their overall governance. Separately, I also work with inter-agency teams that collaborate with Town Councils to improve facilities in HDB estates. Recent initiatives that I have worked on include the rollout of the Digital Display Panels at HDB lift lobbies and the rules governing the usage of Personal Mobility Devices in the housing estates. I am also the policy lead for COVID-19 related matters in the HDB common areas, and I work with Town Councils to ensure the safe reopening of our community spaces. My role is dynamic and fast-paced, with direct access to Top Management. I have grown tremendously in my time here.
Job rotation is a key aspect of your career development as an HDB scholar. I started at an HDB Branch and was exposed to a wide spectrum of work, such as optimising the distribution of parking lots in the estate, and overseeing the installation of elder-friendly facilities in the flats of elderly residents. I subsequently took on the role of a market analyst, which is an exciting role for any aspiring economist or statistician. I leverage cutting-edge advances in machine learning and econometrics to understand trends related to the public housing market. I also build simulation models to estimate the potential impact of proposed policy changes under different scenarios.
If you are looking for a meaningful career, come join us in shaping our housing estates into harmonious and lively communities!
