Mr Bobby Chin Yoke Choong
Chairman, Housing & Development Board
Mr Bobby Chin assumed the position of Chairman on 1 October 2016 after serving as the Deputy Chairman from 1 October 2015 to 30 September 2016.
Mr Chin is the Chairman of NTUC FairPrice Co-operative Ltd, NTUC Fairprice Foundation Ltd and the Corporate Governance Advisory Committee. He also serves as Deputy Chairman of NTUC Enterprise Cooperative Limited. He holds directorships in Temasek Holdings (Private) Ltd, Frasers Logistics & Commercial Asset Management Pte Ltd and the Singapore Labour Foundation.
Mr Chin was the Managing Partner of KPMG Singapore from 1992 until his retirement in 2005. He was the Chairman of the Urban Redevelopment Authority from 2001 to 2006, and prior to that, served as its board member from 1997 to 2001. He also served as the Chairman of the Singapore Totalisator Board from 2006 to 2012. Mr Chin chaired the MediShield Life Review Committee in 2013.
Mr Chin is an associate member of the Institute of Chartered Accountants in England and Wales. He was awarded the Public Service Star in 2011, the Friend of Labour Award in 2013, and the Meritorious Service Medal in 2017.
Professor Lily Kong
Deputy Chairman, Housing & Development Board Professor Lily Kong assumed the position of Deputy Chairman on 1 October 2020 after serving as a member of the HDB Board from 1 October 2015 to 30 September 2020.
She is the President and Lee Kong Chian Chair Professor of Social Sciences in the Singapore Management University. Prof Kong is a Member of the Public Service Commission.
Prior to her appointment to SMU, she was the Vice Provost (Academic Personnel) of the National University of Singapore from 2012 to 2015. Prof Kong is a geographer whose main research foci are religion, cultural policy and creative economy, and national identity. She graduated from NUS with a master's in Geography, and attained her PhD in Geography from University College London, UK.
She has received five international fellowship awards including the Commonwealth Fellowship Award and the Fulbright Fellowship Award. She was awarded the Public Administration Medal (Silver) in 2006.
Editor, Berita Harian/Berita Minggu, Singapore Press Holdings Ltd
Mr Mohd Sa’at Bin Abdul Rahman was appointed as a member of the HDB Board in June 2014. He is the Editor of Berita Harian/Berita Minggu of Singapore Press Holdings Ltd (SPH).
Mr Sa'at, who has a Master of Business Administration, has been in journalism with SPH for more than 25 years, and has covered various issues and developments. He serves on several national and community committees, including the National Integration Council (NIC), the National Translation Committee, and the Malay Language Council.
Mr Mohd Sa'at is also a Board Member of the Land Transport Authority of Singapore.
Executive Director, PAVE
Dr Sudha Nair was appointed as a member of the HDB Board in October 2015. She is the Executive Director of PAVE, the first family violence specialist centre. Dr Sudha Nair is a practising social worker. She is also a member of the Public Service Commission. Dr Sudha Nair also serves on the Board of Term Trustee for SINDA.
She was a faculty member at the National University of Singapore for 10 years, teaching social work. Her research interests include community-based family services, community development issues and social policies related to low-income families.
She holds a master’s degree in Social Work from Washington University, St Louis, USA, and a PhD in Social Work from the National University of Singapore.
Dr Sudha Nair was conferred the Public Service Medal (PBM) in 2017. She was also awarded the Outstanding Social Worker Award in 1998 by the National Council of Social Service. Dr Sudha Nair was awarded the Teaching Excellence Award by the National University of Singapore in 2010.
CEO, SQL View Pte Ltd
Mr Stephen Lim was appointed as a member of the HDB Board in October 2018. He is the CEO and Managing Director of SQL View Pte Ltd. He founded SQL View Pte Ltd in 1992 and today it is recognized as the pioneer and leading provider of Knowledge and Record Management Solutions.
Mr Stephen Lim is the Chairman of NTUC Link Private Limited and Board Director of NTUC Fairprice Co-operative Ltd.
Mr Stephen Lim was the Chairman of the Technology Committee of SCCCI. He had served as a board member of several organisations such as IDA, SPRING, ST Electronics for Info-Software Systems, E-Services and Enterprise 1. He had served as a member of Finance and Information Technology (FIT) Committee for Sentosa Development. He was also a member of several other committees and organisations, including the National Internet Advisory Committee (NIAC) and Temasek Polytechnic Information Technology School Advisory Committee, Republic Polytechnic ICT School Advisory Committee and National Trust Council (NTC).
He is the main founder of Singapore Enterprise Chapter (SEC) in Singapore infocomm Technology Federation (SiTF) and served as Chairman from 2001 - 2003. He served as SiTF Vice Chairman from 2002 to 2004 and Chairman from 2004 to 2006.
Mr Stephen Lim graduated with a Master in Management Science from Imperial College, London University and a Bsc in Electronic Engineering from Birmingham University, UK.
He was conferred the Singapore Youth Award (SYA) in 1993 for his entrepreneurial achievements. He was also named the “Person of the Year” in the Singapore Computer Society (SCS) IT Leader Awards 2007, an award to honour individual who has made outstanding contributions to IT industry in Singapore.
Deputy Managing Director, Monetary Authority of Singapore
Ms Jacqueline Loh was appointed as a member of the HDB Board in October 2018. She is currently the Deputy Managing Director overseeing the central banking functions of Monetary Policy, and Markets and Investments in MAS. She is also in charge of the Development and International, and FinTech and Innovation Groups.
Ms Jacqueline Loh joined the MAS in 1987. She has experience in several functions across MAS, including overseeing the Finance, Information Technology and Risk Group from 1 April 2010 to 31 January 2012.
She graduated with a Master of Business Administration from the University of Washington in 1986. She is a Director at the ASEAN+3 Macroeconomic Research Office Ltd, a Member of the Institute of Banking & Finance Council and a Member of the Board of Governors of the Wealth Management Institute@Nanyang Technology University. She is also a Member of the Board of Trustees of pension savings schemes in a number of Ministries.
Ms Jacqueline Loh was awarded the Public Administration (Silver) Medal in 2010 and Public Administration (Gold) Medal in 2018.
Assistant Secretary-General of National Trades Union Congress (NTUC)
Mr Patrick Tay was appointed as a member of the HDB Board in October 2018. He is currently Assistant Secretary-General of National Trades Union Congress (NTUC). He is Director of NTUC’s Legal Services Department and Strategy Department. Mr Tay is the Executive Secretary (ES) of the Singapore Manual and Mercantile Workers' Union (SMMWU) and the Banking & Financial Services Union, and also serves as Adviser and Trustee to numerous unions.
Graduating from NUS with a Bachelor of Laws (Hons) in 1995 and Master of Laws in 1999, he is an Advocate & Solicitor (Supreme Court of Singapore), an Associate Mediator with the Singapore Mediation Centre and Fellow of the Singapore Institute of Arbitrators. He was awarded the Public Service Medal (PBM) in 2005 and the Public Service Star (BBM) in 2010.
Mr Patrick Tay is the elected Member of Parliament for Pioneer SMC. He is Chairman of the GPC for Education and Member of the GPC for Home Affairs and Law. He is Chairman of West Coast Town Council and Vice-Chairman of SouthWest CDC. He also serves as a Board Member in the Economic Development Board and Workforce Singapore.
BG Lee Yi-Jin was appointed as a member of the HDB Board in October 2020. He assumed his current position as Commander, 6th Division, Singapore Armed Forces in June 2019. His previous appointments in the Ministry of Defence and the Singapore Armed Forces include the Assistant Chief of General Staff (Plans), Commander of the 3rd Singapore Infantry Brigade, Commanding Officer of the 21st Battalion Singapore Artillery, and Singapore’s Army Attaché to Jakarta, Indonesia.
BG Lee is currently serving as a Board Member of STELOP Pte Ltd, a position he has held since 2019. He was also previously on the Board of ST Electronics Pte Ltd from 2017 to 2018.
BG Lee holds a Bachelor of Arts in Economics from the University of Chicago, a Master of Arts in International Policy Studies from Stanford University, as well as a Master of Military Arts and Science from the US Army Command and General Staff College. He was awarded the Public Administration Medal – Bronze (Military) in 2016.
Managing Director, RDC Architects Pte Ltd
Ms Soh is currently a member of the Appeals Board (Land Acquisition), Board Member of Sentosa Development Corporation, member of Mandai Development Committee and Chairman of Building & Construction Authority (BCA) Design & Engineering Safety Award Assessment Committee.
