Chairman

Mr Bobby Chin Yoke Choong

Mr Bobby Chin Yoke Choong

Chairman, Housing & Development Board

Mr Bobby Chin assumed the position of Chairman on 1 October 2016 after serving as the Deputy Chairman from 1 October 2015 to 30 September 2016.

Mr Chin serves on the Board of Directors at Temasek Holdings (Private) Ltd, Ho Bee Land Ltd, AV Jennings Ltd, Frasers Property Limited and the Singapore Labour Foundation. He also chairs the Corporate Governance Advisory Committee.

Mr Chin was the Managing Partner of KPMG Singapore from 1992 until his retirement in 2005. He was the Chairman of the Urban Redevelopment Authority from 2001 to 2006, and prior to that, served as its board member from 1997 to 2001. He also served as the Chairman of the Singapore Totalisator Board from 2006 to 2012. Mr Chin chaired the MediShield Life Review Committee in 2013.

Mr Chin is an associate member of the Institute of Chartered Accountants in England and Wales.

Mr Benny Lim

Mr Benny Lim

Deputy Chairman, Housing & Development Board

Mr Benny Lim was appointed Deputy Chairman of Housing & Development Board (HDB) on 1 October 2022. Mr Lim was the Permanent Secretary of the Ministry of National Development from Nov 2011 - Apr 2016.  He held concurrent appointments as Permanent Secretary in the Prime Minister’s Office and Permanent Secretary, National Security & Intelligence Coordination. Prior to that, Mr Lim was the Permanent Secretary of the Ministry of Home Affairs.

Mr Lim has a BA (Hons) in English from the National University of Singapore and a MSc in Political Sociology from the London School of Economics and Political Science.  Mr Lim was awarded the Distinguished Service Order in 2021.

Mr Lim retired from the civil service on 1 May 2016.  He is currently the Chairman of Temasek Foundation and the Chairman of the National Parks Board.

 

Members

Mr Tan Meng Dui

Chief Executive Officer (CEO), Housing & Development Board

Mr Tan Meng Dui was appointed Chief Executive Officer of Housing & Development Board (HDB) on 26 February 2021. Before HDB, Mr Tan was the CEO of National Environment Agency (NEA), the leading public organisation responsible for ensuring a clean and green environment, and the sustainable development of Singapore. The two positions in HDB and NEA complement each other well, with both belonging to the Infrastructure and Environment cluster within Government. They play key roles in making Singapore a more liveable and sustainable city, contributing to a quality living environment for present and future generations of Singaporeans.

Mr Tan was previously the Deputy Secretary (Development) in the Ministry of National Development (MND). In this capacity, he was responsible for the development of Singapore’s public housing policies, as well as the research, corporate and communications strategies of the MND family. Before assuming his appointment in MND, Mr Tan was the Deputy Secretary (Technology) in the Ministry of Defence (MINDEF), and had served in the Singapore Armed Forces (SAF) and Republic of Singapore Airforce (RSAF) where he started his career.

Mr Tan graduated from the Imperial College London with a Bachelor of Science in Mathematics in 1989. He has a Masters in Public Administration from Harvard University, and attended the Advanced Management Programme at the Wharton School, University of Pennsylvania.

 

Mr Stephen Lim

CEO, SQL View Pte Ltd

Mr Stephen Lim was appointed as a member of the HDB Board in October 2018. He is the CEO and Managing Director of SQL View Pte Ltd.

Stephen Lim is also a member of the Board of Directors of CapitaLand Integrated Commercial Trust Management Limited and PT Diamond Food Indonesia.   
 
He was a member of the Board of Directors in NTUC Fairprice Co-operative Ltd from 2012 to 2021. 
 
He was conferred with the Meritorious Service award during NTUC MAY DAY AWARDS in Year 2021 and he was awarded with “Friend of Labour” by NTUC in Year 2018.

 

Ms Jacqueline Loh

Deputy Managing Director, Corporate Development, Monetary Authority of Singapore (MAS)

Ms Jacqueline Loh was appointed as a member of the HDB Board in October 2018. She is currently the Deputy Managing Director for Corporate Development in MAS. She oversees the Finance, Risk & Currency, Technology, as well as the Organisation & People Development Groups.

Ms Jacqueline Loh joined the MAS in 1987. Prior to this appointment, she served as Deputy Managing Director for Markets & Development from 1 September 2013 to 31 January 2021. She was the Assistant Managing Director overseeing the Finance, Information Technology and Risk Group from 1 April 2010 to 31 January 2012 and in charge of the Prudential Policy, Macroprudential Surveillance and Specialist Risk Supervision Group from 1 February 2012 to 31 August 2013. She has also had experience working in MAS New York Office between 1990 and 1994.

She graduated with a Master of Business Administration from the University of Washington in 1986. She serves on the Board of Trustee at the Wealth Management Institute. Jacqueline is also a Member of the Board of Trustees of pension savings schemes in a couple of Ministries and the Chairman of Singapore Clearing House Association. 

Ms Jacqueline Loh was awarded the Public Administration (Silver) Medal in August 2010 and Public Administration (Gold) Medal in 2018.

 

Mr Patrick Tay

Assistant Secretary-General of National Trades Union Congress (NTUC)

Mr Patrick Tay was appointed as a member of the HDB Board in October 2018. He is currently Assistant Secretary-General of the National Trades Union Congress (NTUC). He is Director of NTUC’s Legal Services Department and Strategy Department. Mr Tay is the Executive Secretary (ES) of the Singapore Manual and Mercantile Workers' Union (SMMWU) and the United Workers of Electronics & Electrical Industries’ Union (UWEEI), and also serves as Adviser and Trustee to numerous unions.

Graduating from the National University of Singapore with a Bachelor of Laws (Hons) in 1995 and Master of Laws in 1999, he is an Advocate & Solicitor (Supreme Court of Singapore), an Associate Mediator with the Singapore Mediation Centre and Fellow of the Singapore Institute of Arbitrators. He was awarded the Public Service Medal (PBM) in 2005 and the Public Service Star (BBM) in 2010.
 
Mr Patrick Tay is the elected Member of Parliament for Pioneer SMC. He is Chairman of the GPC for Education and Member of the GPC for Home Affairs and Law. He is Chairman of West Coast Town Council and Vice-Chairman of South West CDC. He also serves as a Board Member in the National Healthcare Group and Alexandra Health Fund Limited.  He also represents NTUC in the Tripartite Committee on Workplace Fairness. 

 

Ms Rita Soh

Managing Director, RDC Architects Pte Ltd

Ms Rita Soh was appointed as a member of the HDB Board in October 2020. She joined RDC Architects Pte Ltd in 1989 as an Architect and rose through the ranks before assuming the mantle of Managing Director in 2016.
 
Over the years, she has played a key role in RDC’s digitisation journey, making it one of the pioneers in the adoption of Information Technology for design and practice. In addition, she had also led RDC to be the first design practice locally to achieve ISO 9000 certification in 1992.
 
Ms Rita Soh has been involved in design and project management of healthcare, hospitality, residential, commercial, industrial, institutional and infra- structure projects, both locally and overseas, where many of these projects had won a variety of awards.

Ms Soh is currently a member of the Appeals Board (Land Acquisition), member of Mandai Development Committee and Chairman of Building &  Construction Authority (BCA) Design & Engineering Safety Award Assessment Committee.

She is also the Immediate Past President of ARCASIA (Architects Regional Council Asia) - 2022-2023. She was formerly a Nominated Member of Parliament.
 
Ms Soh holds a Bachelor of Arts (Architectural Studies) degree and a Bachelor of Architecture (Honours) degree from the National University of Singapore, as well as a Master of Science degree in Sustainable Building Design from the University of Nottingham.

 

Mr Tan Wah Yeow

Non-Resident Ambassador to the Kingdom of Norway
 
Mr Tan Wah Yeow was appointed as a member of the HDB Board in October 2020. He is Singapore’s Non-Resident Ambassador to the Kingdom of Norway. 
 
He is currently a Non-Executive Independent Director of Genting Singapore Limited, Mapletree Logistics Trust Management Ltd (Manager of Mapletree Logistics Trust) and Sembcorp Marine Ltd. He also serves as Board Director of M1 Limited, the Public Utilities Board (PUB). He is also a member of the Governing Board of Yale-NUS College and an honourary treasurer of MILK (Mainly I Love Kids) Fund.
 
He was formerly the Deputy Managing Partner of KPMG Singapore and Head of Healthcare Practice of KPMG Asia-Pacific. 
 
Mr Tan holds a Bachelor of Science in Economics from the London School of Economics and Political Science. He is a fellow of the Institute of Singapore Chartered Accountants and the Institute of Chartered Accountants in England and Wales.

 

BG Chan Ching Hao

Head, Air Operations, Republic of Singapore Air Force
 
BG Chan Ching Hao was appointed as a member of the HDB Board in October 2022. BG Chan assumed his current position as the Republic of Singapore Air Force’s Head, Air Operations, in March 2022. His previous appointments in the Ministry of Defence and the Singapore Armed Forces include Commander, Air Combat Command; Deputy Commander, Air Defence and Operations Command; Head, Air Plans; Commanding Officer of 145 Squadron; and Senior Staff Officer in the Defence Policy Office.

BG Chan previously served as a Board Member of Nanyang Polytechnic from 2019 to 2022.

BG Chan holds Bachelor and Master of Engineering degrees in Mechanical Engineering from Cornell University, a Master of Science in Management from Stanford University Graduate School of Business, as well as a Master of Military Operational Art and Science from the US Air Force Air Command and Staff College. He was awarded the Public Administration Medal – Bronze (Military) in 2017.

 

Ms Chia Yong Yong 

Consultant, Foo Kwok LLC
 
Ms Chia Yong Yong was appointed as a member of the HDB Board in October 2022. Ms Chia is a practising lawyer, presently a consultant at Foo Kwok LLC. She is a wheelchair user due to muscular atrophy and is also a disability advocate.
 
She is currently Advisor (Disability Policies) to the Ministry of Social and Family Development, member of CareShield Life Council (since 2020), Advisor to the Board of SPD (a social service agency serving persons with disabilities) (since 2020, prior to which she was president of SPD from 2008 – 2020), Board member of SG Enable (Singapore's focal agency on disabilities) (since 2014), and a member of the 4th Enabling Master Plan 2030 Steering Committee, Taskforce on Independent Living.
 
Ms Chia served two terms as a Nominated Member of Parliament (2014 – 2015 and 2016 – 2018), and was a member of the Parliamentary Select Committee on Deliberate Online Falsehoods. She recently completed service as a Steering Committee member of the 4th Enabling Master Plan 2030. Her previous public service appointments include Steering Committee member of the 3rd Enabling Master Plan, co-chair of 3rd Enabling Master Plan Implementation Workgroup on “Promoting Independent Living through Design and Technology”, member of the Compulsory Education Advisory/Implementation Panel, Steering Committee member of the Committee on the Future Economy and Our Singapore Conversation, and member of the REACH Supervisory Panel.
 
Ms Chia has represented Singapore at regional and international conventions.
 
Ms Chia has been awarded the President’s Social Service Award – Individual Category (2011), Bintang Bakti Masyarakat (Public Service Star) (2018), Pingat Bakti Masyarakat (Public Service) Medal (2013), Social Innovation Park Fellow Award (2014), and Singapore Women’s Weekly Great Women of Our Time – Education & Public Service (2014).

 

Mr Ong Tze-Ch'in 

2 Deputy Secretary, Ministry of Sustainability and the Environment (MSE)
 
Mr Ong Tze Ch’in was appointed as a member of the HDB Board in October 2022. Mr Ong is 2 Deputy Secretary at the Ministry of Sustainability and the Environment (MSE). He oversees water, food and international policies, as well as the Ministry’s communications, engagement and emergency planning efforts, in achieving the Ministry’s mission of ensuring a clean, sustainable environment, and the supply of water and safe food for Singapore.

Prior to MSE, Tze-Ch’in served 2 tours in the Ministry of Education family. He was the Chief Executive of SkillsFuture Singapore and concurrently Deputy Secretary (SkillsFuture) in the Ministry of Education (MOE); and prior to that, the Coordinating Divisional Director of the Higher Education Group. Before his Civil Service career, Mr Ong started out in the Singapore Armed Forces (SAF), attaining the rank of Brigadier General after almost 25 years of service. His last 2 appointments in the SAF were Director of Military Intelligence / Chief C4I; and Commander of the 3rd Singapore Division.

Mr Ong currently serves on the Advisory Board of Singapore Management University’s College of Integrative Studies. He was previously Chairman of the Institute for Adult Learning and a Board member of Workforce Singapore and Employment and Employability Institute Pte Ltd (e2i). He was a member of the Governing Board of Duke-NUS Medical School, the Ngee Ann Polytechnic Council and the Singapore Polytechnic Board of Governors. He was also previously Chairman for Sembawang Country Club and a Director on the board of ST Electronics.

Tze-Ch'in received a Masters in Business Administration from INSEAD in 2010 and a Masters in Defence Studies from King's College London in 2006. He graduated from Stanford University in 1998 with Masters and Bachelor degrees in Electrical Engineering.

 

Ms Pearlyn Phau 

Group Chief Executive Officer, Singapore Life Holdings Pte. Ltd.
 
Ms Pearlyn Phau was appointed as a member of the HDB Board in October 2022. Ms Phau is Group Chief Executive Officer and Executive Director of leading homegrown financial services company Singapore Life Holdings Pte. Ltd., formed by the merger of Singlife and Aviva Singapore. She leads Singlife’s strategy, innovation and business efforts to deliver a better way to financial freedom for customers and the financial services industry.
 
Ms Phau cut her teeth in wealth management, digital and retail banking and has amassed over three decades of experience in the financial services field. She is well-respected amongst industry peers for being a strong leader with a digital-first mindset and having an exceptional track record of leading key strategies and business transformation initiatives. 
 
Prior to her current appointment, she held several senior executive roles in DBS Singapore and the region. 

Ms Phau is a Chartered Financial Analyst and holds a BA in Economics and Statistics from the National University of Singapore. She sits on the advisory board of the Singapore Management University's Lee Kong Chian School of Business.

 

Mr Wendell Wong 

Director, Dispute Resolution; Co-Head, Investigations; Co-Head, Criminal Law Practice, Drew & Napier LLC
 
Mr Wendell Wong was appointed as a member of the HDB Board in October 2022. Mr Wendell Wong is a Director in the Disputes Resolution Department and Co-Head of the Investigations and Criminal Law Group, Drew & Napier LLC.
 
Mr Wendell Wong is a founding board member of the Board of Governors of NTUC Foundation Limited. 
 
Mr Wong is a member on the Criminal Procedure Rules Committee and was also appointed as a member of the Penal Code Review Committee by the Ministry of Home Affairs and Ministry of Law.
 
Mr Wong was the immediate past Chairman of the Criminal Practice Committee, Law Society of Singapore and was a member of the Criminal Legal Aid Steering Committee, Singapore Academy of Law. He is also the Treasurer of the International Bar Association, Anti-Corruption Committee. He is a member of the Investigations and Disciplinary Panel for the Institute of Singapore Chartered Accountants and a panel member for Disciplinary Matters, Law Society of Singapore. 
 
Mr Wong is a strong advocate for pro-bono work and access to justice and he is also a lead counsel in the Supreme Court’s Legal Assistance Scheme for Capital Offences (LASCO).
 
Prior joining Drew & Napier in 2000, Mr Wong was appointed as a Deputy Public Prosecutor / State Counsel with the Attorney General's Chambers.
 
He served as member on the Board of Governance of Methodist Welfare Services from 1 October 2010 to 18 September 2021. Mr Wong is also the Honorary Secretary on MILK (“Mainly I Love Kids”).
 
In 2020, Wendell was appointed a non-executive independent director on the board of GSH Corporation Limited
 
Chambers Global ranks Wendell as a leading practitioner in dispute resolution and also commends his regional work related to the US Foreign Corrupt Practices Act ("FCPA"). Chambers Global describes him as renowned for his developed understanding of the Indonesian legal system. The Asia Pacific Legal 500 also ranks Wendell high in the area of dispute resolution. Who’s Who Legal recognises Wendell as one of the top Business Crime Defence and Investigations lawyers in Singapore. Wendell is also listed as Who’s Who Legal Thought Leader in Investigations 2019. Best Lawyers named Mr Wong as The Lawyer of the Year – Criminal Defence for 2023.

 

Dr Wong Sweet Fun 

Senior Consultant, Geriatric Medicine; Deputy Chairman, Medical Board (Community Care & Population Health); Clinical Director, Population Health & Community Transformation, Khoo Teck Puat Hospital & Yishun Health, Yishun Community Hospital

Dr Wong Sweet Fun was appointed as a member of the HDB Board in October 2022. Dr Wong is a senior consultant geriatrician at Khoo Teck Puat Hospital and Yishun Health. She is concurrently Deputy Chairman, Medical Board (Community Care and Population Health) and Clinical Director of Population Health and Community Transformation, where she works with the community and partners to improve health and care of residents living in Yishun and Sembawang. 

She was awarded the Healthcare Humanity Award in 2013, the Public Administration Award (Bronze) in 2016, and the Public Service Transformation Award (Exemplary Leader Award) in 2020.

 

Mr Zakir Hussain

Political and Singapore Editor, The Straits Times, SPH Media Trust

Mr Zakir Hussain was appointed as a member of the HDB Board in October 2022. Mr Zakir is Political Editor and Singapore Editor at The Straits Times.

He has reported on politics and elections in Singapore, Malaysia and Indonesia as well as on regional developments.

He has had stints as a political correspondent and Indonesia Bureau Chief, as well as Foreign Editor and News Editor.

Mr Zakir is also a vice-president of the Singapore Press Club, and a board member of Gardens by the Bay. 

He has a bachelor's degree in history and politics from Oxford University and a Masters degree in journalism from Columbia University, both obtained on SPH scholarships.
