    Requests to amend details in HDB Flat Eligibility (HFE) letters 


                As you may be aware, following the introduction of the HDB Flat Eligibility (HFE) letter on 9 May 2023, all flat buyers must have a valid HFE letter when they:

    a) Apply for a flat from HDB during a sales launch or open booking of flats; or

    b) Obtain an Option to Purchase (OTP) from a flat seller, as well as when they submit a resale application to HDB1.


    The applicant(s) and occupier(s) listed in their new flat or resale flat application must remain the same as those in their HFE letter.

    2         From time to time, HDB has received requests from flat buyers to amend the details of their HFE letter, e.g. change in status from an applicant to an occupier or vice versa, inclusion/removal of applicant(s) and/or occupier(s), marital status, citizenship, ownership of private properties, etc. We wish to explain that we are unable to accommodate changes after an applicant has submitted an HFE letter application as our eligibility assessments for the flat purchase, housing grant(s) and HDB housing loan are based on the details provided in the HFE letter application.  Applicants who wish to make changes must cancel their HFE letter application (or the HFE letter that has already been issued), and submit a fresh one.

    3         For a smooth application process, flat buyers are advised to ensure that all information provided in their HFE letter application is complete and accurate, and all the required documents, if any, are submitted. This is to minimise the need for subsequent changes which may affect their eligibility and timeline for the flat purchase.

    1 Resale flat buyers with a valid Intent to Buy (ITB) and a valid HDB Loan Eligibility (HLE) letter (for taking an HDB housing loan) may proceed to obtain an OTP from a flat seller and submit their resale application without an HFE letter.
