    Official Launch of HDB Resale Flat Listing Service on 30 May 2024

               We are pleased to announce that the Resale Flat Listing (RFL) service has been officially launched on the HDB Flat Portal. 

    2         On 12 May 2024, HDB announced the RFL service, which seeks to create a transparent, reliable and trusted marketplace for the listing and transactions of HDB resale flats. The RFL service was rolled out in a phased approach, with the soft launch on 13 May 2024, to provide early access to eligible flat sellers with a valid Intent to Sell and their appointed salespersons to familiarise themselves with the RFL service interface and features. We would like to thank your salespersons for their support and participation in the soft launch, with the listings of their seller-clients’ flats. We are glad that the soft launch was well received with over 600 listings as at 29 May 2024. 

    3         Following the official launch of the RFL service today, all resale flat listings created on the soft launch platform are now published on the HDB Flat Portal.  That is: 

    a) The flat sellers or their appointed salespersons can now complete their resale transactions on the HDB Flat Portal.  Other flat sellers or their appointed salespersons can also list their flats on the RFL service and complete their resale transactions on the HDB Flat Portal. 

    b) Flat buyers or their appointed salespersons can now browse and compare the resale flat listings on the HDB Flat Portal. Flat buyers with a valid HDB Flat Eligibility (HFE) letter may begin transactions with the flat sellers or their appointed salespersons on the portal, including contacting and arranging viewing appointments with them.

     
    4         The RFL service’s listing of HDB resale flats is integrated with other information and services on the HDB Flat Portal, such as the information on new BTO flats, loan listing service (by HDB and 6 participating financial institutions), customisable financial calculators and information on buyers’ HFE letter. Hence, flat buyers can view information about the resale flats available, as well as current and upcoming new flat launches, and compare their housing and financing options holistically. We will progressively invite flat buyers with a valid HFE letter to access the resale flat listings on the HDB Flat Portal.

    5         For your salespersons, once they are appointed by flat buyers or sellers, they can access the respective features of the RFL service to better serve their clients. In addition to marketing their seller-clients’ flats via the RFL service or searching for a suitable flat for their buyer-clients, salespersons can use the personalised dashboard to manage their clients’ activities. The dashboard gives an overview of their clients and their roles for each client. This will help your salespersons focus on providing value-added services, such as budgeting and advising their clients on the next steps in the resale journey. 

    6         We have published a user guide for salespersons to assist your salespersons in navigating the RFL service.  Your salespersons may also refer to the FAQs on the HDB Flat Portal or visit the HDB InfoWEB for more information. Please feel free to let us know if more support is needed.

    7         As the RFL service seeks to create a transparent, reliable and trusted marketplace for the listing and transactions of HDB resale flats, we seek your estate agent’s and salespersons’ understanding and co-operation to use the HDB Flat Portal and the features of the RFL service, including the listing and contact features, for the sole purpose of their clients’ sale or purchase of flat. Estate agents and salespersons have a duty to uphold the integrity and professionalism of the real estate industry, and to act responsibly and ethically in conducting estate agency work in a regulated sector. We will take firm actions against errant estate agent and/or salesperson, including banning them from using the HDB Flat Portal and/or reporting to CEA for further investigations, if they violate the Terms & Conditions on the use of the RFL service.

    8         Please help to disseminate the information to your salespersons.  For more details, you may refer to the press release. We look forward to your salespersons’ active participation in the RFL service.  

    9         Last but not least, we thank you for the continued strong partnership and support.  The RFL service was developed in collaboration with members of the public and industry stakeholders like you and your estate agency. Through this collaboration, relevant feedback and suggestions gathered were incorporated. Feedback and suggestions have also been received during the soft launch, which we will consider as part of our regular reviews of the RFL service.  We look forward to continuing this close working relationship with you and your estate agency.
