Car Cleaning Services

Take note of the following criteria if you would like to operate car cleaning services in HDB car parks.

Eligibility criteria

Individuals and companies who would like to provide car cleaning services in our car park must be:

  • A Singapore Citizen or Permanent Resident who is at least 18 years old
  • A company that is incorporated in Singapore and is in the business of providing car cleaning services

Licence and fees payable

The car cleaner’s licence issued is valid for 1 year and renewable on an annual basis. You need to pay the following charges (not subjected to GST):

  • Annual licence fee of $60
  • One-time application fee of $5
  • Car cleaner's identification tag of $2 per tag

Upon approval, you can provide car cleaning services at all the car parks under our management.

Application

Individuals and companies who would like to provide car cleaning services in our car parks may book an appointment at one of the HDB Branches to submit an application. Take a look at the sample application form and the following terms and conditions before applying.

Terms and Conditions

These are the terms and conditions for the provision of car cleaning services in our housing estates’ car parks.

  1. No person can provide car cleaning services (“Services") at any of our car parks ("Car Parks") unless he has a valid car cleaning licence issued by us ("Licence").
  2. The applicant must be either a Singapore Citizen or Permanent Resident who is at least 18 years old, or a company that is incorporated in Singapore and is in the business of providing vehicle cleaning or related services.
  3. The successful applicant ("Licensee") will be issued a Licence after he has paid the annual licence fee of $60 and signed the Licence Agreement. We reserve the right to adjust the licence fee. The revised licence fee will be payable with effect from the date stated in our notice of revision.
  4. An application fee of $5 is payable at the time of application.
  5. The Licensee has to pay $2 to us for each car cleaner's tag. The Licensee (if a company) is not allowed to issue any car cleaner's tag to its employees or cleaners without our prior written approval that may be given with certain conditions. The replacement fee for a defaced car cleaner's tag is $5 and that for a lost car cleaner's tag is $10.
  6. Applications that contain false or incomplete information will be rejected. If the Licence has been issued, it will automatically be revoked.
  7. The Licensee must ensure that the car cleaner's tag is displayed whenever the Licensee or its cleaner is providing the Services in the Car Parks.
  8. The Licence and car cleaner's tag are not transferable. If the car cleaner's tag is issued by a Licensee (being a company) under Clause 5, the Licensee must ensure that the car cleaner's tag is only issued to Singapore Citizens or Permanent Residents who are at least 16 years of age and who have been properly briefed on all requirements and procedures for providing the Services.
  9. Subject to the HDB Branch’s approval, the Licensee can, in his absence, nominate another licensed car cleaner to take over his duty after the surrender of his car cleaner's tag to the Branch and the payment of the licence fee.
  10. The Licensee must not use the vehicle wash bays within the multi-storey Car Parks to provide the Services, except for disposing any waste water.
  11. Where vehicle wash bays are not available within the multi-storey Car Parks, the Licensee must retain any water/ waste water in the pail and ensure proper disposal.
  12. In providing the Services in the multi-storey Car Parks, the Licensee must not use any cleaning or chemical agent, and/ or car polish that is corrosive.
  13. The Licensee must not use any form of machinery in providing the Services.
  14. The Licensee must not reserve any parking lot in providing the Services.
  15. The Licensee must make arrangements for his own water supply and ensure that there is no pollution in the Car Parks.
  16. The Licensee must not divert or pilfer water from any water sources/ taps within the Car Parks or any common area.
  17. The Licensee must ensure that the areas where the Services are provided are kept dry and clean at all times.
  18. The Licensee must not provide any other services or carry out any other activities in or around the Car Parks.
  19. The Licensee must not place or store any materials, goods, objects, or anything whatsoever in or around the Car Parks.
  20. The Licensee must not place or permit to be placed, displayed, fixed, or hung any article, object, or thing within or outside the Car Parks without our prior written approval and that of the Building & Construction Authority’s (Advertisement Licensing).
  21. The Licensee must not use any structure, building, or item within or outside the Car Parks for any purpose whatsoever without our prior written consent.
  22. The Licensee must ensure that no obstruction, inconvenience, or nuisance is caused to other Car Park users or members of the public in any way.
  23. Where required, the Licensee must obtain the necessary clearance from the Town Council and other relevant authorities before providing the Services.
  24. The Licensee must not lift up the wipers of vans, minibus etc. after the vehicles have been cleaned as the wipers will protrude and may pose danger to pedestrians.
  25. The Licence can be terminated by either party by giving up to 7 days' written notice to the other party. We will not be under any obligation to refund any licence fee paid in advance by the Licensee. The Licensee must however be required to pay to us the full licence fee for the existing month in which the notice is given, if payment has not already been made.
  26. We reserve the right to modify or add to any of the Licence’s terms.
  27. We reserve the right to revoke the Licence without assigning any reason and will not be liable for any loss and expenses incurred by the Licensee.
  28. "Car Parks" referred to herein do not include any car parks managed and operated by private operators.
