HDB Launches 9,012 Flats in February 2026 BTO and SBF Exercises
Close to 8 in 10 BTO flats have waiting times of less than 4 years
HDB launched a total of 9,012 flats for sale today, under the February 2026 Build-To-Order (BTO) and Sale of Balance Flats (SBF) exercises, offering homebuyers a wide range of housing options to meet different housing needs. This includes:
2 The flats offered in the February sales exercises provide homebuyers the option of earlier access to their homes with the choice of either BTOs or SBF flats. About 8 in 10 BTO flats on offer have waiting times of less than 4 years, while close to 1 in 5 SBF units have already been completed.
Wide Selection of Affordable Flats for Different Budgets and Needs 3 A wide selection of flats, ranging from 2-room Flexi to 5-room BTO flats, is available to cater to the diverse housing needs and budgets of Singaporeans. Of the six projects on offer, three are Standard projects in Sembawang and Tampines, two are Plus projects in Tampines and Toa Payoh, while the remaining is a Prime project in Bukit Merah. See Table 1 for the projects and their classification.

Additional Subsidies for Plus and Prime Flats 4 All new flats are priced with significant market discounts, via government subsidies, to ensure affordability for our home buyers. On top of these market discounts, Plus and Prime flats, which command higher market values due to their more favourable locational attributes, also receive additional subsidies to ensure that they remain affordable, accessible and inclusive for a wider group of home buyers. 5 To maintain fairness for all BTO flat owners, Plus and Prime flats come with additional restrictions, including a subsidy recovery upon resale. At the point of selling the flat after meeting the 10-year Minimum Occupation Period (MOP), owners of Plus and Prime flats will be required to pay HDB a percentage of the resale or valuation price (whichever is higher) of the flat. The subsidy recovery rates commensurate with the extent of the additional subsidies provided for the respective projects. See Table 2 for the subsidy recovery rates of the projects.

Flat Prices 6 Eligible first-timer (FT) families can also benefit from the Enhanced CPF Housing Grant (EHG) of up to $120,000. With the EHG, homebuyers can purchase a 3-room Standard flat starting from $156,000, or a 4-room Standard flat starting from $224,000. See Table 3 for the starting prices of the BTO flats before and after grants. More details on the BTO flat prices and nearby resale transactions can be found in Annex A.

Housing Options for Different Household Incomes 7 Interested flat applicants will be able to choose from a wide selection of flats to suit their budgets and preferences. For example, based on typical selling prices: (a) First-timer Families/Couples

Supporting Singaporeans’ Housing Aspirations 8 To support more public rental households with children in realising their home ownership aspirations, the Fresh Start Housing Scheme has been extended to eligible FT families with children staying in public rental flats2. From the February 2026 BTO sales exercise, FT families emplaced on the scheme will be able to buy a 2-room Flexi or 3-room Standard flat on a shorter lease, which will be more affordable compared to those on 99-year leases, and receive the EHG of up to $120,000.
February 2026 Sale of Balance Flats Exercise 9 In addition to the BTO flats, HDB will offer 4,320 balance units at various locations, providing more options for home buyers. Like BTO flats, the SBF flats are priced with significant market discounts. The starting prices of balance units before and after the EHG are set out in Table 4, while the respective subsidy recovery rates for the Plus/Prime units are indicated on the HDB Flat Portal.

Advice for Flat Buyers 10 Applicants who wish to participate in the February 2026 BTO and SBF exercises must have a valid HDB Flat Eligibility (HFE) letter3 when they submit their flat application. HDB had earlier announced that potential flat applicants should apply for an HFE letter and submit all required documents by 15 December 2025, to ensure that they can obtain their HFE letters on time to participate in the February 2026 sales exercises.
11 While HDB continues to process HFE letter applications, priority will be given to those who submitted all required documents by 15 December 2025. During the sales application period from 4 to 11 February 2026, the 'Apply for HDB Flat Eligibility (HFE) Letter' e-Service will be temporarily unavailable, to enable HDB to prioritise our resources to support the sales exercises. Flat buyers with a valid HFE letter, or those who have already submitted an HFE letter application, will not be affected as processing will continue during this period. The ‘Apply for HDB Flat Eligibility (HFE) Letter’ e-Service will resume on 12 February 2026. More information on the HFE letter is available on the HDB InfoWEB.
12 Applicants are encouraged to plan their finances carefully and select a suitable flat based on their budget and needs. Flat buyers should also take into consideration the current Loan-to-Value (LTV) limit of 75% for HDB housing loans.
13 Flat applicants may apply for one flat type in one town during the 8-day application period. Applicants who wish to improve their chances of securing a flat should monitor the application rates of the different HDB projects throughout the sales exercise and consider applying to projects with lower application rates, such as those with an application rate of 1 or below. Information on application rates of projects is available on the HDB Flat Portal and is updated several times daily throughout the application window.
Applications Open from 4 to 11 February 2026
14 Flat applications can be made online via HDB Flat Portal from today (4 February 2026) to 11 February 2026. There is no need to visit HDB Hub to submit an application. HDB will shortlist applicants using a computer ballot, and not on a first-come-first-served basis. Therefore, applicants do not need to rush to submit applications. They can submit their applications any time during the 8-day launch period. More details on the application procedures can be found in Annex B.

16 Applicants without Internet access may seek support from their family members. Those who need further assistance, such as seniors without family support, may call the HDB Sales/Resale Customer Service Line at 6866 3066. Next BTO Exercise in June 2026 17 In the next BTO exercise to be held in June 2026, HDB will offer about 6,900 flats in Ang Mo Kio, Bishan, Bukit Merah, Sembawang and Woodlands. Interested flat applicants must have a valid HFE letter to apply for a flat during the exercise. We encourage all flat buyers to apply for an HFE letter early and submit all required documents by 15 May 2026, if they wish to participate in the June 2026 sales exercise. More details on the projects, including their classification, will be shared during the June 2026 sales exercise. 18 HDB will launch about 19,600 BTO flats in 2026. We will continue to monitor the housing demand closely, and are prepared to offer more than 55,000 flats from 2025 to 2027, if necessary.
1 Redhill Peaks comprises a total of 2,073 units across two separate land parcels. As the second land parcel required more time for site preparation compared to the first, HDB launched them separately to avoid extending the waiting times for flat buyers. The first 1,021 units were launched in the October 2025 BTO exercise, while the remaining 1,052 units are on offer in the February 2026 BTO exercise.
