<p>The purpose of the inspection is to check if there are unauthorised renovation works in the flat that may damage HDB property and affect the structural stability of the flats/ building. The inspection is not to ascertain the value of the flat, the condition and safety of the renovation works, or compliance with any legislation in respect of any installation of fittings/ fixtures in the flat.</p>
<p>If there are any unauthorised renovation works in the flat, you have to rectify them before the completion of the resale transaction.</p>

Flat inspection by HDB Branch 

<p>We will prepare the necessary documents for you and the buyers to endorse, which will be ready about 3 weeks after the application have been accepted.</p>
<p>Once the documents are ready, they will be posted on <a href="https://services2.hdb.gov.sg/web/bp28/TimeLine/my-flat-dashboard" target="_self">My Flat Dashboard</a> and we will notify you and the buyers via SMS to log in to My Flat Dashboard to endorse the documents.</p>
<p>If you or the buyers do not endorse the documents within the given timeframe, the resale application may be cancelled.</p>
<p>If you appoint HDB as solicitors for the sale of the flat, the documents to endorse include:</p>
<ul>
    <li>Sale proceeds computation</li>
    <li>Acknowledgement for Upgrading Programme, if applicable</li>
    <li>Spouse Consent for Sale of Flat, if applicable
    <ul>
        <li>If your spouse is an occupier of the flat, your spouse must agree to vacate the flat when the sale is completed</li>
    </ul>
    </li>
    <li>Other documents, such as undertakings and forms posted on My Flat Dashboard</li>
</ul>
<p>If you appoint your own solicitor for the sale of the flat, the documents that you will endorse may be different from the above.</p>

    <li>The documents must be endorsed individually by all the sellers via My Flat Dashboard. Read through the documents before endorsing them. The documents are in PDF format and you may save a copy for reference</li>

<p>The legal fees payable depends on the solicitor you appoint to act for you.</p>

<h2>Seller's Stamp Duty (SSD)</h2>
<p>You may need to pay SSD when you sell or relinquish your interest in your flat within the holding period. For purchases/ ownership changes done on or after 11 March 2017, the holding period of 3 years starts on the day you acquire an interest in the HDB flat (i.e. exercise the Option to Purchase/ date of legal document). Please refer to the <a rel="noopener noreferrer" href="https://www.iras.gov.sg/taxes/stamp-duty/for-property/selling-or-disposing-property/seller's-stamp-duty-(ssd)-for-residential-property" target="_blank">Inland Revenue Authority of Singapore (IRAS)'s website</a> for more information.</p>
<p><strong>Note:</strong> The SSD holding period is not the same as the minimum occupation period (MOP), and the fulfilment of one does not necessarily mean the fulfilment of the other.</p>
<h2>Property tax</h2>
<p>As the seller, you must pay the flat&rsquo;s property tax up to the end of the year. Please submit the official tax payment receipt to us at your flat sale completion appointment.</p>
<p>For the amount due, please check with IRAS via their <a rel="noopener noreferrer" href="https://mytax.iras.gov.sg/login/selection" target="_blank">myTax Portal</a>.</p>
<h2>Service and Conservancy Charges</h2>
<p>Your service and conservancy charges are to be paid up to the date of <a href="/managing-my-home/selling-a-flat/process-for-selling-a-flat/resale-flat-completion" target="_self">Resale Completion</a>. Please submit the confirmation letter on payment of service and conservancy charges to us at your resale completion appointment.</p>
<p>For the amount due, please check with your <a rel="noopener noreferrer" href="https://www.mnd.gov.sg/our-work/regulating-town-councils/about-town-councils" target="_blank">Town Council</a>.</p>

Payment of fees

    <p>Both parties are advised to endorse documents and make payments promptly to prevent any delay or cancellation of the resale application.</p>
    <p>We will notify you and the buyers of the approval via SMS and email and post the approval letter on <a href="https://services2.hdb.gov.sg/web/bp28/TimeLine/my-flat-dashboard" target="_self">My Flat Dashboard</a>.</p>
    <p>The approval letter will contain instructions on what you need to do before the resale completion appointment, such as the making payment to Town Council for the service and conservancy charges.</p>

<p>You may log in to <a href="https://services2.hdb.gov.sg/web/bp28/TimeLine/my-flat-dashboard" target="_self">My Flat Dashboard</a> to view the completion letter, which provides information on what you need to prepare for the appointment, such as the documents required for the appointment.</p>
<p>If you have appointed HDB as solicitors for the purchase of the flat, you must attend the resale completion appointment in person at the HDB Hub.</p>
