The Housing & Development Board (HDB)’s administration of land consists of 3 main functions:

  • land sales & lease administration
  • land maintenance
  • land clearance


    About HDB LAND Sale Activities

    HDB undertakes the sale of State Land as Agent for the State. The land parcels are sold for the following types of development :
      • Commercial and residential development
      • Executive Condominium development
      • Ancillary development
      • DBSS development
    As at October 2008, HDB has successfully sold 346 land parcels for various types of development:

    About HDB LAND Lease Activities

    Former-SIT and HDB leases for cinemas, petrol stations, religious institutions, recreational centres and other ancillary developments in the housing estates are being administered so that the lessees can use and enjoy the land according to the provisions of the leases as well as HDB’s policies.

    About HDB LAND Maintenance Activities

    The role of Land Maintenance Unit is to control and manage vacant State and HDB land. The State land is managed as agent for Singapore Land Authority. The unit carries out maintenance work such as grass cutting, cleaning and removal of litters and debris, pruning and cutting of trees, etc on the vacant land. Our staff patrols the land regularly to deter any illegal use of the land, such as illegal dumping, unauthorised use of the land and authorised parking of vehicles. The land that are not required for immediate development are let out for interim uses such as contractor site office/worksite, floral nursery, turf production, religious functions, etc.

    About HDB LAND Clearance Activities

    Clearance of squatters from State Land
    HDB Land Clearance Unit (LCU) is the principal clearance agency to clear squatters from State land on behalf of Government and other Statutory Boards for public development. As there are sites still not affected by any development, they are allowed to remain at the existing sites until their land is due for development.

    Management and maintenance of vacant SERS properties
    LCU is appointed by Ministry of National Development (MND) as its agent to manage and maintain vacant properties acquired under the Selective En-Bloc Redevelopment Scheme (SERS). Its main tasks are to keep them in a reasonable state of maintenance and arrange with the technical departments to demolish the SERS blocks when all the lessees have vacated. The Unit maintains an average of 5,000 units of vacant SERS properties per year, out of which 2,400 units are handed over for demolition.

    Exhumation Project at Bidadari Cemetery
    LCU is appointed by Singapore Land Authority (SLA) as its agent to exhume all the graves in Bidadari Cemetery located at Upper Aljunied Road/Upper Serangoon Road. The cemetery with an area of 56.82 ha comprises Muslim, Christian, Hindu and Singhalese graves. In the Singapore Master Plan 2003, this cemetery land is zoned residential (subject to detailed planning) & park and garden. There is therefore a need to proceed with the exhumation to free the cemetery land for development.
