Application of Conversion Scheme for Resale Flat
 

Before you commit to buying an adjoining flat/s under the Conversion Scheme, you must:
  • request the HDB to check whether the pairing of the two flats is possible and
  • check on your mode of financing the purchase

If you currently own a 3-room or smaller flat and you are buying an adjoining 3-room or smaller flat, the leases of both flats must be surrendered so that one fresh lease can be issued for the converted flat.

2Complete the application form and submit it to the Resale Operations Section.
3The HDB will check whether the pairing of flats is possible.

Conditions for Switching Housing Loan

If you are changing your mode of financing for the purchase of the adjoining unit, you must make sure that the outstanding mortgage loan for your existing flat has been discharged.

Example 1 : Existing flat is financed with an HDB/bank loan. The adjoining flat is to be financed with another bank loan

You must:
  • check with the bank on the new total loan amount available for discharge of the outstanding mortgage loan and for the purchase of the adjoining flat.
  • ensure that the outstanding HDB/bank loan of your existing flat has been discharged before the purchase of the adjoining flat.


Example 2 : Existing flat is financed with a bank loan. The adjoining flat is to be financed with an HDB loan

You must:
  • consult your bank on the procedures involved in discharging the outstanding mortgage loan for your existing flat.
  • ensure that the outstanding bank loan has been discharged before the purchase of the adjoining flat.
HDB loan financing is only for purchase of the adjoining flat and not for the discharge of bank loan.


Conversion of Flats

On completion of the purchase of the adjoining flat/s, you must convert the two adjoining flats into one unit by doing the following:

You will be allowed to retain your existing flat number for the combined flat.


Conditions for selling the Converted Flat

You can sell your converted flat:
If your original 3-room or 2-room flat was bought directly from the HDB, you will be:
  • treated as having sold a flat, and
  • required to pay the resale levy

If your original 3-room or 2-room flat was your second flat bought directly from the HDB, you will not be eligible to buy another flat from the HDB.

You cannot sub-divide the converted flat into two flats later on to sell, to transfer, or to surrender, etc.


Payment of Upgrading Cost for the Main Upgrading Programme (MUP)

If the completion of purchase is during/after MUP polling

You have to pay the upgrading costs based on the sum total upgrading costs of the two original flat types.

As each Singapore Citizen household is only allowed to receive one upgrading subsidy, the subsidy for the second flat will be reduced even if you have not taken an upgrading subsidy previously.

In addition, if the precinct has voted in favour of the Standard Package plus Space-adding Item, you will have to pay for the two additional space-adding items. Read more about the type of upgrades under MUP.

If the completion of purchase is before MUP polling

You have to pay the upgrading costs based on the re-designated flat type.
