Eligibility conditions

<p>Check your <a rel="noopener noreferrer" href="https://homes.hdb.gov.sg/home/landing" target="_blank">eligibility</a> to buy a resale flat, <a href="/buying-a-flat/financial-planning-for-a-flat-purchase">plan the financing</a> of the part-share purchase and familiarise yourself with the <a href="/buying-a-flat/resale-flats/process-for-buying-a-resale-flat">buying procedures</a> for a resale flat.</p>
<p>Before committing to the part-share purchase, ensure that you have a valid <a href="/buying-a-flat/flat-grant-and-loan-eligibility/application-for-an-hdb-flat-eligibility-hfe-letter">HDB Flat Eligibility (HFE) letter</a>. If you have indicated that you intend to get an <a href="/buying-a-flat/flat-grant-and-loan-eligibility/housing-loan/housing-loan-from-hdb">HDB housing loan</a> in your HFE application, the loan outcome will be reflected in your HFE letter accordingly.</p>
<p>If you have indicated that you intend to get a <a href="/buying-a-flat/flat-grant-and-loan-eligibility/housing-loan/housing-loan-from-financial-institutions">housing loan from a financial institution</a> in your HFE application, you must have a valid Letter of Offer (LO) before you exercise the OTP. You may concurrently request an In-Principle Approval and LO from participating financial institutions when applying for the HFE letter on the <a rel="noopener noreferrer" href="https://homes.hdb.gov.sg/home/landing" target="_blank">HDB Flat Portal</a>.</p>

Application procedure

<h3>Minimum occupation period (MOP)</h3>
<p>All persons listed in an unclassified<sup>[1]</sup>/ Standard flat must physically reside in the flat for a minimum period of 5 years before they may do the following, subject to the respective prevailing eligibility conditions:</p>

    <li>Apply for an <a href="/buying-a-flat/flat-grant-and-loan-eligibility/application-for-an-hdb-flat-eligibility-hfe-letter">HDB Flat Eligibility (HFE) letter</a></li>
    <li><a href="/managing-my-home/selling-a-flat/eligibility">Sell the flat on the open market</a></li>
    <li><a href="/managing-my-home/home-ownership/renting-out-a-flat-or-bedrooms/renting-out-a-flat/eligibility">Rent out the whole flat</a></li>
    <li><a href="/managing-my-home/home-ownership/acquiring-private-property">Acquire interest in private property</a>, both local and overseas</li>
</ul>
<p>The MOP starts from the legal completion date of your flat purchase and excludes any period where you do not physically reside in the flat, e.g. when the whole flat is rented out with HDB's prior approval or when there has been an infringement of the flat lease.</p>
<p>For new and resale <a href="/buying-a-flat/bto-sbf-and-open-booking-of-flats/finding-a-new-flat/standard-plus-and-prime-housing-framework">Plus and Prime</a><sup>[2]</sup> flats, the MOP is 10 years. For flats purchased under the <a href="/buying-a-flat/bto-sbf-and-open-booking-of-flats/process-for-buying-a-new-flat/application/fresh-start-housing-scheme">Fresh Start Housing Scheme</a>, the MOP is 20 years.</p>
