Mr Benny Lim 
Chairperson, Housing&nbsp;&amp; Development Board
Mr Benny Lim assumed the position of Chairperson on 1 April 2023 after serving as the Deputy Chairperson from 1 October 2022 to 31 March 2023. 
 
Mr Lim started his career in the public service as a police officer. He was Deputy Commissioner of Police when he left the Police Force to join the Administrative Service in 2001. Mr Lim has served as the Director, Internal Security Department and subsequently as Permanent Secretary of the Ministry of Home Affairs.
Mr Benny Lim was the Permanent Secretary of the Ministry of National Development from November 2011 to April 2016. He also held concurrent appointments as Permanent Secretary in the Prime Minister&rsquo;s Office and Permanent Secretary, National Security &amp; Intelligence Coordination. 
 
Mr Lim retired from the Civil Service on 1 May 2016. He is currently Special Advisor to the Centre for Liveable Cities as well as Special Advisor to the National Security Studies Programme, RSIS/NTU. Mr Lim is also Chairman of Temasek Life Sciences Laboratory Ltd.
Mr Lim has a BA (Hons) in English from the National University of Singapore and a MSc in Political Sociology from the London School of Economics and Political Science. He was awarded the Meritorious Service Medal in 2010 and the Distinguished Service Order in 2021.

Chairperson

Mr Tan Meng Dui 
Chief Executive Officer (CEO), Housing &amp; Development Board
Mr Tan Meng Dui was appointed Chief Executive Officer of Housing &amp; Development Board (HDB) on 26 February 2021. Before HDB, Mr Tan was the CEO of National Environment Agency (NEA), the leading public organisation responsible for ensuring a clean and green environment, and the sustainable development of Singapore. The two positions in HDB and NEA complement each other well, with both belonging to the Infrastructure and Environment cluster within Government. They play key roles in making Singapore a more liveable and sustainable city, contributing to a quality living environment for present and future generations of Singaporeans.
Mr Tan was previously the Deputy Secretary (Development) in the Ministry of National Development (MND). In this capacity, he was responsible for the development of Singapore&rsquo;s public housing policies, as well as the research, corporate and communications strategies of the MND family. Before assuming his appointment in MND, Mr Tan was the Deputy Secretary (Technology) in the Ministry of Defence (MINDEF), and had served in the Singapore Armed Forces (SAF) and Republic of Singapore Airforce (RSAF) where he started his career.
Mr Tan graduated from Imperial College London with a Bachelor of Science in Mathematics in 1989. He has a Masters in Public Administration from Harvard University, and attended the Advanced Management Programme at the Wharton School, University of Pennsylvania.
Ar. Rita Soh Siow Lan 
Managing Director, RDC Architects Pte Ltd
Ar. Rita Soh was appointed as a member of the HDB Board in October 2020. She joined RDC Architects Pte Ltd in 1989 as an Architect and rose through the ranks before assuming the mantle of Managing Director in 2016.
Over the years, she has played a key role in RDC's digitisation journey, making it one of the pioneers in the adoption of Information Technology for design and practice. In addition, she had also led RDC to be the first design practice locally to achieve ISO 9000 certification in 1992.
Ar. Rita Soh has been involved in design and project management of healthcare, hospitality, residential, commercial, industrial, institutional and infra-structure projects, both locally and overseas, where many of these projects had won a variety of awards.
She is currently a member of the Appeals Board (Land Acquisition), member of Mandai Development Committee, Chairman of Heritage and Identity Partnership and Chairman of the Building &amp; Construction Authority (BCA) Design &amp; Engineering Safety Award Assessment Committee.
Ar. Rita Soh was President of the Singapore Institute of Architects (2004&nbsp;&ndash;&nbsp;2007) and President of Board of Architects Singapore (2010&nbsp;&ndash;&nbsp;2015). She was also the Past President of ARCASIA (Architects Regional Council Asia). She was formerly a Nominated Member of Parliament.
She holds a Bachelor of Arts (Architectural Studies) degree and a Bachelor of Architecture (Hons) degree from the National University of Singapore, as well as a Master of Science degree in Sustainable Building Design from the University of Nottingham.
Mr Tan Wah Yeow 
Non-Resident Ambassador to the Kingdom of Norway
Mr Tan Wah Yeow was appointed as a member of the HDB Board in October 2020. He is Singapore&rsquo;s Non-Resident Ambassador to the Kingdom of Norway.
He is currently a Non-Executive Independent Director of Genting Singapore Limited, Mapletree Logistics Trust Management Ltd (Manager of Mapletree Logistics Trust) and IHH Healthcare Berhad. He also serves as Board Director of M1 Limited.
He was formerly the Deputy Managing Partner of KPMG Singapore and Head of Healthcare Practice of KPMG Asia-Pacific. He also previously served as Board Member of PUB, Singapore&rsquo;s National Water Agency, and SembCorp Marine Ltd. He also served as a member of the Governing Board of Yale-NUS College.&nbsp;
Mr Tan holds a Bachelor of Science in Economics from the London School of Economics and Political Science. He is a fellow of the Institute of Singapore Chartered Accountants and the Institute of Chartered Accountants in England and Wales.
Ms Chia Yong Yong 
Consultant, Foo Kwok LLC
Ms Chia Yong Yong was appointed as a member of the HDB Board in October 2022. Ms Chia is a practising lawyer, presently a consultant at Foo Kwok LLC. She is a wheelchair user due to muscular atrophy and is also a disability inclusion advocate.
She is currently a member of the CareShield Life Council (since 2020);&nbsp;Advisor to the Board of SPD (a disability-focused social service agency) since 2020, prior to which she was president of SPD from 2008 &ndash; 2020;&nbsp;Board member of SG Enable (Singapore's focal agency on disabilities) from 2014 &ndash;&nbsp;2022; and Advisor to Ministry of Social and Family Development on engagement matters.
 Ms Chia served 2 terms as a Nominated Member of Parliament (2014 &ndash; 2015 and 2016 &ndash; 2018), and was a member of the Parliamentary Select Committee on Deliberate Online Falsehoods. She recently completed service as a Steering Committee member of the 4th Enabling Master Plan and as a member of its Taskforce on Independent Living. Her previous public service appointments include, Steering Committee member of the 3rd Enabling Master Plan, co-chair of 3rd Enabling Master Plan Implementation Workgroup on &ldquo;Promoting Independent Living through Design and Technology&rdquo;, member of the Compulsory Education Advisory/Implementation Panel, Steering Committee member of the Committee on the Future Economy and Our Singapore Conversation, and member of the REACH Supervisory Panel.
Ms Chia has represented Singapore at regional and international conventions.
Ms Chia has been awarded the President&rsquo;s Social Service Award &ndash; Individual Category (2011), Bintang Bakti Masyarakat (Public Service Star) (2018), Pingat Bakti Masyarakat (Public Service) Medal (2013), Social Innovation Park Fellow Award (2014), and Singapore Women&rsquo;s Weekly Great Women of Our Time &ndash; Education &amp; Public Service (2014).
Mr Ong Tze-Ch'in 
Chief Executive of PUB
 Mr Ong Tze-Ch'in is Chief Executive of PUB, Singapore&rsquo;s National Water Agency. In this role, he is responsible for the supply of clean water, the reclamation of used water, the management of storm water, and the protection of Singapore&rsquo;s coasts against sea level rise.
Prior to PUB, Mr Ong was Deputy Secretary (Resilience) at the Ministry of Sustainability and the Environment, where he oversaw water and food policies, as well as the Ministry&rsquo;s international relations, communications and engagement, and emergency planning functions. Before that, he served 2 tours in the Ministry of Education (MOE) family. He was the Chief Executive of SkillsFuture Singapore and concurrently Deputy Secretary (SkillsFuture) in MOE; and prior to that, the Coordinating Divisional Director of the Higher Education Group in MOE. Before his Public Service career, he started out in the Singapore Armed Forces (SAF), attaining the rank of Brigadier General after almost 25 years of service. His last 2 appointments in the SAF were Director of Military Intelligence/ Chief C4I and Commander of the 3rd Singapore Division.
Mr Ong currently serves on the Board of the Housing and Development Board, and the Advisory Board of Singapore Management University&rsquo;s College of Integrative Studies. He previously served in multiple Boards of various organisations &ndash; the Institute for Adult Learning, Workforce Singapore, Employment and Employability Institute Pte Ltd (e2i), Duke-NUS Medical School, Singapore Polytechnic, Ngee Ann Polytechnic, and ST Electronics. He was also previously Chairman for Sembawang Country Club.
Mr Ong received a Masters in Business Administration from INSEAD in 2010 and a Masters in Defence Studies from King's College London in 2006. He graduated from Stanford University in 1998 with Masters and Bachelor degrees in Electrical Engineering.
Ms Pearlyn Phau Yee Meng 
Group Chief Executive Officer, Singapore Life Holdings Pte. Ltd.
 Ms Pearlyn Phau was appointed as a member of the HDB Board in October 2022. Ms Phau is Group Chief Executive Officer and Executive Director of leading homegrown financial services company Singapore Life Holdings Pte. Ltd., formed by the merger of Singlife and Aviva Singapore. She leads Singlife&rsquo;s strategy, innovation and business efforts to deliver a better way to financial freedom for customers and the financial services industry.
 Ms Phau cut her teeth in wealth management, digital and retail banking and has amassed over three decades of experience in the financial services field. She is well-respected amongst industry peers for being a strong leader with a digital-first mindset and having an exceptional track record of leading key strategies and business transformation initiatives.
 Prior to her current appointment, she held several senior executive roles in DBS Singapore and the region.
 Ms Phau is a Chartered Financial Analyst and holds a BA in Economics and Statistics from the National University of Singapore. She sits on the advisory board of the Singapore Management University's Lee Kong Chian School of Business.
Mr Wendell Wong Hin Pkin 
Director, Dispute Resolution; Co-Head, Investigations; Co-Head, Criminal Law Practice, Drew &amp; Napier LLC
 Mr Wendell Wong was appointed as a member of the HDB Board in October 2022. Mr Wendell Wong is a Director in the Disputes Resolution Department and Co-Head of the Investigations and Criminal Law Group, Drew &amp; Napier LLC.
 Mr Wendell Wong is a founding board member of the Board of Governors of NTUC Foundation Limited.
 Mr Wong is a member on the Criminal Procedure Rules Committee chaired by the Honourable Chief Justice Sundaresh Menon and was also appointed as a member of the Penal Code Review Committee by the Ministry of Home Affairs and Ministry of Law.
 Mr Wong was the immediate past Chairman of the Criminal Practice Committee, Law Society of Singapore and was a member of the Criminal Legal Aid Steering Committee, Singapore Academy of Law. Mr Wong is on the Membership Committee of the International Bar Association, and he is also the Regional Representative for Asia Pacific of the International Bar Association, Anti-Corruption Committee. He is a panel member for Disciplinary Matters, Law Society of Singapore.
 Mr Wong is a strong advocate for pro-bono work and access to justice. He is a volunteer lead counsel in the Supreme Court&rsquo;s Legal Assistance Scheme for Capital Offences (LASCO).
 Prior joining Drew &amp; Napier in 2000, Mr Wong was appointed as a Deputy Public Prosecutor / State Counsel with the Attorney General's Chambers.
 He served as member on the Board of Governance of Methodist Welfare Services from 1 October 2010 to 18 September 2021. Mr Wong is also a member of MILK (&ldquo;Mainly I Love Kids&rdquo;) Fund.
 In 2020, Wendell was appointed a non-executive independent director on the board of GSH Corporation Limited. Chambers Global ranks Wendell as a leading practitioner in dispute resolution and commends his regional work related to the US Foreign Corrupt Practices Act ("FCPA"). Chambers Global describes him as renowned for his developed understanding of the Indonesian legal system. The Asia Pacific Legal 500 also ranks Wendell high in the area of dispute resolution. Who&rsquo;s Who Legal recognises Wendell as one of the top Business Crime Defence, Investigations and Commercial Litigation lawyers in Singapore. Wendell is also listed as a Global Elite Thought Leader in Thought Leaders Global Elite: Investigations 2022 and 2023. Wendell was selected as the Best Lawyer of the Year 2023 for Criminal Defence in a peer review by Best Lawyers publication.
Dr Wong Sweet Fun 
Senior Consultant, Geriatric Medicine 
Khoo Teck Puat Hospital &amp; Yishun Health
Dr Wong Sweet Fun was appointed as a member of the HDB Board in October 2022. Dr Wong is a senior consultant geriatrician at Khoo Teck Puat Hospital and Yishun Health. 
She was the Deputy Chairman, Medical Board (Community Care &amp; Population Health), where she worked with the community and partners to improve the health and care of residents living in Yishun and Sembawang.
She was awarded the Healthcare Humanity Award in 2013, the Public Administration Award (Bronze) in 2016, and the Public Service Transformation Award (Exemplary Leader Award) in 2020.
Mr Zakir Hussain 
Associate Editor, The Straits Times, SPH Media Limited
Mr Zakir Hussain was appointed as a member of the HDB Board in October 2022. Mr Zakir is Associate Editor at The Straits Times.
 He has reported on politics and elections in Singapore, Malaysia, and Indonesia, as well as on regional developments.
 He has had stints as a political correspondent and Indonesia Bureau Chief, as well as Political Editor, Foreign Editor, News Editor, and Singapore Editor.
 Mr Zakir is also a vice-president of the Singapore Press Club.
 He has a Bachelor's degree in history and politics from Oxford University and a Master's degree in journalism from Columbia University, both obtained on SPH scholarships.
Mr Chua Eu Jin 
Head, Institutional Relations (Southeast Asia), Temasek International Pte Ltd
Mr Chua Eu Jin joined Temasek in 2007 and is the Head,&nbsp;Institutional Relations (Southeast Asia). Between 2016 and 2018, he was based in Temasek&rsquo;s US offices and was responsible for establishing the Washington DC office. More recently, he was based in Temasek&rsquo;s Brussels office in 2022&nbsp;&ndash;&nbsp;2023.
Currently based in Singapore, Mr Chua manages a team responsible for building and enhancing Temasek&rsquo;s institutional relations across South East Asia and globally. These comprise relationships with external stakeholders and thought-leaders, including governments, regulators, corporate and business partners, non-governmental organizations, the media and the public. He also has responsibility for assessing and managing strategic issues that impact Temasek.
Prior to joining Temasek, Mr Chua practised as an attorney in an English law firm in Hong Kong, Beijing and Shanghai, in the areas of Foreign Direct Investment (FDI) and cross border mergers and acquisitions; and represented MNC clients in their business activities. Mr Chua graduated Bachelor of Arts (Jurisprudence) from Oxford University, United Kingdom. He also holds a Masters of Science (Law &amp; Accounting) from the London School of Economics, United Kingdom. As an attorney, he is licensed to practice law in New York, England, Hong Kong and Singapore.
Ms Ho Hern Shin 
Deputy Managing Director, Financial Supervision, Monetary Authority Singapore
Ms Ho Hern Shin is the Deputy Managing Director in charge of Financial Supervision at the Monetary Authority of Singapore. She oversees the regulatory policy development for and supervision of the banking, insurance, capital markets, and payments industries in Singapore.&nbsp;
Ms Ho holds a BSc degree in Monetary Economics from the London School of Economics in the UK. She was awarded the Public Administration Medal (Silver) in 2016.
Mr Jason Leow Juan Thong 
Advisor, CapitaLand Group Pte Ltd; Former CEO, CapitaLand Development
Mr Jason Leow is an Advisor at CapitaLand Group Pte Ltd. Prior to his retirement from CapitaLand in June 2023, he spent a total of 29 years with the CapitaLand Group. His career with CapitaLand started in 1994 and his last appointment with the Group was Chief Executive Officer &ndash; CapitaLand Development Ltd.
Mr Leow spent 13 years in China from 2001 to 2014. He was CEO CapitaLand China in 2010 and returned to Singapore in 2014 as CEO CapitaLand Retail Group. In 2017, he was appointed the Group Chief Operating Officer and subsequently appointed as President Singapore and International.
Mr Leow is an accountant by training and is a member of the Institute of Singapore Chartered Accountants. He holds an Executive Master of Business Administration from Fudan University and in 2007, he attended the Advanced Management Program at Harvard Business School.
Mr Leow serves on the board of NTUC U Care Fund as Chairman, Board of Trustees. He is also a board and Audit Committee member of UOBKayHian Ltd.
Brigadier-General&nbsp;John Nehemiah Samuel 
Commander, Joint Intelligence Command,&nbsp;Digital and Intelligence Service, Singapore Armed Forces
Brigadier-General&nbsp;John Nehemiah Samuel is the Commander, Joint Intelligence Command in Digital and Intelligence Service of the Singapore Armed Forces. He is an Unmanned Aerial Vehicle (UAV) Pilot by training. His previous appointments in the Singapore Armed Forces include Commander UAV Command in the Republic of Air Force, Head Force Transformation Office in the Joint Plans and Transformation Department, and Commanding Officer of 119 Squadron. BG John also served a secondment in the Ministry of Trade and Industry as the Director, Enterprise Development Division.
BG John graduated from the University of Oxford with a Bachelor's degree in Philosophy, Politics and Economics. This was followed by a Masters in Middle East Politics at the School of Oriental and African Studies, University of London. He attended the Goh Keng Swee Command and Staff College, graduating as the valedictorian of his cohort. Outside of work, BG John enjoys volunteering in the community as a mentor in the Boys&rsquo; Brigade.
Mr Melvin Yong Yik Chye 
Assistant Secretary-General, National Trades Union Congress
Mr Melvin Yong is the Assistant Secretary-General of the National Trades Union Congress (NTUC) and Director of NTUC Care Division. He is concurrently the Executive Secretary of the Built Environment and Urban Trades Employees&rsquo; Union (BATU). Mr Yong is also an Adviser to the Housing &amp; Development Board Staff Union (HDBSU) and the Attractions, Resorts &amp; Entertainment Union (AREU).
As a passionate advocate for workplace safety and health, Mr Yong sits on the national Workplace Safety and Health Council and chairs the Council&rsquo;s Engagement and Outreach Committee. He is also a member of the Multi-Agency Workplace Safety and Health Taskforce (MAST).
Mr Yong is an elected Member of Parliament for the Radin Mas Single Member Constituency and chairs the Tanjong Pagar Town Council.
Mr Yong is President of the Consumers Association of Singapore (CASE) and chairs the Consumer Protection Review Panel. He is also a board director of the Financial Industry Disputes Resolution Centre (FIDReC) and a member of the Multilateral Healthcare Insurance Committee (MHIC).
