<p><sup>1</sup> <em>From 10 January 2026, tenderers are no longer required to propose budget meals as part of their PQM tender proposal.</em></p>
<p><sup>2</sup> <em>For rental eating houses tendered before 10 January 2026 and currently operating in their first tenancy term, operators will not receive the 5% discount for the first tenancy term. This is because the operators would have already factored in the cost of providing budget meals in their tender bids. After the first tenancy term, operators will receive the 5% rental discount if they continue to offer budget meals.</em><br />

            <p>For operators that are currently not part of the budget meal scheme, they must provide a minimum of 3 budget meals and 2 budget drinks (i.e. 1 economy rice (with 2 vegetables dishes and 1 meat), 1 halal meal, and 1 breakfast item, as well as 2 budget drinks).<br />

            For existing budget meal operators, they can choose to provide 4 budget meals and 2 budget drinks or transition to the revised requirements of 3 budget meals and 2 budget drinks.</p>

<p>We will reach out to operators prior to tenancy renewal. Operators who choose to offer budget meals at tenancy renewal must do so for the full tenancy period.</p>
