Eligibility criteria for adding a new occupier

Subsidised flats

These are flats bought from HDB, resale flats bought with the CPF Housing Grant, and DBSS flats purchased directly from the developer.

Eligibility Criteria Subsidised Flats
Relationship of occupiers to flat owners Proposed occupiers must be your immediate family members. They can be your:
  1. Spouse
  2. Children or adopted children
  3. Parents or parents-in-law
  4. Siblings
Citizenship of occupiers
  • Proposed occupiers can be Singapore Citizens (SC), Singapore Permanent Residents (SPR)# or non-citizens
  • Proposed essential occupiers who are non-citizens must hold valid passes (e.g. social visit pass, work pass) with a validity period of at least 6 months at point of application.
Income of occupiers If you have not completed the required Minimum Occupation Period (MOP)^ for your flat
  • If the proposed occupiers are your spouse, parents, or grandparents, their income need not be assessed
  • Proposed occupiers who are your children, adopted children and siblings, need to have their income assessed
  • The combined income of proposed occupiers and the rest of the family must not exceed the income ceiling stipulated for the purchase of a flat direct from us
If you have completed the required MOP for your flat
  • Income of proposed occupiers need not be assessed
Occupiers’ ownership of private property If you have not completed the required MOP for your flat
  • Proposed occupiers must not have an interest in any private property
  • Proposed occupiers can be ex-owners of private property (including pre-war flats)
If you belong to an SC household (a household consisting of at least one SC owner) and have completed the required MOP
  • Proposed occupiers can be the owners of private property
If you belong to an SPR household (a household without any SC owner) and have completed the required MOP
  • Proposed occupiers must not have an interest in any local private residential property

#Where all the flat owners are SPRs, the proposed occupiers must have obtained the Permanent Resident status for at least 3 years.

^ You can login to My HDBPage with your Singpass and check if you have met the MOP for your flat, under My Flat > Purchased Flat > Flat Details and Minimum Occupation Period (MOP). 

 

Non-subsidised flats

These are resale flats bought without the CPF Housing Grant.

Relationship of occupiers to flat owners Proposed occupiers must be your immediate family members. They can be your:
  1. Spouse
  2. Children or adopted children
  3. Parents or parents-in-law
  4. Siblings
Citizenship of occupiers
  • Proposed occupiers can be Singapore Citizens (SC), Singapore Permanent Residents# (SPR) or non-citizens.
  • Proposed essential occupiers who are non-citizens must hold valid passes (e.g. social visit pass, work pass) with a validity period of at least 6 months at point of application.
Income of occupiers Income of proposed occupiers need not be assessed.

Eligibility criteria for removing an occupier

You can remove the names of the existing occupiers from the flat if they are no longer staying in the flat and if it does not affect your eligibility to retain the flat under the eligibility scheme.

For example, the removal may mean that you no longer fulfil the criteria of a family nucleus, rendering you ineligible to retain your flat under the eligibility scheme.
