CPF Housing Grants for DBSS Flats
These are the CPF housing grants available for Design, Build and Sell Scheme (DBSS) flat purchases from developers:
You and any co-applicants must be eligible for the grants at the point of booking the DBSS flat.

A first-timer household may be eligible for 1 of the following:
EHGs are available for eligible first-timer households where at least 1 applicant has worked continuously for 12 months prior to the DBSS flat application, and is still working when the DBSS flat application is submitted.

Flat must have sufficient lease to cover the youngest buyer and spouse/ fiancé(e) to the age of 95 to qualify for the full EHG. Otherwise, the EHG will be pro-rated.

The PHG helps families who want to buy a DBSS flat to live with or near their parents, or child. Eligible singles will also enjoy the PHG if they buy a DBSS flat to live with or near their parents'. The PHG is applicable to both first-timers and second-timers.

You can apply for the Citizen Top-Up of $10,000 when a qualifying member of your SC/ SPR household obtains Singapore citizenship. You need to submit your application to HDB within 6 months of being eligible for it.

The EHG amount received depends on the average gross monthly household income for the 12 months prior to you submitting your flat application. Applicants with lower household incomes will receive a larger grant amount.

CPF housing grants are fully credited into the CPF Ordinary Accounts of eligible Singapore Citizen (SC) applicants. No cash is disbursed.

The grant cannot be used for the minimum cash downpayment (if any) and monthly mortgage instalment payments.
If you are buying the DBSS flat with a bank loan, the grant will also be included in the computation of withdrawal of CPF savings (up to applicable limits).

Take a look at an example on getting CPF Housing Grants for DBSS flats.
Mr and Mrs A (both Singapore Citizens) are first-timers who have booked a 4-room DBSS flat from a developer on 11 September 2019. Their gross monthly household income at the time of application was $4,000. They had also been continuously employed for the past 12 months prior to their application, and drew an average gross monthly household income of $3,500 for that 12-month period.
