Applicants may be eligible for the various priority schemes. Nevertheless, to manage repeated non-selection of flats which will deprive other applicants who are in urgent need to buy a flat, application restrictions apply if you choose not to book a BTO or SBF flat twice after successfully balloting for it. You can refer to our priority schemes section for more information.
New launches for Executive Condominium (EC) units will also be published on our website. As these developments are marketed and sold by the developers, you will need to approach them directly for your purchase.
The BTO system is designed to be responsive to housing demand and offers you flexibility in location and timing. A BTO sales launch typically offers a range of flat types across a few towns.
The flat types offered are typically 2-room Flexi, 3-, 4-, 5-room flats, and 3Gen flats. You can apply for your preferred flat and town, and balloting will be conducted to determine whether your flat application is successful. First-timer applicants enjoy higher priority for new flats.

We will allocate more new flats to first-timers as they have a more pressing need for a home.
In cases where the applicants comprise a first-timer and second-timer, the couple will be treated as a first-timer family, with the same priority benefits and privileges.
Priority schemes such as the Parenthood Priority Scheme (PPS), Married Child Priority Scheme (MCPS), Assistance Scheme for Second-Timers (Divorced/ Widowed Parents) (ASSIST) etc, are also available to increase your chances of getting a flat.
From the November 2015 sales launch, at least 40% of the 2-room Flexi flats will be set aside for elderly applicants (subject to a minimum of 100 units for each BTO project). Within this, half (20%) will be set aside for eligible elderly under the Senior Priority Scheme. Elderly applicants who are unsuccessful under the elderly quota but qualify to buy a 99-year lease 2-room Flexi flat, will be included in a second round of balloting alongside non-elderly applicants for the balance flat supply. Any unused elderly quota will be distributed amongst the other households.

An application is only considered unsuccessful if the applicant is not invited to select a flat, e.g. not successful in the ballot, or the flats were all taken up before your queue number was due. Additional chances are not given for BTO sales launches in mature estates as the supply of these flats is limited.
SBF sales launches give you the opportunity to apply for balance flats from earlier BTO sales launches, surplus Selective En bloc Redevelopment Scheme (SERS) replacement flats, repurchased flats, etc
This sales launch usually offers you a wide range of flat types, locations, and prices. The flat types offered are typically 2-room Flexi, 3-, 4-, 5-room, Executive flats, and 3Gen flats. In addition, the flats are usually already under construction, or near completion.
There is often a very strong interest in SBF units, and the chances of getting a flat can be slim. If you are not successful in your SBF application, we recommend that you apply for a new flat through our BTO system.

If there are fewer than 20 units available for public application, all of the flats will be set aside for first-timer applicants. Second-timer applicants will only be invited to select a flat if there are any flats remaining after all of the first-timers have been invited to select a flat.

Flat buyers can apply online anytime and receive a queue number for flat booking on a first-come-first-served basis, and book a flat as early as the next working day, where possible. This option enables more home seekers to move into their homes earlier.
A fresh supply of flats will be made available for open booking twice a year. To allow time for the preparation, online applications will be suspended prior to each inject of fresh supply of flats.
DBSS flats are built and sold by private developers, with better designs and finishes. When a DBSS flat development is launched, the developer will manage the marketing and sales.
ECs are built and sold by private developers, and are comparable to private condominiums in terms of design and facilities. ECs are attractive options for higher-income Singaporeans.
New ECs are launched by the developers, and you can contact them directly if you wish to buy one.

Please check these eligibility conditions for buying an EC unit. You need to engage a solicitor to handle conveyancing matters. Do also arrange with a bank for financing and check with CPF Board on the use of your CPF money to pay for the EC.
EC owners can put up their unit for sale on the open market once they have met the minimum occupation period from the date of Temporary Occupation Permit (TOP).
If you are looking to purchase an EC unit on the open market, please check if you meet the following eligibility conditions. Please note that these are considered private properties and the resale transaction will be completed at your solicitors' office, not at HDB.
Private property buyers are not eligible for an HDB loan or any CPF housing grants; second-timers are not required to pay a resale levy when buying an EC unit on the open market.
