Booking of Flat

You will be invited to book a flat based on your balloted queue position.

We will notify you of your flat booking appointment about 2 weeks before the appointment date. You may then view the invitation package on My HDBPage using your Singpass. The package will contain the flat list and the documents to bring along for the appointment.

You have to attend the flat booking appointment personally. If you are unable to attend the appointment, you will have to complete the authorisation form given in your invitation package and have your representative submit it to us during your booking appointment.

Option fee

You will have to pay an option fee when you book a flat. The amount payable is based on the flat type booked.

The option fee will form part of your downpayment.

Documents required

An overview of the documents required at flat booking.

Submit the following documents of all persons listed in your flat application via MyDoc@HDB prior to your appointment. If you have issues doing so, you may bring the documents when you attend the appointment to book a flat.

Identity documents

  • Identity Cards (ICs)^ of all listed applicants/ occupants
    • If you are employed, or serving National Service under the Singapore Armed Forces/ Civil Defence/ Police Force, you will need to log on to the Singpass app to facilitate verification of your digital IC
  • Passport for non-citizens
  • Birth certificate(s)^ of your child(ren)

Income documents

Prepare the required documents based on the nature of employment as listed below. If you are applying for the following housing grants, more income documents will be required. Please refer to:

Note: If your income includes allowances, we will require 6 months’ payslips preceding the month of application.
  • Assessment is based on the average gross monthly income, which:
    • Excludes bonuses and income earned from ad hoc overtime work
    • Includes allowances (fixed/ variable) received on a regular basis (e.g. allowances for food, transport, laundry, uniform, etc.)
  • If you are employed full-time but on no-pay leave for less than 6 months, we will consider you as employed and use your last drawn pay for assessment. If you are on no-pay leave for 6 months or more, your income will not be considered in the assessment
  • Notice of Assessment (NOA) from the Inland Revenue Authority of Singapore (IRAS) will not be accepted

Self-employed person

(including private hire drivers, stallholders, etc.)

  • Latest NOA from IRAS or Statement of Annual Accounts certified by an audit firm

  • If unemployed for less than 3 months, the following documents are required:
    • Income proof for the preceding month(s) from the previous employer stating gross monthly income and last day of service
    • Latest 15 months’ CPF contribution history
  • The undertaking for applicants/ occupiers to affirm their average gross monthly income can be found in the invitation package for flat selection. Applicants/ occupiers will have to complete the undertaking and submit it at the flat booking appointment
  • If the applicant/ occupier is not in Singapore, he/ she may complete the undertaking and arrange for a proxy to submit it at the flat booking appointment

Optional Component Scheme (OCS)

The OCS is a flexible, opt-in scheme that caters to the needs of different flat buyers. It gives you the added convenience of having your home closer to move-in condition when you collect your keys.

OCS is offered to buyers of new flats offered in a Build-To-Order exercise for added convenience. You may opt in for OCS at the flat booking appointment. The cost of the optional components will be added to the flat price.

For projects built using the Prefabricated Prefinished Volumetric Construction method, the flats will come with full floor finishes, internal doors, and sanitary fittings. Hence, the OCS is not applicable to these projects.

These flats are designed for seniors and will be fitted with grab bars. Apart from the sanitary fittings and floor finishes, you can also opt in for senior-friendly fittings, which is offered as one package.

Deferred Income Assessment

Young couples may apply for a flat first and defer the income assessment for the Enhanced CPF Housing Grant (EHG) and HDB housing loan.

Couples who fulfil the eligibility conditions may have their income assessed nearer to their key collection appointment for the EHG and HDB housing loan.

Eligible applicants may apply during the flat booking appointment.

Eligibility conditions

Student/ NSF status

Both parties of a couple must:

  • Be full-time students or National Servicemen (NSF); and/ or
  • Have completed full-time studies or National Service (NS) within the last 12 months prior to the flat application.

You have to provide the following documents to verify your status when booking a flat:

Marital status The couple must be married or are applying for a flat under the Fiancé/ Fiancée Scheme.
Household status One party must be a first-timer.
Income assessment

The income assessment for EHG and HDB housing loan will be carried out at the following points:

You can make use of the Staggered Downpayment Scheme and pay the required downpayment in two instalments:

  • First instalment of downpayment at signing of Agreement for Lease
  • Balance at key collection

Application for Enhanced CPF Housing Grant (EHG)

To apply for the EHG, you have to submit the relevant income documents of all the persons (co-applicants and occupiers) listed in the flat application.

The income documents required for the EHG application will depend on the nature of your employment. We may also for request further documentation if needed.

For young couples buying a flat, you may wish to find out if you are eligible for the deferred income assessment.

Usage and distribution of EHG

The EHG can be used to:

  • Offset the purchase price of the flat
  • Reduce the housing loan required for the flat purchase

The EHG will be fully credited into the CPF Ordinary Accounts of eligible Singapore Citizen (SC) applicants. It will not be paid in cash.

If you are buying the flat with a housing loan from a financial institution, the grant will be included in the computation of withdrawal of CPF savings (up to the applicable limits). The grant cannot be used for the minimum cash downpayment (if any) and monthly housing loan instalment payments.

Usage and distribution of Step-Up CPF Housing Grant

The Step-Up CPF Housing Grant can be used to:

If you are buying the flat with a housing loan from a financial institution, the grant will be included in the computation of withdrawal of CPF savings (up to the applicable limits). The grant cannot be used for the minimum cash downpayment and monthly housing loan instalment payments.
