The HIP comprises 3 components &ndash; Essential Improvements (necessary for public health and safety), Optional Improvements, and Enhancement for Active Seniors (EASE) Improvements:

<h5>Clothes drying rack</h5>
HDB will determine the type of clothes drying rack for your flat based on the building&rsquo;s technical design and structure, the flat&rsquo;s configuration and features, and other site conditions. As a result, there may be different types of drying racks within your neighbourhood.
Under HIP, we will only provide a new clothes drying rack to replace existing pipe sockets in a flat. If there are no existing pipe sockets, a clothes drying rack will not be provided.
<h5>Main door</h5>
The type of main door to be offered, i.e. fire-rated or non-fire-rated, will depend on the requirements from SCDF.

Scope of HIP Works

Payment is required only after all the upgrading works have been completed. We will send you an invoice for your share of the upgrading costs.
Singapore Citizen households do not need to pay for the Essential Improvements, as these will be fully paid for by the Government. These households will only need to pay for the Optional and EASE improvement items chosen.

Cost of HIP and EASE

Upgrading works
for the first block in your precinct are expected to commence in 4Q
2025 about 4 months after the successful poll. To help you prepare for the
upgrading works, here is the tentative schedule for your precinct:

We will notify you in writing twice - 1 month before works commence, and 2
weeks before works commence. We will also call you 3 days before the upgrading works in your flat commence.

Schedule of HIP works for your precinct

Before the upgrading works commence, the HIP project team will contact you to carry out a condition survey
to:
<ul>
 <li>Record your flat&rsquo;s existing conditions.</li>
 <li>Check and remove loose spalling concrete and mark out the spalled areas for repair. To minimise
 inconvenience, repairs will be done alongside other improvement works.</li>
 <li>Check for existing toilet ceiling leaks. The consultant will investigate, confirm the source of the leak,
 and advise you accordingly.</li>
 <li>Advise you on the number and locations of grab bars and ramps to be installed in your flat and take wrist
 height measurements for the grab bar installation.</li>
 <li>Check if your existing water heater&rsquo;s wiring complies with the regulations. We will inform you if
 the rewiring of your heater is required as part of the reinstatement works under the toilet upgrading. If
 you choose not to rewire the circuitry, your existing water heater, its piping, and electrical circuit in
 the toilet will not be reinstated after the toilet upgrading. If you opted out of toilet upgrading and the
 wiring does not comply with the regulations, we will advise you to opt in for the rewiring for your existing
 heater at a subsidised cost.</li>
 <li>Check the fire requirements for your flat&rsquo;s main entrance and confirm the type of main door
 offered.</li>
</ul>
If you opt out of toilet upgrading, the HIP project team will contact you to arrange for a water test for your
toilets before works commence:
<ul>
 <li>This test is to ensure there are no leaks to the flat below. Your toilet does not need to be upgraded if
 it passes the water test. However, if there is an existing leak or a leak is detected during the test, you
 will have to opt in for toilet upgrading.</li>
 <li>If you do not proceed with our water test or the toilet upgrading after a failed water test, you will be
 fully responsible for any ceiling leaks to the lower floor flat for 6 years. After this period, you and the
 lower flat owner(s) will be jointly responsible for any ceiling leaks, as per the Lease Agreement.
 </li>
</ul>
Additional points to note:
<ul>
 <li>We will need to remove your kitchen cabinet if it obstructs the soil/ waste discharge pipes that need to
 be replaced. You have to reinstate your kitchen cabinet at your own cost as it is not part of the upgrading
 works.</li>
 <li>To reinstate your kitchen cabinet or take up other related works outside the scope of HIP works, you may
 engage your own contractor or work out a private arrangement with the HIP contractor. This ensures that the
 HIP works in your flat are completed within 10 working days.</li>
 <li>If you are working out a private arrangement with the HIP contractor, agree on the scope and cost of such
 works with the HIP contractor in writing at the HIP Information Centre before works commence. </li>
 <li>Contractors and their workers are not allowed to solicit works directly from residents. Please report any
 such incidents to the HIP Information Centre.</li>
</ul>

Preparing for your flat’s HIP works

The HIP works will take about 24 months to complete after the announcement of the successful
poll. A HDB Project Director will lead and manage the HIP project team comprising a main contractor
and consultants:
