<p>The HIP works will take about 16 months to complete after the announcement of the successful poll. An HDB Project Director will lead the HIP project team comprising a main contractor and consultants, and manage the HIP project. The details of the contractor and consultants are as follows:</p>

HIP Project Team

<p>
HIP comprises Essential Improvements which are necessary for public health and safety, Optional Improvements,
and Enhancement for Active Seniors (EASE) Improvements. Here are the works covered under each segment.

<p class="RTE_FootnoteLabel"><strong>**Type of clothes drying rack</strong></p>
<p class="RTE_FootnoteLabel">
HDB will determine the type of clothes drying rack that will be installed for your flat based on considerations
such as the technical design and structure of the building, the configuration and features of each flat, and other
site conditions. As a result, there may be different types of clothes drying racks within your neighbourhood.
</p>
<p class="RTE_FootnoteLabel">
Under HIP, new clothes drying rack will only be provided to replace the existing pipe sockets of a flat.
If there are no existing pipe sockets, a clothes drying rack will not be provided.
</p>
<p class="RTE_FootnoteLabel"><strong>***Type of main door</strong></p>
<p class="RTE_FootnoteLabel">
The type of main door to be offered, i.e. fire-rated or non-fire-rated, depends on the requirements from SCDF.
</p>

Scope of HIP Works

<p>Before the start of the upgrading works, the HIP project team will contact you to carry out a condition survey to:</p>
<ul>
    <li>Record your flat's existing conditions.</li>
    <li>
    Check and remove loose spalling concrete, and mark out the spalled areas for repair.
    To reduce inconvenience to you, the repair will be carried out in tandem with other improvement works.
    </li>
    <li>
    Check if there is an existing toilet ceiling leak. The consultant will investigate and confirm the source
    of the leak, and advise you accordingly.
    </li>
    <li>
    Advise you on the number and locations of grab bars and ramps to be installed in your flat,
    and take wrist height measurements for the grab bar installation.
    </li>
    <li>
    Check whether the wiring for your existing water heater complies with the regulations.
    We will inform you if the rewiring of your heater is required as part of the reinstatement works under
    the toilet upgrading. If you do not wish to re-wire the circuitry, your existing water heater,
    and its piping and electrical circuit inside the toilet will not be reinstated after toilet upgrading.
    If you opted out of toilet upgrading, we will advise you to opt in for the rewiring for your existing
    heater at a subsidised cost if its wiring is found not following the regulations.
    </li>
    <li>
    Check the fire requirements for your flat&rsquo;s main entrance and confirm the type of main entrance door
    that is offered.
    </li>
</ul>
<p>Here are additional things for you to take note of:</p>
<ul>
    <li>
    We will need to remove your kitchen cabinet if it obstructs the soil/ waste discharge pipes that need
    to be replaced. You have to engage your own contractor to reinstate your kitchen cabinet,
    or work out a private arrangement with the HIP contractor to do it for you.
    </li>
    <li>
    You may work out a private arrangement with the HIP contractor if you need their services to cover works
    that do not fall within the scope of HIP, but are related to it. For example, you may need the contractor
    to reinstate your kitchen cabinets, which is not part of the HIP works.
    This is to ensure that the HIP works are completed within your flat within 10 working days.
    </li>
    <li>
    You should agree on the scope and cost of such works with the HIP contractor in writing at the
    Information Centre before work commences.
    </li>
    <li>
    Contractors and their workers are not allowed to solicit works directly from residents.
    If you encounter this, please report it to the Information Centre.
    </li>
</ul>
<h3>Water Test</h3>
<p>
If you opt out of toilet upgrading, the HIP team will contact you before the commencement of works to
arrange for a water test at your toilets to ensure that there are no leaks to the flat below.
Your toilet does not need to be upgraded if it passes the water test. However, if there is already an existing
leak before the water test or if a leak is detected during the water test, you will be required to opt in
the toilet upgrading.
</p>
<p>
If you do not proceed with HDB's water test or the toilet upgrading (after the water test fails),
you will be fully responsible for any future ceiling leak to the lower floor flat for 6 years.
After the 6-year period, the upper and lower flat owners will be jointly responsible for any ceiling leak,
as required under the Lease Agreement.
</p>

Condition Survey & Water Test in Your Flat

<p style="margin: 9.4pt -2.3pt 0.0001pt 0cm; text-align: left; letter-spacing: normal;">Payment is required only after all the upgrading works have been completed. We will send an invoice to inform you on your upgrading cost share.</p>
<p style="margin: 9.4pt -2.3pt 0.0001pt 0cm; text-align: left; letter-spacing: normal;">All Singaporean Citizen households do not need to pay for the Essential Improvements as these will be fully paid for by the Government. You will only need to pay for the Optional and EASE improvement items that you have chosen.</p>

Cost of HIP and EASE

<p>The works in your flat will be carried out as follows:</p>

Tentative Block Schedule

<p>To help you plan for the HIP upgrading works in your flat, we will notify you in writing before carrying out the upgrading works. The first notice will be issued 1 month before commencing works, and another notice 2 weeks later.</p>
<p>We also will call you 3 days before starting the upgrading works in your flat.</p>
