About 10 ha, or 45% of the Sunset Way (also known as Maju Forest) study area, and about 12 ha, or 60% of the existing greenery at Gillman Barracks, will be set aside as greenery; with respective development footprints reduced.
Significant portions of greenery at both sites to be safeguarded as Nature Parks.
Revised conceptual plans for both sites are expected to yield a total of about 11,000 homes over the next decade. This comprises around 4,000 public housing units at Maju Forest, and around 7,000 homes at Gillman Barracks, of which about 5,500 are for public housing.

The Housing & Development Board (HDB) has revised the plans for the proposed housing developments at Sunset Way, also known as Maju Forest, and Gillman Barracks to set aside more land for greenery and reduce the development footprints at both sites. The review considered the findings of the environmental studies for both sites and the heritage study for Gillman Barracks, feedback from the public and stakeholder engagements, and broader planning considerations such as Singapore's housing needs and the availability of alternative sites.

2 Under the revised plan, the area retained as greenery at Maju Forest will increase from around 8 ha to about 10 ha, which is approximately 45% of the 23 ha site (up from approximately 35% in the original conceptual plan). The additional retained green area at the southern part of the site will result in a wider and more contiguous green area that will strengthen ecological connectivity within the site and along the Clementi Nature Corridor.

3 At Gillman Barracks, the area set aside for greenery will increase from around 8 ha to about 12 ha. This is approximately 60% of the 20 ha of existing greenery in the area (up from approximately 40% in the original conceptual plan). More of the existing forest around the hillock will be retained, providing a greener frontage towards Telok Blangah Street 31, while the north-south ecological corridor along Lock Road and Malan Road will be widened. These refinements will enhance the ecological connectivity within the Southern Ridges, as well as towards Berlayar Creek and Labrador Nature Reserve.

Decisions Guided by Science and Environmental Studies, Broader Planning Considerations and Informed by Public Feedback

4 These refinements are guided by the environmental studies undertaken for the two sites, as well as feedback gathered from public consultation and subsequent engagements. In reviewing the plans, agencies weighed the ecological importance of retaining more greenery against housing needs and other land use considerations, taking into account the circumstances of each site. The additional greenery areas were identified for retention as they can strengthen the long-term viability of the retained habitats and maintain ecological connectivity. To enhance nature conservation at these sites, the National Parks Board (NParks) will safeguard a significant portion of the greenery as Nature Parks (see Annex A).

5 During the public consultation period from 10 July to 6 August 2026, HDB received around 7,200 feedback submissions for Maju Forest and 2,300 for Gillman Barracks. In addition, around 1,000 stakeholders were engaged to better understand the concerns raised and hear from different segments of the community. This included engagement sessions held by the Ministry of National Development (MND) and agencies, with nature groups, youths, academics, planning and built-environment professionals, and the wider public. Residents living near Maju Forest and Gillman Barracks were also engaged through sessions organised by the local Grassroots Advisers, with support from the agencies.

6 A wide range of feedback was received, reflecting the diverse perspectives and different considerations involved in planning the two sites. There were concerns over the impact on greenery, including the loss of habitat and biodiversity, ecological connectivity, and the loss of the wider ecosystem services provided by the forests. There were also questions about whether more housing was required at the two sites, and suggestions to explore other brownfield sites, intensify existing developed areas, or reduce the proposed development footprints. For Gillman Barracks, many respondents highlighted its heritage, cultural and community value. There were also those who recognised the need for more homes in both areas so families can live closer to one another for mutual care and support.

7 Planning for national needs, including housing, nature and heritage, requires difficult but necessary trade-offs. As part of the planning process, agencies have reviewed vacant and brownfield sites in the surrounding areas, including the locations suggested by members of the public and residents. Each site was assessed based on its current and future planned uses, when it could be made available for redevelopment, and whether it could meet housing needs within the required timeframe. Some of these sites are already planned for housing and will contribute to future supply. Others are still needed for existing uses or will not be available within the timeframe in which homes are needed. They form part of the broader housing pipeline together with Maju Forest and Gillman Barracks, to meet housing demand from the 2030s. See Annex B for more details.

8 Housing demand in recent years continues to remain strong as the larger cohorts of Singaporeans born in the late 1980s and 1990s, when fertility rates were higher, are now at the age to buy their own flats. Housing demand is also driven by decreasing household sizes, as more couples, singles and seniors choose to have their own homes instead of staying with their extended families.¹

9 In reviewing the plans for Maju Forest and Gillman Barracks, agencies sought to strike the balance between developing the sites as sensitively as possible, while meeting the housing needs of Singaporeans.

10 With the refinements, the two sites are expected to yield about 11,000 homes over the next decade. This comprises around 4,000 public housing units at Maju Forest and around 7,000 homes at Gillman Barracks, of which about 5,500 are for public housing. These are estimates based on broad planning assumptions and will need to be further studied at the detailed design stage.

11 With more land set aside for greenery at both sites, HDB has incorporated plans to efficiently utilise the remaining development area to provide new homes, such as by building taller blocks. More details on the development plans, including housing mix and launch date, will be shared when ready.

A Larger, More Contiguous Green Area at Maju Forest

Revised conceptual plan for Maju Forest, with more greenery retained in the south of the study area.

12 Under the revised plan, the Proposed Retained Area (PRA) at Maju Forest will be enlarged from around 8 ha to about 10 ha. The additional green area to be retained sits at the southern part of the study area. Retaining a larger contiguous green area will provide a wider pathway to facilitate the movement of wildlife, including conservation significant species such as the Straw-headed Bulbul and Sunda Pangolin, between the eastern and western parts of the PRA, while conserving more flora of conservation significance, such as the Ficus apiocarpa and Macaranga griffithiana.

13 The enlarged PRA, which makes up approximately 45% (up from the previous ~35%) of the 23 ha site, will be safeguarded as a new Nature Park, with opportunities for the community to take part in habitat enhancement efforts to strengthen the area’s ecological resilience. The future estate will also incorporate biophilic landscaping with native plant species to augment the overall greenery, and this will be complemented by a new Nature Way along Brookvale Drive, featuring multi-tiered planting that would mimic the natural forest structure.

14 The existing Clementi Neighbourhood Park will continue to serve residents, alongside new community and commercial facilities within the future estate. When the Old Jurong Line Nature Trail is fully completed, residents will have more options for nature-based recreation within the wider Clementi Nature Corridor, which links the Rail Corridor to Jurong Lake Gardens.

More Greenery Retained at Gillman Barracks

Revised conceptual plan for Gillman Barracks, with more retained green areas in the eastern part of the site.

15 Under the revised plan, about 12 ha at Gillman Barracks will be set aside for greenery, up from around 8 ha under the original conceptual plan. This includes additional retained green areas in the eastern part of the site towards Telok Blangah Street 31. With this, the areas set aside for greenery in the future housing estate will be approximately 60% (up from the previous ~40%) of the 20 ha of existing greenery within the site. A larger green area will provide a wider buffer around the existing forest and further enhance the east-west ecological connection along the Southern Ridges, as well as the north-south ecological connection towards Berlayar Creek and Labrador Nature Reserve. These green areas in Gillman Barracks will also be incorporated into the upcoming Alexandra Nature Park, thus expanding the green area within the Labrador Nature Park Network.

Retained and new greenery in Gillman Barracks will provide continuous ecological connectivity within Labrador Nature Park Network.

16 NParks will enhance the Round Island Route along Alexandra Road to improve the north-south connectivity between the Rail Corridor and the Labrador Nature Park Network. Nature Ways will also be enhanced along Alexandra Road and Telok Blangah Road, with a new Nature Way along Telok Blangah Street 31, incorporating multi-tiered greenery to facilitate the movement of animals such as butterflies and birds through the area. These measures will intensify greenery along the edges of the Gillman Barracks site, strengthening ecological connectivity, improving accessibility, and providing additional shade for pedestrians and cyclists.

17 The revised plan will continue to retain the same 25 buildings identified for retention under the original conceptual plan, comprising buildings assessed to be of ‘Exceptional’ and ‘High’ heritage significance. These buildings will be retained in clusters along Preston Road, Lock Road and Malan Road, and can be repurposed for commercial uses and amenities that will serve existing and future residents. Agencies are also studying the possibility of retaining non-building artefacts, such as the military insignias of the Middlesex and Loyal Regiments. Together, the retained greenery and heritage buildings will help carry Gillman Barracks’ distinctive character and history into the future estate.

Next Steps and Environmental Safeguards

18 The revised conceptual plans will form the basis for the detailed planning and design of the sites. Development will take several years, as infrastructure and site preparation works must be carried out before the homes and supporting amenities can be built. Site works are expected to start from the second half of 2027 at Gillman Barracks, beginning with the demolition of buildings on the site, followed by land preparation works which are expected to commence in 2029. For Maju Forest, land preparation works are expected to commence from the first half of 2028, with public access to the site restricted once works begin. Prior to that, agencies may enter the site to carry out further studies, such as soil investigation works.

19 Before development works begin in the vegetated areas at both sites, an Environmental Management and Monitoring Plan will be put in place. It will set out measures to minimise the environmental impact of the works and protect the greenery and ecological features identified for retention. Environmental mitigation and monitoring measures will continue as the developments are implemented.

20 In the design of the future housing projects, lush plantings will be incorporated into the precinct areas, and environmental modelling applied to optimise wind-flow and orientate the HDB blocks for maximum ventilation effect. These climate-friendly designs and extensive precinct greenery, together with cool paint and materials that reduce heat absorption, will enhance thermal comfort for residents and climate resilience of the future housing estate.

21 More details on the feedback received, and how these have been considered by agencies in reviewing the plans, are set out in the Feedback Summary Reports. They are available on the HDB InfoWEB together with the revised environmental study report for Maju Forest and the revised environmental and heritage study reports for Gillman Barracks.

Building a City for People and Nature

22 Through long-term planning, the Government will continue to conserve and restore important habitats, strengthen ecological connectivity across the island, and expand Singapore’s network of parks, nature areas, waterways and nature corridors. We will also continue to integrate nature into our urban environment, so that our city remains both liveable and sustainable for current and future generations. This is how we will continue to realise our City in Nature vision: by building a city for both people and nature.

¹ In 2025, HDB received about 70,000 applications across three Build-To-Order (BTO) sales exercises for 19,723 flats offered islandwide. Recent projects in Clementi and Bukit Merah have drawn significant interest. Clementi Emerald received about 2,000 applications for 420 4-room flats, while Berlayar Rise received around 5,300 applications for 988 4-room flats.
