More than 6,000 new homes and a second “heart” around Caldecott MRT station planned as part of Toa Payoh’s next phase of rejuvenation

HDB has unveiled the master plan for Toa Payoh West, marking the next chapter in the continued rejuvenation of Toa Payoh, one of Singapore's earliest HDB towns. Toa Payoh West will be progressively developed over the coming decade, with more than 6,000 new homes, comprising mostly public housing, alongside some private housing. New homes, commercial, community and recreational amenities will come together to form a second heart for Toa Payoh, complementing the existing town centre in Toa Payoh Central. The plans were announced by Minister for National Development, Mr Chee Hong Tat, at the launch of the Toa Payoh West Master Plan Exhibition at HDB Hub on 31 October 2026.

2 As one of Singapore’s earliest HDB towns, Toa Payoh has undergone successive phases of rejuvenation to meet residents’ evolving needs. Major rejuvenation efforts included the Estate Renewal Strategy (ERS) in the 1990s, and the Remaking Our Heartland (ROH) programme in 2015. These brought new homes, enhanced commercial and recreational facilities as well as improvements to the living environment, while enabling residents to continue living in familiar surroundings. The next major development underway is the Toa Payoh Integrated Development near the existing town centre, which will bring together sports, healthcare and community facilities by 2030. The development of Toa Payoh West will build on this continuing transformation, marking the next major phase in the town’s rejuvenation.

Hillside Gardens in Toa Payoh West

3 Inspired by the area’s hilly terrain, the master plan envisions Toa Payoh West as a “Hillside Gardens” neighbourhood. A Central Green Valley, comprising a series of parks and precinct greens, will run through Toa Payoh West, forming a green spine that connects homes to key amenities such as Caldecott MRT station and the new shopping mall. The terrain will also shape the design of new housing developments, with building heights stepping down towards the Central Green Valley and lower-rise developments and open spaces interspersed among taller residential blocks to evoke a varied hillside landscape. Together, these design features will give Toa Payoh West a distinctive character while providing residents with accessible spaces to enjoy nature and outdoor activities.

A Second Heart for Toa Payoh

4 A new cluster of commercial, community and recreational amenities around Caldecott MRT station will come together to form a second heart for Toa Payoh, complementing the existing town centre in Toa Payoh Central. At the heart of the area will be a new mixed-use development integrating homes with Toa Payoh’s first shopping mall, offering more retail and dining options. Plans for a school in the area are also being studied. Together with existing markets and heartland shops across Toa Payoh, these new developments will offer residents more choices for shopping, dining and recreation.

use development and a supermarket, shops, fast food restaurant and a food court at the upcoming
BTO development, Toa Payoh Hillside.

5 In front of the mixed-use development, there will be a plaza space that connects to a new 1.2-hectare wellness park, creating a welcoming space for residents of all ages to gather, exercise and relax. Families with young children can look forward to nature-themed playgrounds, while adults and seniors can keep active at the jogging track and fitness stations that will be equipped with facilities designed to improve seniors’ strength, mobility and balance. Quieter spaces such as a butterfly trail, sensory alcove and rain gardens will offer opportunities for residents to unwind and enjoy nature.

A Well-Connected Neighbourhood

6 To better connect the Toa Payoh West neighbourhood with the rest of Toa Payoh, a 15m-wide, tree-lined community corridor will provide a shaded, car-free walking route between Caldecott MRT station and Lorong 1 Toa Payoh. Complementing the Central Green Valley, the corridor will feature pockets of seating and greenery for residents to rest and interact.

7 Residents of Toa Payoh West will also benefit from convenient public transport connections through Caldecott MRT station, served by the Circle and Thomson-East Coast Lines, as well as the nearby Toa Payoh MRT and bus interchange. The upcoming North-South Corridor will further enhance connectivity, while creating opportunities for improved walking and cycling connections and more greenery at street level.

First BTO Development at Toa Payoh West

8 The first BTO project under the Toa Payoh West master plan, Toa Payoh Hillside, will be launched in the November 2026 BTO sales exercise, offering about 1,600 flats next to Caldecott MRT station. Across five residential blocks ranging from 31 to 43 storeys in height, the development will comprise 590 2-room Flexi flats, 580 4-room flats, 260 Community Care Apartments (CCAs) ¹and about 230 public rental flats. Residents will also enjoy convenient access to amenities within the development, including a supermarket, shops, and a food court.

9 The CCAs to be offered in Toa Payoh Hillside will be the first in Toa Payoh. The CCAs will provide seniors with another housing option to live independently while having access to care services and support. From the November 2026 BTO sales exercise, the eligibility age for CCAs will be lowered from 65 to 55 years old, giving seniors more housing options and more time to plan ahead.

10 The CCA block will be directly connected to an Active Ageing Centre, Residents’ Network Centre and precinct pavilion, with sheltered access to Caldecott MRT station. Senior-friendly features, including coloured wayfinding cues and grab bars along common corridors, will also help residents move around more safely and confidently. These features will support seniors in maintaining an active and independent lifestyle while remaining connected to the wider community.

The Next Chapter for Toa Payoh

11 As Toa Payoh West progressively takes shape over the coming decade, the new homes, amenities and community spaces will complement the existing town and create more opportunities for residents to live, play and connect. Together with ongoing rejuvenation efforts across Toa Payoh, these plans will help ensure that the town continues to meet the needs of current and future generations.

12 Members of the public can find out more about the plans for Toa Payoh West at the exhibition at HDB Hub Level 1 Gallery from 31 October to 2 November 2026. Following the launch exhibition, selected exhibits on the Toa Payoh West Master Plan will remain on display at the same space until mid-2027.
