First Build-To-Order (BTO) sales exercise since household income ceilings were raised to $16,000 for families and $8,000 for singles
Sixth Community Care Apartment (CCA) project launched in Toa Payoh, with the eligibility age lowered from 65 to 55 years old

HDB launched 7,964 flats across seven projects in Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun for sale today under the November 2026 BTO exercise. This is the first sales exercise since the monthly household income ceilings were raised to $16,000 for families and $8,000 for singles, allowing more home buyers to access affordable public housing options.

2 Including the November 2026 BTO exercise, HDB has launched 23,928 new flats in 2026, comprising 19,608 BTO flats and 4,320 flats offered under the Sale of Balance Flats (SBF) exercise.

Wide Selection of Affordable Flats for Different Budgets and Needs

3 This exercise offers a wide selection of flat types, from CCAs and 2-room Flexi flats to 3Gen flats, to meet the diverse housing needs and budgets of Singaporeans. Flat buyers looking to move into their homes sooner may consider the 1,310 Shorter Waiting Time (SWT) flats at Sembawang Anchor, which have wait times of less than three years. The remaining six projects have wait times of less than four years.

4 Of the seven projects on offer, three are Standard projects in Sembawang, Tengah and Yishun, another three are Plus projects in Bedok and Geylang, while the remaining project is a Prime project in Toa Payoh. See Table 1 for the projects and their classification.

Classification	Project	Town

Additional Subsidies for Plus and Prime Flats

5 All new flats are priced with significant market discounts through government subsidies to ensure affordability for home buyers. On top of these market discounts, Plus and Prime flats, which command higher market values due to their more favourable locational attributes, receive additional subsidies. This ensures that HDB flats in better locations remain affordable and accessible for a wider group of home buyers, and public housing remains inclusive across different parts of Singapore.

6 Hence, Plus and Prime flats come with more stringent restrictions, including subsidy recovery upon resale. When owners of Plus and Prime flats sell their flats after fulfilling the 10-year Minimum Occupation Period (MOP), they are required to pay HDB a percentage of the resale price or valuation, whichever is higher. The subsidy recovery rates are commensurate with the additional subsidies provided for each project. The subsidy recovery rates for the respective projects are set out in Table 2.

Table 2: Subsidy Recovery Percentages for Plus and Prime Projects in November 2026 BTO Exercise

Classification	Project	Subsidy Recovery Percentage
Plus	Merpati Meadow	8%
	Bayshore Sails	9%
	Bayshore Oasis	9%
Prime	Toa Payoh Hillside	11%

Housing Options for Different Household Incomes

8 Interested flat applicants will be able to choose from a wide selection of flats to suit their budgets and preferences. The following examples illustrate the housing options that households at different income levels can afford, based on typical selling prices.

a. First-timer Families/Couples

Eligible FT families with a monthly household income of $4,000 can receive an EHG of $80,000. They may service the monthly mortgage payments of a 3-room or 4-room flat in any of the Standard projects using their CPF contributions, with little or no cash payment.
Eligible FT families with a monthly household income of $7,000 can receive an EHG of $30,000. They may service the monthly mortgage payments of a 3-room flat in any of the Standard projects or the Plus project at Bayshore, or a 4-room/5-room flat in any of the Standard projects using their CPF contributions, with little or no cash payment.
Eligible FT families with a monthly household income of $9,000 can receive an EHG of $5,000. They may service the monthly mortgage payments of a 3-room flat in any of the Standard projects or the Plus project at Bayshore, a 4-room flat in any project ¹ , or a 5-room flat in any of the Standard projects using their CPF contributions, with little or no cash payment.

b. First-timer Singles

Eligible FT singles with a monthly income of $3,500 can receive an EHG of $15,000. They may service the monthly mortgage payments of a 2-room Flexi flat in any of the Standard projects using their CPF contributions, with little or no cash payment.
Eligible FT singles with a monthly income of $4,500 can receive an EHG of $2,500. They may service the monthly mortgage payments of a 2-room Flexi flat in any of the Standard projects, or in the Plus projects at Bayshore using their CPF contributions, with little or no cash payment.

White Flats

9 At Plantation Dew, White flats will be offered for the 3-room, 4-room and 5-room units. These flats feature an open concept with contiguous living and bedroom space without internal partition walls, giving home buyers greater flexibility to configure their living spaces. Prices will be $6,000, $8,600 and $9,000 lower for 3-room, 4-room and 5-room White flats respectively, due to the non-provision of internal partition walls and some electrical points. Buyers who do not wish to opt for the White flat layout can choose the default layout with internal partition walls.

Meeting the Housing Needs of Seniors and Singles

2-room Flexi Flats

10 To meet the housing needs of FT singles and seniors, more than one in three flats offered in this launch are 2-room Flexi flats, available across all seven projects. In total, HDB will be launching 20,000 2-room Flexi flats from 2026 to 2028.

Community Care Apartments

11 HDB will offer 256 CCAs at Toa Payoh Hillside, the sixth CCA project to be launched. This is the first CCA project offered since the eligibility age was lowered from 65 to 55 years old. Seniors who wish to right-size their homes will therefore have more housing options and can consider either a CCA or a 2-room Flexi flat on a short lease when they turn 55 years old.

Advice for Flat Buyers

12 Applicants who wish to participate in the November 2026 BTO exercise must have a valid HDB Flat Eligibility (HFE) letter ² when they submit their flat application. As announced by HDB earlier, to obtain their HFE letter in time, applicants should have applied for an HFE letter and submitted all required documents by 25 September 2026.

13 While HDB will continue to process HFE letter applications received after 25 September 2026, priority will be given to those who submitted all required documents by this date. The ‘Apply for HDB Flat Eligibility (HFE) Letter’ e-Service will be temporarily unavailable from 4 to 11 November 2026 to enable HDB to prioritise resources for the sales exercise. Flat buyers with a valid HFE letter, or those who have already submitted an HFE letter application, will not be affected as processing of HFE letters will continue during this period. The e-Service for HFE application will resume on 12 November 2026. More information on the HFE letter is available on the HDB InfoWEB.

14 Applicants are encouraged to plan their finances carefully and select a suitable flat based on their budget and needs. Flat buyers should also take into consideration the current Loan-to-Value (LTV) limit of 75% for HDB housing loans.

15 Flat applicants may apply for one flat type in one town during the 8-day application period. Applicants who wish to improve their chances of securing a flat should monitor the application rates of the different HDB projects throughout the sales exercise and consider applying to projects with lower application rates, such as those with an application rate of around one or lower. Information on application rates of projects is available on the HDB Flat Portal and will be updated several times daily throughout the application window.

Applications Open from 4 to 11 November 2026

16 Flat applications can be made online via the HDB Flat Portal from today (4 November 2026) to 11 November 2026. There is no need to visit HDB Hub to submit an application. As HDB shortlists applicants via a computer ballot and not on a first-come-first-served basis, applicants do not need to rush and may submit their applications at any time during the 8-day launch period. More details on the application procedures can be found in Annex B.

In addition, HDB will conduct a concurrent SBF exercise offering about 5,000 flats. Potential flat buyers interested in applying for a flat must have a valid HFE letter. Those planning to participate in the February 2027 sales exercises are encouraged to apply for their HFE letter early and submit all required documents by 15 December 2026.
