This marks the completion of all 12 public housing projects in Bidadari, 10 years since the first projects were launched in 2015

HDB has completed the final four Build-to-Order (BTO) projects in Bidadari estate – ParkEdge @ Bidadari, ParkView @ Bidadari, Bartley Beacon, and Bartley GreenRise. This marks the completion of all 12 public housing developments in the estate, delivering 8,872 homes across the 93-hectare Bidadari estate since the first projects were launched in 2015. To-date, almost all (98%; 8,327 of the 8,443 flats booked) flat buyers have moved into or collected the keys to their new homes.

2 First unveiled as a new housing area in 2013, Bidadari was planned to capitalise on the area’s unique topography of undulating hills and lush greenery, and envisioned as “A Community in a Garden” where residents can rest, relax and connect with family and friends in a garden-like setting.

3 The estate comprises four distinctive districts – Alkaff, Bartley Heights, Park Edge and Woodleigh. The first three BTO projects in Bidadari – Alkaff CourtView, Alkaff Vista and Alkaff LakeView – were launched in November 2015, marking the start of the estate’s development. Over the past decade, as more residents moved into the estate with the successive completion of the housing projects, various amenities have been progressively introduced to meet residents’ needs. Today, Bidadari residents enjoy quality public housing nestled amidst verdant greenery, with a comprehensive range of facilities within walking distance of their homes.

A Tranquil Urban Oasis

4 The developments in Bidadari are seamlessly integrated with parks and communal spaces, creating a tranquil urban oasis where residents can enjoy the experience of “living in a park”. About 15% of the estate’s land area is dedicated to green spaces.

5 At the heart of the estate is Bidadari Park, a 13-hectare green sanctuary that opened in September 2024. Centred around the scenic Alkaff Lake, the park offers walking trails, play areas, and open lawns for recreation. Well-known as a site for nature appreciation since the 1990s, Bidadari Park has been sensitively enhanced to continue serving as a stopover site for migratory birds. The park is a multi-agency collaboration involving HDB, the National Parks Board (NParks), national water agency PUB, and National Heritage Board (NHB).

6 Complementing the park is the Bidadari Greenway, which progressively opened from December 2021. This 1.6-kilometre green spine traverses the full length of the estate from Bartley Road to Bidadari Park Drive, connecting the housing developments to the park and other parts of Bidadari. Pedestrian and cycling paths running through and adjacent to the Greenway respectively, allow residents to access amenities such as Bidadari Park, commercial shops and transport nodes in the estate. Rest spots and social-communal facilities such as playgrounds and fitness stations also line the Greenway, creating opportunities for community interaction.

7 In addition, greenery is brought right up to residents’ homes through rooftop gardens, courtyard gardens, and common greens within the housing developments which serve as intimate spaces for relaxation for residents.

Homes With Distinctive Identity

8 Beyond its unique landscape, Bidadari is planned and designed with a strong sense of identity, drawing inspiration from the area’s rich heritage.

9 Within Bidadari Park, the Alkaff Lake, Heritage Walk and Memorial Garden honour Bidadari’s rich heritage, offering residents and visitors spaces for reflection, learning and remembrance.

10 Alkaff Lake in Bidadari Park pays homage to the former Alkaff Lake Garden, built in 1929 by the Alkaffs, a well-known Alkaff family who were merchants-cum-landowners. The Alkaffs opened up the magnificent garden to the public the same year, and it quickly became a place of attraction that was popular with both visitors and residents. The new lake is designed to recreate the sense of tranquillity of the former Alkaff Lake Garden.

11 The lake also serves as a first-of-its-kind multi-functional drainage infrastructure that acts as a stormwater retention pond for flood control during heavy rainfall. Its naturalised banks and surrounding landscaping help to reduce the rate of stormwater flow into the downstream drain when it rains. During dry weather, the lake doubles up as a community and recreation zone.

12 A Heritage Walk located within Bidadari Park recounts the history and stories of Bidadari’s rich past (e.g. the names of places, information about heritage sites and landmarks once found in Bidadari) through a series of storyboards, allowing residents to discover the historical significance of the neighbourhood. Meanwhile, residents and the community can look forward to visiting the Bidadari Memorial Garden at its new location in Bidadari Park. The Memorial Garden will commemorate Bidadari’s history as one of Singapore’s oldest cemeteries, with sections representing the Christian, Muslim, and Hindu areas, and will include the old gates, gateposts and headstones from the former cemetery. Currently, only the portion of the Heritage Walk located adjacent to the Alkaff Lake is opened to the public. The final stretch of the Heritage Walk is expected to be fully opened in 3Q 2026, while the first portion of the Memorial Garden will be opened in 1Q 2026.

13 Across its four districts, the names of the BTO projects, as well as their colour palettes and architectural forms, have also been specially chosen to correspond to the area’s distinct character and features.

14 For example, projects in Woodleigh district adopt an earthy colour palette in a nod to the area’s hilly terrain, whilst those in Alkaff district incorporate shades of blue and green to reflect the hue of tranquil waters and lush greenery of the nearby Alkaff Lake and Bidadari Park.

15 At ParkView @ Bidadari, the blocks are designed to pay homage to the diverse bird species that frequent the area, with distinctive roof features shaped like a bird’s nest, and bird motifs adorning its community living rooms.

16 The design of community spaces such as thematic playgrounds also offers residents a way to connect with the history of the area. For example, the playground at ParkView @ Bidadari draws inspiration from the former Alkaff Lake with lake-inspired elements such as boating- and fishing- inspired play areas, and a boardwalk crossing. Similarly, the squirrel playground at ParkEdge @ Bidadari pays homage to the estate’s heritage as a wooded sanctuary. This playground also creates a thematic link with the adjacent Bidadari Park, enhancing the sense of continuity between the built environment and natural surroundings.

17 These spaces and features in Bidadari provide residents with a meaningful connection to the estate’s heritage and surrounding environment, allowing them to deepen their understanding and appreciation of Bidadari. Besides reinforcing each district’s identity, these design elements also serve as practical wayfinding markers, making it easier for residents and visitors to navigate the estate.

Daily Conveniences Within Easy Reach

18 In tandem with the completion of the housing projects, a wide range of amenities has also been provided to meet the needs of Bidadari residents, bringing daily conveniences within easy reach.

19 The Woodleigh Mall, which opened in May 2023, has become a key commercial hub with over 150 shops offering retail, dining, services and lifestyle options. Together with Woodleigh Village Hawker Centre, which commenced operations in September 2024, and 41 precinct shops (including 4 eating houses, 4 supermarkets, and 6 medical clinics), residents have convenient access to daily necessities, food and essential services close to home.

20 Families with young children also have convenient access to 20 childcare centres in Bidadari estate, while playgrounds and fitness stations across the estate support active living. Additionally, there are five Residents’ Committee centres which serve as community hubs where residents can gather, interact and engage in community activities. These facilities allow residents to connect and bond with one another, fostering a strong sense of community.

Seamless Connectivity Within and Beyond Bidadari

21 With two MRT stations (Woodleigh and Potong Pasir) and the Woodleigh Bus Interchange, residents in Bidadari enjoy seamless connectivity within Bidadari and beyond. The comprehensive transport infrastructure is complemented by an extensive pedestrian network and over 5.2 km of cycling paths, offering residents a healthier, safer and more eco-friendly way to get around the estate.

A Total Living Environment to Support Residents’ Needs

22 The transformation of Bidadari over the past decade (refer to Annex) reflects HDB’s commitment to creating a total quality living environment that supports residents’ needs. In developing new housing estates, comprehensive amenities are delivered in step with the completion of new homes. Today, Bidadari with its well-designed homes sensitively integrated with green surroundings, and conveniently connected to amenities and facilities, stands as a living example of how careful, long-term planning can create a liveable and distinctive estate that residents are proud to call home.
