About 20,000 households island-wide to get enhanced facilities and senior-friendly improvements in their neighbourhood under Batch 17 of the Neighbourhood Renewal Programme (NRP).
About 9,000 households in Ang Mo Kio, Bukit Merah and Queenstown to enjoy senior-centric upgrades in their neighbourhood under Batch 3 of the Silver Upgrading Programme (SUP).

Around 29,000 HDB households will benefit from the upgrading works to be implemented under the latest batches of the Neighbourhood Renewal Programme (NRP) and Silver Upgrading Programme (SUP). Together, these projects will enhance the comfort, safety and vibrancy of our neighbourhoods, while helping residents stay active and connected.

$130m set aside for 17 NRP projects island-wide

2 The Ministry of National Development (MND) and Housing & Development Board (HDB) have selected 17 projects for upgrading in the latest 17th batch of the NRP. These projects are located island-wide (refer to Annex A for more details of their locations). More than $130 million will be allocated for these projects, which are expected to benefit close to 20,000 households.

3 Introduced in August 2007, the NRP focuses on improvements at the block and precinct levels, for blocks built up to 1995. In 2025, the programme was extended to include blocks built up to 1999. The improvement items for each project are tailored based on residents’ feedback on the features they hope to see in their neighbourhood. They include senior-friendly enhancements such as fitness trails connecting senior-centric amenities, and wayfinding features along routes frequently used by seniors, to help seniors age in place and live comfortably within their community. The works are fully funded by the Government and implemented by the respective Town Councils, which will engage their own design consultants and building contractors as well as monitor the progress of the projects.

4 Since NRP was introduced in 2007, over $1.6 billion has been set aside to fund 246 NRP projects islandwide, covering about 315,500 households across the past 16 batches. As of 31 March 2026, 141 projects benefitting about 199,000 households, have been fully completed. Works for the remaining 105 projects are in progress.

10 precincts selected in latest batch of SUP

5 Residents living in older precincts that have previously undergone upgrading can still benefit from senior-friendly enhancements under the SUP. Launched in August 2024, the SUP targets older¹ HDB precincts, offering senior-centric upgrades to help seniors age in place more comfortably. Like the NRP, the SUP is fully funded by the Government.

6 This year, 10 more precincts in Ang Mo Kio, Bukit Merah, and Queenstown (refer to Annex B for details of their locations) have been selected under the third batch of the SUP, which will benefit about 9,000 households. Upgrading works for these precincts are expected to commence in the second half of 2026 and will be completed progressively from the second half of 2028.

7 Two earlier batches of precincts are currently at various stages of construction. Works are underway for the four precincts in Ang Mo Kio, which were announced under the first SUP batch in 2024, and are expected to complete in the second half of 2026. Meanwhile, the 12 precincts in Ang Mo Kio, Bukit Merah, and Toa Payoh which were announced under the second batch of SUP in 2025, are at different stages of design, with works expected to be progressively completed from the second half of 2027. As part of the SUP design and engagement process, a Community Improvement Walk (CIW) at Toa Payoh was recently held on March 2026 with about 70 residents, for seniors to share their feedback on the SUP enhancements they hope to see in their precincts (refer to Annex C for more information on the CIW).

8 HDB is committed to enhancing the liveability of our homes and neighbourhoods, so that seniors can live and age-in-place independently within their communities. Going forward, the SUP will be expanded to include even more towns, such as Bedok, Clementi and Kallang-Whampoa. Details on the specific SUP works and implementation timelines for the precincts in these towns will be shared when ready.

¹ Precincts selected for SUP are prioritised based on a higher proportion of soon-to-be seniors (aged 55 years old and above) and seniors (aged 65 years old and above), compared to the national average. The programme is fully funded by the Government.
