HDB Resale Market

HDB’s flash estimate of the 3rd Quarter 2026 Resale Price Index (RPI) is 202.4, a decrease of 0.2% from the 2nd Quarter 2026 (see Annexes A1 and A2). This marks the third consecutive quarter of decline in resale prices, following decreases of 0.1% and 0.3% in the 1st and 2nd Quarters of 2026 respectively.

2 The volume of resale transactions has remained broadly stable. As of 29 September 2026, 7,528 resale transactions were recorded in 3rd Quarter 2026, 5.2% higher than the 7,157 transactions over the same period last year.

3 HDB has not observed a significant increase in the prices and number of resale flats purchased by private residential property owners (PPOs) and ex-PPOs, since the 15-month wait-out period for PPOs and ex-PPOs buying non-subsidised HDB resale flats was removed on 28 July 2026¹. Nonetheless, we will continue to monitor the resale market.

Upcoming Flat Supply

4 To provide more housing options for flat buyers, HDB will continue to inject a steady supply of new flats into the market. In the upcoming Build-To-Order exercise in November 2026, HDB will launch about 7,960 flats in Bedok, Geylang, Sembawang, Tengah, Toa Payoh and Yishun. Community Care Apartments will also be offered in Toa Payoh. More details will be shared during the sales exercise. Flat buyers who wish to apply for a flat must have a valid HDB Flat Eligibility² letter when they submit their flat application.

5 The macroeconomic outlook remains highly uncertain, including for global and domestic interest rates. Households are advised to exercise prudence when purchasing property and taking out mortgage loans. The Government will continue to monitor the property market closely and adjust its policies as necessary to promote a stable and sustainable property market.

¹ The 15-month wait-out period was introduced on 30 September 2022 as a temporary measure to moderate housing demand and prioritise access to public housing for first-time home buyers. The wait-out period was removed on 28 July 2026 following several quarters of price moderation in the HDB resale market and an expected larger number of new flats entering the resale market after meeting the Minimum Occupation Period over the next few years.

² The HFE letter will inform flat buyers upfront of their eligibility for a new or resale flat purchase, CPF housing grants, and HDB housing loan, including the respective grant and loan amounts.
