HDB Resale Market

HDB’s Resale Price Index (RPI) for 1st Quarter 2026 is 203.4, a decrease of 0.1% from that in 4th Quarter 2025 (see Annexes A1 and A2). This marks the first decline in resale prices in nearly seven years, since 2nd Quarter 2019, and comes on the back of five consecutive quarters of slower or no price growth.

2 The resale volume in 1st Quarter 2026 rose by 19.6%, from 5,256 transactions in 4th Quarter 2025 to 6,285 transactions (see Annex B). Compared with the 6,590 transactions in 1st Quarter 2025, resale transactions were 4.6% lower in 1st Quarter 2026.

HDB Rental Market

4 The median rents in the various towns in 1st Quarter 2026 are tabulated in Annex D.

5 The number of approved applications to rent out HDB flats fell slightly by 0.2% from 9,557 applications in 4th Quarter 2025 to 9,535 applications in 1st Quarter 2026 (see Annex E). Compared with the 9,662 approved applications in 1st Quarter 2025, the number of approved applications in 1st Quarter 2026 was 1.3% lower.

6 As at the end of 1st Quarter 2026, 58,698 HDB flats were rented out, a decrease of 0.1% from the 58,775 flats rented out in the previous quarter.

Upcoming Flat Supply

7 In the upcoming BTO exercise in June 2026, we will offer about 6,900 flats in Ang Mo Kio, Bishan, Bukit Merah, Sembawang and Woodlands. More details will be shared during the sales exercise.

8 Flat buyers who wish to apply for a flat must have a valid HDB Flat Eligibility (HFE) letter¹ when they submit their flat application. We encourage all flat buyers to apply for an HFE letter early and submit all required documents by 15 May 2026, to ensure that they can obtain their HFE letter in time.

9 The macroeconomic outlook has become more uncertain. Households should continue to exercise prudence when purchasing property and taking out mortgage loans.

¹ The HFE letter will inform flat buyers upfront of their eligibility for a new or resale flat purchase, CPF housing grants, and HDB housing loan, including the respective grant and loan amounts.
