Households selected for HIP will also be able to opt for a range of subsidised senior-friendly fittings under the Enhancement for Active Seniors (EASE) programme

The Ministry of National Development (MND) and Housing & Development Board (HDB) have selected over 18,000 HDB flats across Singapore for home upgrading works, in the latest selection of the Home Improvement Programme (HIP). These flats are located islandwide (refer to Annex A for details of the locations). Over $253 million will be allocated for these upgrading works.

2 Households selected for HIP can also enjoy subsidised senior-friendly fittings through the Enhancement for Active Seniors (EASE) programme, which include grab bars, ramps, rocker switches and Home Fire Alarm Devices. Together, these improvements enhance the safety and comfort of residents living in HDB flats and enable more seniors to age in place within homes and communities they are familiar with.

Safer and more comfortable homes with HIP

3 Introduced in 2007, HIP helps flat owners address common maintenance issues such as spalling concrete and ceiling leakage that arise due to wear and tear and provides improvements to enhance living conditions of older flats.

4 There are two main components of work under HIP:

a) The Essential Improvements ensure that basic safety needs of residents staying in older flats are met, and are fully funded by the Government for Singapore Citizen households.

b) The Optional Improvements are heavily subsidised by the Government, with Singapore Citizen households paying as low as 5% of the cost, depending on the flat type. Flat owners have the flexibility to choose the Optional Improvement items they would like to include during the upgrading process.

6 Including this latest selection, about 512,000 flats, which is 9 in 10 of eligible flats, have been selected for HIP. Of these, close to 409,000 flats have completed upgrading. As of 31 March 2025, the Government has spent about $5 billion on HIP since its launch.

Senior-friendly home upgrades through EASE

7 Households selected for HIP can also opt to have a range of senior-friendly fittings installed under the EASE programme. These fittings include grab bars, ramps, and slip-resistant treatment to toilet/ bathroom floor tiles. Since April 2024, HDB has expanded the range of senior-friendly items to also include additional fittings such as rocker switches, Home Fire Alarm Devices, bidet sprays, wall-mounted foldable shower seats and foldable U-profile grab bars, as well as lowering of toilet entrance kerbs and widening of toilet entrances. Eligible households that do not qualify for HIP can still benefit from senior-friendly fittings by applying directly to HDB to have the improvement items installed under EASE (Direct Application).

9 About 379,000 households have benefitted from the EASE programme since its launch. As of 31 March 2025, the Government has spent about $190 million on the EASE programme to enhance the safety and accessibility of senior residents in their homes.
