Other enhancements to support home buyers include increased BTO quota for second-timers, enhanced Deferred Income Assessment, and higher Fresh Start Housing Grant

From the July 2025 sales exercises, married and single children will enjoy priority access when they apply for a new flat to live with or near their parents, under the new Family Care Scheme (FCS) (Proximity). First announced by Prime Minister Lawrence Wong at the National Day Rally 2024, the FCS seeks to strengthen intergenerational family support by promoting proximity living between parents and children. The FCS comprises two components: (i) FCS (Proximity) to be rolled out in the July 2025 sales exercises; and (ii) FCS (Joint Balloting), which is planned for roll-out in the October 2025 sales exercise. More details can be found in Annex A.

2 Currently, up to 65% of 2-room Flexi Build-To-Order (BTO) flats and up to 5% of Sale of Balance Flats (SBF) are set aside for first-timer singles, after allocating flats to seniors. Within these quotas, up to 30% of BTO flats and up to 2% of SBF flats will be set aside for FT singles applying under FCS (Proximity). The remaining quotas will be for other FT singles.

3 Married couples and seniors currently have priority access under the Married Child Priority Scheme (MCPS) and Senior Priority Scheme (SPS) when applying for new flats to live with or near their parents or married children. FCS (Proximity) will replace both of these schemes, with no change to the priority access for married couples and seniors.

More BTO Flats for Second-timer Families

5 To support second-timer (ST) families’ upgrading aspirations and right-sizing plans, HDB will also increase the allocation quota of 3-room and larger BTO flats for ST families by 5% points from the July 2025 BTO sales exercise. The revised proportion of BTO flats set aside for ST families is as follows:

Up to 20% (from up to 15% currently) of 3-room Standard flats;
Up to 10% (from up to 5% currently) of 3-room Plus and Prime flats, and 4-room and larger Standard, Plus and Prime flats.

6 At least 80-90% of 3-room and larger flats will continue to be set aside for FT families. Details of the BTO allocation quotas for 3-room and larger flats can be found in Annex C.

Other Enhancements Taking Effect in the July 2025 Sales Exercises

7 Enhancements to the Deferred Income Assessment (DIA) scheme and the Fresh Start Housing Grant for eligible ST families will also take effect from the July 2025 sales exercises.

(i) Enhancement to Deferred Income Assessment (DIA) scheme

8 To help young couples who are ready to settle down earlier, the DIA scheme allows eligible couples to apply for a new flat first and defer their income assessment for the Enhanced CPF Housing Grant (EHG) and an HDB housing loan until nearer to key collection. This allows couples to qualify for a bigger loan as their incomes are likely to be more stable and higher by then, without deferring their flat application. Under the enhanced DIA scheme, only one of the two parties needs to be a recent or current full-time student or National Serviceman. Previously, both parties needed to meet this requirement. This will allow the DIA scheme to benefit more young couples.

(ii) Enhancements to Fresh Start Housing Scheme

9 As announced at the MND Committee of Supply 2025, the Fresh Start Housing Grant will be increased from $50,000 to $75,000 to support more second-timer (ST) public rental households with children to realise their home ownership aspirations. Eligible ST families can use the increased grant to buy a new 2-room Flexi or 3-room Standard BTO, or SBF flat, on a shorter lease.

Upcoming Flat Supply

10 In July 2025, HDB will launch about 5,500 BTO flats in Bukit Merah, Bukit Panjang, Clementi, Sembawang, Tampines, Toa Payoh, and Woodlands. In addition, HDB will conduct a concurrent SBF exercise offering over 4,600 balance flats. More details on the new flats to be offered will be shared at the July 2025 sales exercises.
