Completion of these two projects comes on the back of 22 housing projects completed in 2024.
Of the 22 projects completed in 2024, four were completed without delays, including two Shorter Waiting Time (SWT) projects.

At his visit to Punggol Point Cove Build-To-Order (BTO) development on 20 January 2025, Minister for National Development Desmond Lee announced the completion of the final two pandemic-delayed projects from the Housing & Development Board (HDB) – Punggol Point Cove (Phase 2)^[1] and Kempas Residences. Minister highlighted that HDB had been working closely with industry partners to overcome pandemic-related disruptions, and deliver the flats to home buyers without compromising on safety standards.

2 Since November 2024, keys have been progressively handed over to the homeowners. Including the final two pandemic-delayed projects, HDB has completed all 92 pandemic-delayed housing projects, delivering over 75,800 new flats to Singaporeans over the last five years.

3 Minister also said that HDB has successfully completed 22 housing projects^[2] in 2024. Of these, 17 projects had been delayed by the pandemic, one was delayed due to non-pandemic reasons, and the remaining four projects were completed without any delays^[3]. Among the 22 housing projects, two were Shorter Waiting Time (SWT) projects, completed with waiting time of less than three years. In total, over 18,000 flats were completed last year.

Keys for Final Two Pandemic-Delayed Projects Progressively Being Handed Over to Flat Buyers

4 Starting from November 2024, flat owners of Punggol Point Cove (Phase 2) have been receiving the keys to their new homes as the blocks were progressively completed. Key collection for Kempas Residences began in mid-January 2025, following the completion of the first blocks in end December 2024. With the final blocks in the two projects completed this month, HDB will soon be notifying the remaining flat owners of their key collection date.

Punggol Point Cove (Phase 2)

5 Sited along New Punggol Road, the Punggol Point Cove (Phase 2) BTO project comprises 1,179 units of 2-room flexi, 3-, 4- and 5-room flats across six residential blocks. Five out of the six blocks were completed in November and December 2024 while the last block was completed earlier this month after a delay of 12 months from its original Probable Completion Date (PCD). As at 15 January 2025, 657 households (about 59% of 1,109 booked units) have collected their keys. Some residents have already moved in, in time to enjoy the upcoming Lunar New Year festivities in their new homes.

6 The progress of this project was affected by pandemic-related disruptions, including the stoppage of construction work during Circuit Breaker, as well as the termination of the original contractor, CKR Contract Services Pte Ltd, in July 2023 after it repeatedly failed to meet the necessary targets despite HDB’s best efforts to facilitate the progress of construction works. In the interest of our flat buyers, HDB brought on board a new contractor, Qingjian International (South Pacific) Group Development Co. Pte. Ltd, in August 2023 to complete the remaining works.

7 The completion of Punggol Point Cove (Phase 2) also marks the completion of all flats in the Punggol Point District, which includes the Punggol Point Cove (Phase 1), Punggol Point Woods and Punggol Point Crown BTO projects, all three of which were completed in 2024. Kempas Residences

8 Bounded by Serangoon Road, Lavender Street, and Boon Keng Road, the Kempas Residences BTO project comprises 583 units of 2-room flexi, 3- and 4-room flats across four residential blocks. The final block was completed in mid-January 2025, following a delay of six months from its original PCD. As at 15 January 2025, 37 households (about 7% of 555 booked units) have collected the keys to their new homes.

Key Projects Completed in 2024

9 Across the 22 housing projects completed in 2024, the waiting time of the flats ranged from about two to five years, after accounting for delays caused by the COVID-19 pandemic.

10 Four projects – Alkaff Breeze, Champions Bliss, Parc Glen @ Tengah and Grove Spring @ Yishun – were completed without any delays to their original PCD, reflecting the steady recovery in the construction industry following the COVID-19 pandemic since 2023. Notably, two of these four projects completed without delays were SWT projects (Parc Glen @ Tengah and Grove Spring @ Yishun), comprising a total of 1,995 flats. This meant that homebuyers were able to collect their keys within three years of their flat selection.

27 Projects on Track to be Completed in 2025

11 HDB has worked closely with our industry partners over the past few years to catch up on lost time to complete all delayed BTO projects, without compromising quality and safety. We thank flat buyers for their understanding and patience through this period.

12 At present, there are 110 HDB housing projects under construction, an increase from 95 a year ago arising from the ramp-up in BTO supply in recent years. With the completion of all projects that were delayed by the pandemic, there are currently no delayed projects among the projects under construction. This year, HDB is on track to complete about 17,000 flats across 27 projects.

[1] While the last blocks for Punggol Point Cove (Phase 2) and Kempas Residences were completed in January 2025, the first few blocks in the projects were completed in 2024.
[2] These two projects do not make up the 22 projects completed in 2024; they will be accounted for as housing projects completed in 2025.
[3] The remaining project among the 22 projects is Harmony Village @ Bukit Batok, which was completed in 2024 following slight delays due to a change in the contractor, and not due to pandemic-related factors.
