Bulk of additional flats are from vacated SERS site at Tanglin Halt

The Housing & Development Board (HDB) will double the supply of flats available under the Parenthood Provisional Housing Scheme (PPHS), from 2,000 flats currently to 4,000 flats by 2025. The vacated flats at Tanglin Halt that were identified for the Selective En bloc Redevelopment Scheme (SERS) will form the bulk of the additional PPHS supply.

2 The PPHS provides an additional temporary housing option for households waiting for their new flats to be completed. Married couples with at least one child aged 18 and below, including expectant parents, will get priority in the allocation of flats under this scheme. Since its inception in 2013 to support marriage and parenthood, more than 4,200 families have benefited from the PPHS.

3 To meet the demand for PPHS flats, HDB has been steadily increasing the supply from 800 in 2021 to about 2,000 flats currently. In tandem, since August 2021, we have also prioritised families in greater need of subsidised temporary housing through refinements to the PPHS eligibility conditions and allocation process. As a result, PPHS application rates have come down significantly – from over 20 times in 2021, to 2.6 times in December 2023.

Vacated SERS flats at Tanglin Halt put to interim use to meet PPHS demand

4 As part of HDB’s efforts to further increase the supply of PPHS flats, some 2,000 vacated HDB flats across 17 blocks in Tanglin Halt will be spruced up, before being let out to families in need of temporary housing while they await the completion of their new Build-to-Order (BTO) flats.

5 These blocks are amongst 31 blocks in the Tanglin Halt estate that were announced for redevelopment under SERS in 2014. The previous residents were offered new flats in the nearby Dawson estate and have since moved into their new homes. These flats will eventually be demolished to make way for redevelopment and will serve as a temporary housing option for PPHS families in the interim period.

6 The blocks to be spruced up for interim use under PPHS comprise Blocks 55, 56, 58-60, 62 Commonwealth Drive, and Blocks 33-38 and 40-44 Tanglin Halt Road. Another four blocks, Blocks 63-66, are already part of the existing PPHS supply.

7 The works to refurbish the flats include replacing fittings and fixtures such as water pipes, floor tiles, and sanitary wares, as well as electrical and painting works. Improvement works will be carried out to common areas such as the lifts and outdoor areas. HDB is also working with stakeholders on the provision of amenities such as playgrounds and childcare centres, and residents will be served by the nearby Tanglin Halt market which includes eateries and shops. When completed, the flats will be progressively let out for temporary housing under PPHS, from the second half of 2025.

8 The supply of PPHS flats is limited and depends on the availability of vacant flats not needed for other purposes, such as those in vacated blocks that are not immediately needed for redevelopment.
